FOUR PEOPLE DIED IN IRINGA REGION

Residents of Wenda Village in Iringa District, Iringa Region are looking at the wreckage of the car that was involved road accident on Tuesday being lifted by the crane, along Iringa-Mbeya Road. The accident which involved the car and semi trailer truck claimed two lives and leaving one injured badly.

FOUR people died in separate incidents in Iringa Region, police have said.

In one of the incidents, two people died on the spot after the vehicle they travelling on collided head on with the truck coming from the opposite direction along Iringa-Mbeya Highway on Tuesday.

Iringa Regional Police Commander (RPC) Ramadhani Mungi named the deceased as Lutiko Mwangisiya Mwinyigole (50), a resident of Dar es Salaam with his passenger Yona Mwakalasiya, of Mbeya. 

RPC told the Guardian on Tuesday (today) that the incident occurred today around 05:00 hrs  early in the morning car with registration (in transit (IT) 1997) coming from Dar es Salaam going to Mbeya was driven by Lutiko Mwangisiya Mwinyigole (50), was carrying a passenger by the name of Yona Mwakalasiya, a Mbeya resident collided face to face.

“The driver of the car when reached at weighbridge near Wenda Village in Iringa District, one person asked for the lift and a few meters from the weighbridge area there was a bicycle rider crossing the road and tried to avoid him but unfortunately collide on with truck coming from opposite side,” RPC narrated.

The driver was driving the truck with registration numberT463 CRV IVECO with a trailer number T 575 CSP sustained bad injuries and hospitalized at Iringa Region Referral Hospital for medical treatment.

In another incident, a motorcyclist was knocked down by a car and died on spot near Kinyanambo B area, Ifwagi Division in Mufindi district, Iringa region.

RPC named the deceased as Vincent Liatusi (20) a primary teacher living in Mafinga town who driving a motorbike with registration number T 53 8CPK Felkon.

He said the motorcyclist was knocked down by the car with registration number T246 CGJ Toyota Noah belonging to Zabroni Philip and driven by Samuel Daneil (26) both residents of Mafinga at 19:30 hrs in the evening yesterday.


He said the angry residents of Kinyanambo B area were up in arms and blocked the road with stones and logs to stop the driver of car not proceed with his journey but the police dispersed them.

“The angry mob of Kinyanambo B came in great number and blocked the road by stopping other vehicles to pass but the police negotiated with residents and decided to remove the stones and log,” RPC narrated.

In another incident, five–year old small boy was killed by his father friend after the two differentiated over the money they got from doing piecework some in the farms.

RPC said Ibrahim Jackson (5) a resident of Mtandika B Village, Ruaha-mbuyuni ward in Mahenge division, Kilolo district killed by his father’s friend Shukuru Malenga (25) by hitting him on his face using blunt object. 

Police are holding Shukuru Malenga in custody waiting to appeal in court to answer charges. He added that incident happened yesterday at around 18:00 hrs in the evening

Darasa likiendelea

Wanawake wa wilaya za Iringa, Mufindi na Kilolo mkoani Iringa wapatiwa mafunzo juu ya ushawishi na utetezi wa haki za wanawake na sheria ya umiliki wa ardhi ya mwaka 1999.

Mafunzo hayo yaliandaliwa na Shirika la Land O'Lakes chini ya ufadhili wa Shirika la Misaada la Marekani (USAID). 

Mratibu Msaidizi wa Programu wa Shirika la Land O’Lakes Tanzania, Mary Kafanabo alisema kuwa mafunzo hayo yametolewa kufuatia uelewa mdogo wa sheria za umiliki wa ardhi na sheria ya ardhi kwa ujumla.

Alisema kuwa wanawake wengi nchini wana uelewa mdogo wa sheria za umiliki wa ardhi na sheria ya ardhi, ndio maana shirika hilo likaona umuhimu wakuwapatia mafunzo wanawake ambao ni wazalishaji wakubwa katika kilimo na masuala mengine ya kijamii.

Katika warsha hiyo wawezeshaji kutoka chama cha wanasheria wanawake (TAWLA) ambao ni Latifa Ayubu na Francisca Gasper walitoa mada kuhusu haki za wanawake katika kumiliki ardhi Tanzania.

Walisema kuwa serikali kupitia wizara ya maendeleo ya jamii na watoto ilitunga sera ya maendeleo ya wanawake na jinsia ya mwaka 1992.

