MSEMAJI Mkuu wa shirika  la TECONAREMAP Bw, Ochieng Anudo amesema kuwa Idara ya uchunguzi na upelelezi ya shirika hilo imefanikiwa kugundwa udanganyifu ya cheti feki cha ndoa ambacho Bi, Mwanaidi Musa alitumia kudai kuwa alifunga ndoa na Bw, Hussein Dodo.

Mali anazodaiwa kulipwa Bi, Mwanaidi kwa kutmia cheti feki hicho cha ndoa akidai ametelekezwa ni mashamba hekari 4, ng'ombe 30, mbuzi saba, kuku 20, bata 30 meza moja, mapipa ya ujazo manne pamoja na vyombo vingine vya ndani na kumwacha Bw, Hussein Dodo akiwa masikini.

Akizungumza na waandishi wa habari jana ofisini kwake mjini Iringa Bw, Ochieng alisema ofisi yake ilipokea malalamiko ya kuhujumiwa kwa haki za mazingira mtu kutoka kwa Bw, Hussein Dodo ambaye ni mkazi wa wilaya ya Babati akidai kuwa Bi, Mwanaidi Musa hakuwa mke wake na kuwa cheti cha ndoa alichotumia hakikuwa halali.

Alisema kuwa baada ya taarifa hizo idara yake ya uchunguzi na upelelezi wa shirika hili ilifanya uchunguzi wa kina ambapo walibaini cheti hicho hakikuwa halali ambapo njama zilitumiwa kwa kupitia cheti bandia hicho ili Bi, Mwanaidi ajipatie mali za kiuhujumu alizokuwa nazo Bw, Hussein Dodo.

Alisema kuwa walipokea pia barua kutoka kwa Katibu wa Baraza la Usuluhishi la BAKWATA la wilaya ya Babati iliyosainiwa na Bw, Abdi Isuja yenye kumbukumbu namba BKT/BBC/BU/2/20 ya tarehe 23 June 2010 ambayo inamtaka Bw, Hussein Dodo amfikishe kwenye mkono wa sheria kutokana na kutumia cheti feki cha ndoa ili kujipatia mali za udanganyifu kwa kudai kuwa amemtelekeza muda mrefu.

"Hivyo kwa hati hiyo ilivyo inaonesha udanganyifu umefanyika kwa Bi, Mwanaidi kutumia cheti feki cha ndoa kuihadaa BAKWATA ili alipwe mali wakati hakuwa mwanandoa na kwa kuwa Mzee Dodo ameadhirika katika mazingira mtu anatakiwa kufikishwa mbele ya sheria ili Bi, Mwanaidi arudishe mali na fidia zote alizosababisha", ilieleza sehemu ya barua hiyo.

Bw,  Ochieng alisema kuwa awali bw, Hussein Dodo alifika kwenye ofisi za TECONAREMAP na kwa kuwa shirika lake linafanya kazi mwa msaada wa sheria, ili aweze kusaidiwa kuzipata haki zake ambazo amepokonywa kwa njama na mwanamke huyo.

Aliongeza kuwa shirika hilo linatoa msaada wa sheria ili kuwasaidia watu waliopoetza haki zao kwa kuhujumiwa kupata haki  zao ambao wamehujumiwa na kuweza kuzipata na kuongeza kuwa ndipo kamati yake ya uchunguzi na upelelezi ilipofanya kazi kwa kushirikiana na BAKWATA wilaya ya Babati hadi kubaini udanganyifu huo.

Akizungumzia swala hilo kwa njia ya simu Katibu wa Baraza la Usuluhishi la BAKWATA la wilaya ya Babati Bw, Abdi Isuja alikiri kupokea kesi ya Bi Mwanaidi Musa akidai kutelekezwa na Bw, Hussein Dodo ambayo ilisababisha kufikiwa maamuzi ya kuchukuliwa mali isivyo halali.

"Amekiri na kusaini mbele ya baraza letu kimaandishi katika barua yake ya tarehe 5 June 2010 kuwa ameihadaa baraza kwa kuonesha cheti ambacho siyo sahihi, na kutokana na barua hiyo baraza la BAKWATA tumemwandikia Bw, Dodo aende kwenye vyombo vya sheria ili haki zake alizohujumiwa arejeshewe", alisema Katibu Abdi Isuja.

Bw, Isuja alisema kuwa baada ya kutumia cheti hicho feki Bi, Mwanaidi alichukua mali kutoka kwa Bw, Dodo zikiwemo ng'ombe 30, shamba ekari Nne, mapipa manne, mbuzi saba, kuku 20, bata 30 pamoja na vyombo vingine vya ndani amesema kuwa maamuzi hayo yalikuwa siyo sahihi, hivyo Bw, Hussein Dodo ameshauriwa kwenda kwenye vyombo vya sheria ili azipate haki zake.

