TUNDU LISSU MAHAKAMA YA KISUTU KESI YA UCHOCHEZI




Mbunge wa Singida Mashariki, Tundu Lissu, amemtaka Kamanda wa Polisi Mkoa wa Kipolisi Ilala, Kamishna Msaidizi wa Polisi, Salum Hamdani, kueleza anachofahamu juu ya Katiba ya Zanzibar na kama Mwenyekiti wa Tume ya Uchaguzi Zanzibar , Salum Jecha ana mamlaka ya kufuta matokeo ya uchaguzi au laa.


Lissu alihoji hayo jana katika Mahakama ya Hakimu Mkazi Kisutu mbele ya Hakimu Mkazi Mkuu, Thomas Simba, wakati Hamdani alipokuwa akitoa ushahidi katika kesi ya uchochozi inayomkabili Lissu na wahariri wa Gazeti la Mawio.


Mshtakiwa Lissu aliomba kujiwakilisha mwenyewe mahakamani hivyo baada ya ushahidi alimuhoji maswali shahidi kulingana na ushahidi wake.


Swali hilo la Lissu lilimfanya Wakili wa Serikali, Paul Kadushi, kupinga akitaka shahidi asijibu kwa sababu si mtaalamu wa sheria wala Katiba.


Kadushi alidai shahidi hawezi kutoa tafsiri ya Katiba ya Zanzibar na Mahakama ya Hakimu Mkazi Kisutu haina mamlaka ya kusikiliza masuala ya kikatiba.


Akijibu pingamizi hilo, Lissu alidai halina msingi wowote kwa sababu suala la Serikali ya Zanzibar ni halali na limeletwa na upande wa mashtaka wenyewe katika shtaka la pili na la tatu hivyo wakabiliane nalo.


Wakili Peter Kibatala alidai mahakamani hapo kuwa shahidi huyo anapaswa kueleza yeye mwenyewe kama hawezi kulijibu swali hilo na si vinginevyo na kwamba katika kuandika uamuzi wake mahakama ipende isipende ni lazima itajibu swali hilo.


Hakimu Simba baada ya kusikiliza hoja za pande zote mbili aliahidi kutoa uamuzi leo iwapo shahidi aeleze anachokifahamu kuhusu Katiba ya Zanzibar ama la.


Kabla ya kufikia katika malumbano hayo Lissu alitaka kujua yeye na washtakiwa wenzake walikula wapi kuchapisha huo uchochezi.


Alihoji wao watu wanne waliwasiliana kwa maandishi, email ama simu na saa ngapi, maswali hayo yalijibiwa na shahidi kwamba hafahamu.


Awali akihojiwa na Wakili Kibatala kuhusu wapi alipata taarifa za kuwapo kwa mikusanyiko ya watu katika sehemu za kuuzia magazeti , Hamdani alidai alizipata kwa RCO wa Kinondoni, Temeke na Ilala na kwa upande wa Zanzibar alipata kutoka kwa aliyekuwa Mkurugenzi wa Upelelezi wa Makosa ya Jinai (DCI), Diwani Athumani.


Shahidi alidai katika Gazeti la Mawio la Januari 14 mpaka 20 kulikuwa na habari yenye kichwa cha habari Machafuko yaja Zanzibar na kwamba maneno hayo yangeweza kuleta chuki, uvunjifu wa amani, uchochezi na hofu.


Alidai baada ya kuona hivyo na kulinua gazeti hilo alifungua jalada la uchunguzi kisha aliteua wapelelezi ili kuona kama kuna kesi ya jinai na walipoona waliwafikisha washtakiwa mahakamani.

NGAYA YA COMORO YAWASILI NCHINI KUMENYANA NA YANGA JUMAMOSI UWANJA WA TAIFA





Wachezaji wa Timu ya Ngaya ya nchini Comoro wakiwasili Uwanja wa Ndege wa Kimataifa wa Julius Nyerere (JNIA), Dar es Salaam leo mchana kwa ajili ya mchezo wa marudiano dhidi ya Yanga utakaofanyika kesho kutwa Uwanja wa Taifa. Katika mchezo wa awali uliofanyika Comoro Yanga ilishinda bao 5-1.