Walisema kuwa serikali katika jitihada za kuwapa wananchi mwelekeo wa maendeleo ya wanawake na jinsia ili kuhakikisha kuwa sera, mipango na shughuli mbalimbali za maendeleo zinazingatia usawa wa jinsia.

Awali, Afisa Kilimo Msaidizi wa Wilaya ya Mufindi, Tinara Nyato wakati akifungua warsha hiyo kuhusu haki za wanawake katika kumiliki ardhi, aliwasihi wanawake kutumia elimu waliopata vizuri pamoja na kupeleka elimu walioipata kwa wanawake wenzao vijijini walikutoka.

Naye mmoja wa washiriki wa mafunzo hayo, Jesca Chibwana kutoka Kijiji cha Igomaa, Kata ya Sadani waliyani Mufindi alisema kuwa baada ya kupata uelewa juu ya sheria ya umiliki wa ardhi atakuwa balozi mzuri wakuwaelimisha wanawake wenzake kijijini. 

Naye Mratibu wa Programu wa Shirika la Land O’Lakes Tanzania, Mary Kabelele alisema kuwa wanawake wengi wana uelewa mdogo kuhusu suala la umiliki wa ardhi ambapo wanadhani mwenye jukumu hilo ni mwanaume pekee.

Alisema kuwa wanawake walikuwa na dhana potofu kwamba kwa kuwa mwanaume ndio msimamizi wa familia, basi umiliki wa ardhi ni haki yake.

“Tunajivunia kwa sasa kuona walengwa wa mradi huu ambao ni wanawake na jamii kwa ujumla wameanza kupata muamko kupitia mafunzo haya na wataanza kudai haki zao, aliongeza Kabelele.

Wakati huohuo, Shirika la Land O'Lakes limewapatia wanawake 25 mafunzo kuhusu uongozi kwa wanawake na wasichana yaliyofanyika Ifunda wilayani Iringa, Mkoa wa Iringa.

Mafunzo hayo yalilenga kubainisha na kutambua mchango wa wananwake katika sekta mbalimbali, ili kuondoa fikra hasi juu na uwezo na mchango wa wananwake katika maendeleo.

Mratibu wa Programu wa Shirika la Land O’Lakes Tanzania, Mary Kabelele alisema kuwa kipimo cha uongozi ni kuona kiongozi anavyoweza kuhamasisha na kuleta ushawishi kwa watu na kufikia maendeleo yaliyotarajiwa.

“Wanawake wana nafasi na jukumu kubwa katika kuongoza mabadiliko kwa vile wanatumia muda mwingi na kuchangia kiasi kikubwa cha nguvu kazi katika kilimo na masuala mengine ya kijamii,” alisema.

Women from Iringa, Mufindi and Kilolo districts in Iringa have been imparted with knowledge on advocacy of women's rights and village land of 1999 yesterday.

The training was funded by the United States Agency for International Development (USAID) and implemented by Land O'Lakes (LOL), Inc. in Tanzania. 

According to the Assistant Program Coordinator for Innovation in Gender Equality (IGE), Mary Kafanabo, such training is provided following a poor understanding of the land ownership and Land Act of 1999 in general.

She said that many women in the villages have little understanding of the land ownership and land law of 1999 that is why the organization has seen it importance in training women who are the biggest producers in agriculture and other social issues.

On her part, Senior Program Coordinator for Innovation in Gender Equality (IGE), Mary Kabelele said many women have little understanding about the issue of land ownership by thinking that it is a role for man.

She said that the women have the notion that a man being in charge of the family is the one responsible for the ownership of the land.

SHIRIKA la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni, (UNESCO), limewaomba wadau wa habari hasa wa matumizi ya intaneti kuzingatia maadili na usiri katika kazi zao ili kutovunja sheria zilizowekwa na mamlaka husika likiwemo suala la sheria ya mtandao iliyopitishwa hivi karibuni nchini Tanzania.

Hayo yameelezwa na Ofisa Miradi ya Mawasiliano, Habari na Tehama wa Shirika la Kimataifa la Sayansi, Elimu na Utamaduni (UNESCO) nchini, Al Amin Yusuph aliyekuwa akimwakilisha Mkurugenzi wa UNESCO, Zulmira Rodrigues katika Jukwaa la wadau wa usimamizi wa masuala ya mtandao (NIGF), lililofanyika mwishoni mwa wiki na kuandaliwa na Umoja wa Klabu za Waandishi wa Habari Tanzania (UTPC).

UNESCO inaamini masuala ya usiri katika mitandao ni njia bora zaidi za kuepukana na suala la mmomonyoko wa maadili na usio zingatia taaluma.

