SIMBA NA YANGA ZAKUTANA MARA 81, NANI ATASHEREHEKEA!

JUMAMOSI hii Februari 20, 2016 bingwa wa ‘kucheka na nyavu’ wa miaka yote Uingereza, James Peter ‘Jimmy’ Greaves, atakuwa anasherehekea miaka 76 ya kuzaliwa kwake, lakini kwenye Uwanja wa Taifa jijini Dar es Salaam kutakuwa na habari nyingine wakati mahasimu wakuu wa soka Tanzania, Yanga na Simba watakapokuwa wakivaana kwenye mchezo wa Ligi Kuu ya Vodacom Tanzania Bara.
Timu hizo zinapambana katika siku ya 51 ya mwaka, lakini ni baada ya siku ya 112 tangu zilipopambana mara ya mwisho – katika mchezo wa kwanza wa msimu wa 2015/2016 – Septemba 26, 2015 kwenye uwanja huo huo na Yanga wakaibuka washindi kwa mabao 2-0 wakilipa kisasi cha kufungwa ‘bao la kizembe’ na pekee Machi 8, mwaka huo lililopachikwa kimiani na Emmanuel Okwi.
Achana na akina Alan Shearer, Wayne Rooney na Thierry Henry, mkongwe Greaves ndiye mchezaji pekee aliyefunga mabao mengi zaidi kwenye ligi ya juu (top flight) wakati huo ikiwa Ligi Daraja la Kwanza, ambapo alipachika wavuni mabao 357 dhidi ya 260 ya Shearer.
Jambo la kufurahisha zaidi, mabao 268 kati ya hayo yalifungwa na Greaves akiwa na Tottenham Hotspurs pekee, wakati yale ya Shearer alifunga katika klabu za Blackburn Robers na Newcastle United.
Greaves pia ndiye mchezaji pekee katika ligi ya Uingereza kuibuka mfungaji bora kwa misimu sita na alicheza ligi hiyo kati ya mwaka 1957 hadi 1972.
Kwamba ni timu gani kati ya Yanga na Simba itakayosherehekea ushindi na kuungana na Greaves kwenye ‘birthday’ yake Jumamosi hii ni jambo lililo gumu kutokana na rekodi ya timu hizo mbili, ambazo kimsingi ndizo zilizoleta mwanga wa soka nchini.
Tangu Simba ilipozinduka kutoka katika kufanya vibaya kwenye ligi na hatimaye kukalia usukani mpaka sasa, kumwekuwa na mhemko mkubwa baina ya timu hizo mbili, mashabiki na wanachama wake wakitambiana kwamba timu yao itaibuka na ushindi.
Huku zitasikika kelele za: “Amesimama kidedea, eeeh kidedea!” na kule: “Kitimtimu, mtakiona leo, nyumba ya shetani mwendawazimu kaingiaje!”
Lakini kelele hizo zitahitaji pia kuangalia matokeo ya uwanjani yakoje, vinginevyo upande mmoja unaweza kuzizima.
Hapo hakuna ugomvi, ni burudani ya jukwaani huku mashabiki wakiendelea kutazama buradani nyingine ndani ya uwanja wakati vijana walio katika jezi nyeupe na nyekundu wakipelekeshana puta na wenzao walio kwenye jezi za kijani na manjano.
Matokeo baina ya mechi hizo daima huwa hayatabiriki na tangu Simba ‘walipoikanyaga’ Yanga kwa mabao 5-0 Mei 6, 2012, wamevuna ushindi mmoja tu wa Machi 8, 2015 wakati Okwi alipopachika bao la pekee huku kipa wa Yanga akiwa ametoka langoni.
Itakumbuka kwamba, katika kipindi baada ya kipigo kile cha aibu kwa Yanga, timu hizo zimekutana mara saba, Yanga ikishinda mara mbili na Simba mara moja, huku zikitoka sare mechi nne.
Zilipokutana Oktoba 3, 2012 zilitoka sare 1-1, mechi ya Mei 18, 2013 Yanga wakashinda 2-0, Oktoba 20, 2013 timu zikatoka sare ya 3-3, Aprili 19, 2014 sare ya 1-1 na Oktoba 18, 2014.
Simba inaingia uwanjani ikiwa haina mshambuliaji mwiba wa Yanga – Okwi – lakini Yanga inao wachezaji wake wote wawili walioipa ushindi Septemba 26, 2015 ambao ni Amissi Tambwe aliyefunga dakika ya 44 na Malimi Busungu aliyepachika dakika ya 79 ambaye pia ndiye aliyetoa pasi ya bao la kwanza.
Lakini mechi hiyo ilishuhudia Mbuyi Twite akipewa kadi nyekundu baada ya kupokea kadi ya pili ya njano kwa kuchelewesha muda.
Yanga, bingwa mtetezi, ndiyo ina kibarua kigumu Zaidi kwa sababu licha ya kupitwa mchezo mmoja na Simba, inahitaji kushinda mechi hiyo ili iweze kurejea kileleni.
Simba ina pointi 45 baada ya kushuka dimbani mara 19 wakati Yanga imecheza mechi 18 na ina pointi 43, hivyo ikiwa Yanga itashinda, basi itafikisha pointi 46 na kuweka hai matumaini ya kutetea ubingwa wake.
Kupoteza mechi hiyo kuna maana moja kwa Yanga, itakuwa imeuweka rehani ubingwa wake kwa sababu Simba, ambayo tangu ilipomtimua kocha wake Dyran Kerr na kumwajiri Mayanja Jackson imeshinda mechi sita mfululizo, ina hasira za kuukosa ubingwa huo kwa misimu mitatu na sasa ndio wakati wake.
Matokeo ya sare bado hayatainufaisha Yanga, lakini itakuwa ni faida kwa Simba ambayo itakuwa na uhakika wa kuhamishia ushindani wake kwa Azam inayoshika nafasi ya tatu ikiwa na mechi mbili mkononi na kukusanya pointi 42.
Mechi baina ya timu hizi mbili kongwe katiba katika historia ya kandanda nchini huwa zinatawaliwa na vituko vingi mno. Kuvunja nazi, kuoga maji ya maiti, kuruka ukuta, kuingia uwanjani kinyumenyume na mengine kama hayo hutajwa kwamba ni sehemu ya kuhanikiza ushindani.
Hata hivyo, kwa sasa hawawezi kuruka ukuta kama ilivyokuwa miaka ile ya zamani, wala hawawezi kuoga maji ya kuoshea maiti au kuvunja nazi hadharani, kwa sababu Sheria za Soka haziruhusu ushirikina na timu hizo mbili zimekwishawahi kutozwa faini kwa vitendo hivyo.
Safari hii timu zote zinatokea visiwani – Simba ilikuwa imepiga kambi Unguja na Yanga, baada ya kupata ushindi wa bao 1-0 kwenye mechi ya awali ya Ligi ya Mabingwa Afrika dhidi ya Cercle de Joachim ya Mauritius, ilikwenda moja kwa moja kisiwani Pemba.
Mechi zao
Hii itakuwa mechi ya 81 kuzikutanisha Simba na Yanga kwenye Ligi Kuu tangu mwaka 1965 ilipoanzishwa Ligi ya Taifa na aliyekuwa kocha wa Taifa Stars, Milan Celebic.
Katika kipindi chote hicho, msisimko wa kuelekea mechi hizi umekuwa mkubwa, bila kujali nani anawania kitu gani.
Hata hivyo, katika mechi 80 zilizopita, Watanzania wameshuhudia Yanga ikitawala zaidi kwa kushinda mara 30, wakati Simba imeshinda mara 23. Timu hizo zimetoka sare mara 27 huku mabao 165 yakifungwa. Kati ya mabao hayo, Yanga imefunga 89 na Simba imefunga 77. Ikumbukwe kwamba, mechi hizi hazihusishi mechi za Ligi ya Muungano wala mashindano mengine.