KIKOSI cha Timu ya Ngaya kutoka nchini Comoro kimewasili nchini kwa ajili ya mechi ya marudiano dhidi ya Yanga katika dimba litakalofanyika kesho kutwa Uwanja wa Taifa jijini Dar es Salaam.

Timu hiyo imewasili leo saa saba na nusu mchana kwa ndege ya Shirika la Ndege la Tanzania (ATC), huku ikiwa imeongozana na baadhi ya viongozi wake.

Mara baada ya kuwasili timu hiyo ilipokelewa na wananchi wa nchi hiyo wanaoishi hapa nchini hata hivyo viongozi wa timu hiyo hawakuwa tayari kuzungumza chochote na wanahabari badala yake walipiga picha ya pamoja na wachezaji na kisha kupanda kwenye magari na kuondoka.

Katika mchezo wa awali uliofanyika nchini humo Yanga iliibuka kwa ushindi wa mabao 5-1 dhidi ya timu hiyo.


Katibu Mkuu wa Yanga Charles Mkwasa alisema maandalizi ya mchezo huo yamekamilika na kuwa waamuzi wake wanatarajiwa kufika kesho.


Umoja wa Ulaya watoa Bilioni 22 kusaidia mradi wa Lishe na Usalama wa Chakula


Katika kusaidia Tanzania kuwa moja ya nchi ambazo wananchi wake wana lishe salama, Umoja wa Ulaya (EU) umechangia Euro milioni 9.5 (Tsh. 22 Bilioni) kwa ajili ya kusaidia kutekelezwa kwa mradi wa Lishe na Usalama wa Chakula unaotekelezwa na Shirika la Umoja wa Mataifa la Mpango wa Chakula Duniani (WFP) wenye thamani ya Euro milioni 24.5 (Tsh. 57.7 bilioni) unaotarajiwa kufanyika katika mikoa ya kanda ya kati. Akizungumza kuhusu msaada huo, Mkuu wa Ubalozi wa Umoja wa Ulaya nchini, Roeland Van De Geer alisema EU imeamua kusaidia jamii ya Tanzania kupata lishe bora kwani wao wanaamini kuwa pasipo lishe bora mambo mengi ambayo yanahusu maendeleo ya taifa hayawezi kufanyika kwa kasi ambayo yanatakiwa kwenda nayo lakini pia mpango wa kusaidia lishe salama ni moja ya mambo ambayo EU imepanga kusaidia.

“Kupitia mradi huu EU pamoja na WFP ziko katika nafasi nzuri ya kubaini na kuunga mkono uhusiano katika kilimo, afya, usalama wa chakula na lishe ambao hapo kabla haukuwa umeelezwa kwa kina na kufuatiliwa kikamilifu, matumaini yetu ni kuwa viongozi na wananchi kwa pamoja wataungana kufanikisha mradi huu,” alisema Van De Geer. Nae Mwakilishi wa Shirika la Umoja wa Mataifa la Mpango wa Chakula Duniani (WFP), Michael Dunford aliishukuru EU kwa kutoa msaada ambao utawezesha jamii ya Tanzania katika mikoa wa Dodoma na Singida kusaidiwa kupata lishe salama ikiwa ni sehemu ya Mpango wa Maendeleo Endelevu (SDGs). 

Mwakilishi wa Shirika la Umoja wa Mataifa la Mpango wa Chakula Duniani (WFP), Michael Dunford akizungumza kuhusu mradi wa Lishe na Usalama wa Chakula.