Ambapo amebainisha kuwa, takribani Asilimia 84 ya Mataifa duniani wamegundua hawana sheria madhubuti ya kulinda uhuru wa usiri kwa wananchi kupitia mitandao hivyo ni muhimu kuzingatia taaluma na maadili kwenye matumizi ya intaneti hasa kwa kipindi hichi.

“UNESCO inaamini mambo muhimu ya kuzingatia juu ya matumizi ya mitandao ikiwemo kuwa na Uwazi, Upatikanaji na Ushirikishi. Kwa hayo machache, mjadala huu wa matumizi ya mtandao unaweza kufanikiwa na sie tunapenda kuungana na nyinyi katika kushirikiana katika suala hili” alieleza Ofisa Miradi ya Mawasiliano, Habari na Tehama wa Shirika la Kimataifa la Sayansi, Elimu na Utamaduni (UNESCO) nchini, Al Amin Yusuph.


Mwakilishi wa Mkurugenzi Mkuu Mamlaka ya Mawasiliano Tanzania (TCRA), Bw. Sunday Richard akifungua rasmi Jukwaa la wadau wa usimamizi wa masuala ya mtandao (NIGF) lililoandaliwa na Umoja wa Klabu za Waandishi wa Habari Tanzania (UTPC) na kufanyika mwishoni mwa juma katika ukumbi wa mikutano COSTECH jijini Dar. Kushoto ni Ofisa Miradi ya Mawasiliano, Habari na Tehama wa Shirika la Kimataifa la Sayansi, Elimu na Utamaduni (UNESCO) nchini, Al Amin Yusuph aliyemwakilisha Mkurugenzi wa UNESCO na kulia Mwenyekiti wa National Governance Internet Forum, Kenneth Simbaya.

Aidha, katika mkutano huo, imeelezwa kuwa, matumizi makubwa ya mtandao wa kompyuta (intaneti) yatasaidia ongezeko la pato la taifa (GDP).

Kauli hiyo imetolewa na Mwenyekiti wa kamati ya maandalizi ya jukwaa la mtandao wa intaneti (IGF) Kenneth Simbaya wakati wa jukwaa hilo ambapo amebainisha kuwa, katika matumizi yake ni muhimu sana kujadili kutengeneza kesho wanayoitaka watanzania katika matumizi ya mtandao.

Ameeleza chombo cha IGF kimelenga kuangalia maendeleo ya mtandao nchini usalama wake na matumizi ya mtandao yanayoelenga kubadilisha maisha ya watanzania kwani chombo hicho nchini Tanzania kimeundwa kutokana na mkutano wa kimataifa wa jamii ya wanahabari (WSIS) waliotaka kuwepo na jukwaa kuangalia matumizi ya matandao kutokana na kuongeza kwa haja ya matumizi.

Simbaya amesema Majukwaa hayo yanatakiwa kuzungumza kuhusu sera kwa lengo la kuangalia uendelevu wake , usalama, ukuaji wa mtandao wenyewe na menejimenti yake.

Kwa upande wake Mtaalamu kutoka TCRA Dk. Emmanuel Manasseh akithibitisha umuhimu wa mtandao katika maisha ya sasa na yajayo, alielza kwamba kama kutakuwepo na ongezeko la watumiaji angalau kwa asilimia 10 pato la taifa litaongezeka kwa asilimia 1.4. zaidi.

Ambapo anaendelea kubainisha kuwa, kwa sasa idadi ya watumiaji wa mtandao wameongezeka kufikia asilimia 11 na kwamba lugha ya mtandao kwa sasa inaathiri watu mbalimbali kwa namna njema na namna mbaya.

Jukwaa hilo pamoja na kuzungumza kuhusu uendelevu wake pia ulizungumzia sheria , kanuni na taratibu zinazotakiwa kuzingatiwa katika matumizi na utawala wa intaneti ili kuzifanya zitumike kwa makusudio mema zaidi.

Naye mtaalamu wa masuala ya mtandao wa intaneti, Maxence Melo kutoka Jamii Forum amesema kwamba mpaka sasa anaona kwamba matumizi ya mtandao Tanzania bado salama ingawa juhudi lazima ziendelee kufanyika kuhakikisha kwamba hali ya usalama inaendelea kuwapo.

Mtaalamu kutoka TCRA Dk. Emmanuel Manasseh akiwasilisha mada iliyoelezea umuhimu wa mtandao katika maisha ya sasa na yajayo wakati wa jukwaa hilo.