Aidha Afisa wa TECONAREMAP NA MSAADA WA SHERIA  Bw, Ochieng Anudo ametoa wito kwa watu ambao wanahujumiwa haki zao kuyatumia mashirika yasiyo ya kiserikali yanayofanya kazi kwa msaada wa sheria ambayo yatawasaidia kutafiti hadi waweze kuzipata haki zao

Aliongeza kuwa kwa kuwa Bi, Mwanaidi amemvunjia haki za kibinadamu na kukiri mbele ya baraza lake na shirika hilo baada ya uchunguzi walioufanya hatua za kisheria zinatakiwa zichukuliwe juu yake ili kuondoa malalamiko ambayo serikali inatupiwa kuwa haifanyi kazi wakati watu wanatumia mbinu zao kuhadaa ili kujinufaisha.
Bi Mwanaidi Musa alipohojiwa alikiri kuihadaa  kuwa niliihadaa baraza la BAKWATA kuwa ni hati ya kiisilamu kwa kuwapelekea cheti ambacho nilighushi na kuonesha kuwa alifunga ndoa na Bw, Hussein Dodo 22 Februari 1968 wakati siyo kweli.

“Nakiri kuwa cheti hiki cha ndoa siyo sahihi nilighushi ili nipate mali za Bw, Dodo, pia nakiri nililihadaa baraza hilo kwa hati hiyo ya ndoa kuwa ilitolewa na ni ya kiisilamu wakati siyo kweli”, alisema Bi, Mwanaidi na kuongeza kuwa alifikia maamuzi ya kutumia mbinu hizo baada ya Bw, Hussein Dodo kutompa haki zake pamoja na watoto wake ambao alizaa naye.

Aidha Bi, Mwanaidi alisema kuwa awali walikuwa wameoana na Bw, Dodo lakini walitengana baada ya kupewa taraka kisheria 1968 ila alitumia mbinu hizo ili apate mali kutokana na wakati akipatiwa talaka hakuweza kuzipata, alisema Bi Mwanaidi Musa

Ameliomba baraza la BAKWATA limsaidie ili apate haki hizo ili aweze kuwatunza  watoto wake ambao alizaa na Bw, Hussein Dodo na kuongeza kuwa watoto hao kwa sasa hawana msaada wowote ndiyo maana alifikia maamuzi hayo.


Akizungumza leo kwa simu  Kamanda wa Polisi wa mkoa wa Manyara RPC Parmena Sumari alipohojiwa alikiri kupokea barua katika ofisi yake ya madai ya Bi Mwanaidi Musa kutumia cheti cha ndoa cha kughushi na kujipatia mali isivyo halali na kuongeza kuwa ni mapema mno kulizungumzia lakini uchunguzi utafanyika ili kubaini ukweli wa jambo hilo.

"Ni kweli tumepokea barua yake inayodai Bi Mwanaidi hivyo polisi watafanya uchunguzi wa kina na kwa kuwa kughushi cheti ni kosa la jinai endapo Bi, Mwanaidi atapatikana na hatia hiyo atafikishwa mbele ya mkono wa sheria", alisema Kamanda Sumari.

COMMUNITY BANK

 IRINGA Municipal Council is intending to start a community bank that will help people who cannot access loans from commercial banks and other financial institutions due to higher rates of interests.

 But with the coming of the community bank in the area people will get microfinance at the lowest interest rate, and the bank will begin with at least 1.8bn/- as starting capital, it has been disclosed.

This was disclosed yesterday during the stakeholders meeting held here in Iringa which attracted members from all walks of life.

The meeting attracted stakeholders both from Iringa Municipal and Iringa District councils including the incumbent Member of Parliament for Iringa Municipal Constituency Monica Mbega as a pioneer                       


According to the Managing Director for Dar es Salaam Community Bank (DCB), Edmund Mkwawa has urged municipal and district councils to use community banks available in their areas so that they can give life to community banks.

The community bank of Iringa will be jointly formed by Iringa Municipal Council and Iringa District Council inhabitants, who under one District Commissioner, Captain (rtd) Aseri Msangi.

The managing director made the statement on Thursday during the municipal stakeholders meeting on the establishment of Community Bank held in Iringa Region.

Mkwawa said that if the community bank is started and it never used by directors of both the municipal and district, it will die a natural death since it will have small capital.
He noted municipal and district councils have a lot people who happen to be workers and if all workers can use the community banks they will be in the position sustaining a long life.

“According to the financial sector deepening study shows that only nine percent of close to 40 million population of Tanzania are putting their money in the banks, which is very small percentage compared to number of people,” he pointed out.
He said gap is bigger between the savings and borrowing in the country because people have n culture putting money into banks but only want to borrow when they deposited less than they borrow.

However, he urged people to utilize the community banks because community bank were the only savior in terms of micro financing schemes hence poverty reduction.

The number of people using banks for saving purpose is small as compared to number of people possessing mobile phones of between 12-14 million users, this way banks were now working together mobile phone operators so that encourage customers to use their mobiles for banking purpose hence increase number of people using banks in the country.
DCB managing director said that close to 40 banks in the country, there only seven community banks operating so far out of the total of 126 districts in Tanzania.
The community banks are merely started by the community themselves and help people who have little income to access loans so that they start small enterprises, because they cannot afford to get loans from commercial banks due higher interest rates and the demanding of collaterals.
Furthermore, he urged politicians not to interfere with the running of community banks because they are not experts but their duty to mobilize people to establish community banks in the area hence sustainability of community banks.
He said that another factor that leads to corrupts of community banks is the inside borrowing, whereby board of directors and staff borrow from within the banks and fail to repay their loans by taking advantage of their positions.
One stakeholder, Victor Mushi who doubles as the Chairman of Contractors Association of Tanzania (CATA) Iringa Zone, hauls the establishment of the community bank in the area because it help the residents of Iringa to excel in life since they will be to access microfinance hence income poverty reduction and improving living standards of people in Iringa.