“Tunashukuru kwa mchango huu kutoka Umoja wa Ulaya kwani umeiwezesha WFP kuendelea na programu hii bunifu inayolenga kukidhi mahitaji ya watu walio hatarini zaidi na hasa watoto katika kipindi cha ukuaji wao” alisema Dunford. Kwa upande wa Katibu Mkuu wa Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Dk. Mpoki Ulisubisya alisema mradi huo utafanyika kwa mikoa miwili ya Dodoma na Singida ambapo takwimu za kudumaa kitaifa ni aslimia 34 na Dodoma ni asilimia 34 na Singida ni 36.5 na utafanyika kwa miaka mitano. 

Katibu Mkuu wa Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Dk. Mpoki Ulisubisya akielezea jinsi mradi wa Lishe na Usalama wa Chakula utakavyofanyika nchini, takwimu za kudumaa na mikoa ambayo utafanyika.

Aidha Dk. Ulisubisya alisema uwekezaji huo wa WFP utahusisha kuwapa chakula, kutoa elimu jinsi ya kuzalisha vyakula vya aina mbalimbali, kuwawezesha kuwa na wanyama, jinsi ya kuwa na mazao ya kuuza na walengwa wakubwa ni kina mama wajawazito na watoto.

African passports: The powerful, the weak and the (now) barred from the US



On Friday US President Donald Trump signed an executive order that barred citizens of seven nations from accessing a US visa to enter the country, effective immediately. Among these are citizens of the African countries Libya, Sudan and Somalia.

These countries already have some of Africa’s weakest passports, according to the Arton Capital’s Passport Index, which ranks national passports by how easily they can visit other territories – either without a visa or with a visa on arrival. There are only 37 countries globally a Libyan passport has easy access to, while there are 36 for Sudan and 30 for Somalia (which is ranked the country with the weakest passport in Africa and fifth-weakest in the world).

Interestingly these African countries are also some of the world’s least welcoming – meaning they don’t allow many others in visa-free or visa-on-arrival. Somalia is one of only three countries in the world that does not offer any foreign travellers hassle-free entry. Libya only allows three countries (Jordon, Turkey and Tunisia) easy passage, while Sudan admits 10 countries.

Africa’s most powerful and weakest passports


According to the index, citizens from Seychelles hold the most powerful passport in Africa, with the ability to easily access 126 countries globally.

Mauritius has the second-strongest passport (with admittance to 118 markets), followed by South Africa (90), Botswana (69) and Lesotho (66).

Both Seychelles and Rwanda are the biggest gainers in Africa, meaning their passports have strengthened the most when compared to 2016. Each now have painless entry to two extra countries. For example, Rwandan passport holders can now access 48 territories, compared to 46 last year.

After Somalia, Ethiopia and South Sudan have the second-weakest passports – both with easy entry to only 34 countries. Africa’s most populous nation and largest economy, Nigeria, also ranks poorly compared to other countries on the continent, with access to only 41 territories.

Ghana’s passport is Africa’s biggest loser, with admission to four less countries than it had in 2016.

Africa’s most welcoming and unwelcoming countries
Africa’s most welcoming countries are Seychelles, Uganda, Togo, Mozambique, Mauritania, Madagascar, Comoros, and Guinea-Bissau – all allowing 98 different national passports effortless passage.
After Somalia, Equatorial Guinea (which only allows US passport holders visa-free access) and Angola (which only allows easy entry to citizens of Namibia and Cape Verde) are the second and third least-welcoming countries in Africa.
Last year the African Union introduced a single African passport, although this is still only available to a few high-profile individuals. However, the end goal is to improve access to different African countries for the average African. Only 13 of 55 African countries offer visa-free or visa-on-arrival access to all Africans, according to the Africa Visa Openness Report 2016, commissioned by the African Development Bank (AfDB). It is actually less painful for Americans to travel within Africa than it generally is for Africans. For example, Nigerian business magnate Aliko Dangote pointed out last year that it is easier for US citizens to travel to South Africa for business than it is for him – as Nigerians have to apply for a visa while Americans are granted visa-free access.