Azam, ambayo Jumapili Februari 14, 2016 ilipata kipigo cha kwanza iliponyukwa na Coastal Union bao 1-0 jijini Tanga, Jumamosi hii itakuwa ugenini kwa Mbeya City kwenye Uwanja wa Sokoine ikitaka kufufua matumaini ya kunyakua ubingwa huo kwa mara ya pili.
Lakini Mbeya City nayo inaonekana kuwa imara tangu ilipomuajiri mchezaji wa zamani wa Malawi, Kinnah Phiri, ambapo Februari 14, 2016 iliichabanga Toto African mabao 5-1 hapo hapo Mbeya.
Majimaji, ambayo inashika nafasi ya pili kutoka mkiani, itakuwa mwenyeji wa Mtibwa Sugar mjini Songea huku ‘Wakata Miwa’ hao kutoka Turiani wakihitaji ushindi kujiimarisha Zaidi kwenye nafasi ya nne nyuma ya Azam.

Wakatisha tiketi wa Shinyanga, Stand United, ambao Februari 13, 2016 walizabuliwa mabao 2-1 na Simba kwenye uwanja wao wa nyumba – Kambarage – Jumamosi hii wanawakaribisha maafande wa JKT Ruvu Stars wakihitaji ushindi ili kuondoka katika nafasi ya saba waliko na pointi 29.
‘Wana Kishamapanda’ Toto African wao watakuwa nyumbani kuwakaribisha jirani zao wa Kagera Sugar kwenye Uwanja wa CCM Kirumba, wakitaka kuwaaminisha mashabiki wao kwamba wako vizuri na wanaweza kuwapiku Mbeya City katika nafasi ya nane ambako wanafungana kwa pointi 21. Kagera Sugar iko nafasi ya 14 na inahitaji ushindi ili iepukane na balaa la kushuka daraja msimu huu.
Mwadui inayoshika nafasi ya sita, itaikaribisha Coastal Union ambayo inashika nafasi ya 13 na iko kwenye hatari ya kushuka daraja kama ilivyo kwa ndugu zao African Sports ambao Jumamosi hii watakuwa ugenini kwa Ndanda kwenye Uwanja wa Nangwanda Sijaona mjini Mtwara.

MAGUGU MAJI YATISHIA HUDUMA ZA USAFIRI ENEO LA KAMANGA FERRY JIJINI MWANZA
Vita ya Kupambaza na Uwepo wa Magugu Maji katika Maeneo mbalimbali ya Ziwa Victoria, bado haijazaa matunda Chanya.
Suala la kupambana na magugu maji katika ziwa hilo bado ni changamoto, licha ya kuwepo kwa Miradi mbalimbali ikiwemo ile ya Uhifadhi wa Mazingira ya Bonde la Ziwa Victoria (LIVEMPT I & II) iliyolenga kuokoa uwepo wa Ziwa Victoria ambayo pia ililenga kupambana na magugu maji.
Mara kadhaa huduma za usafirishaji katika Kivuko cha Busisi, Wilaya ya Misungwi Mkoani Mwanza, zimekuwa zikitatizwa na uwepo wa Magugu maji ambayo hutanda katika eneo la ferry la kivuko.
Usumbufu kama huo unahofiwa huenda ukajitokeza katika eneo la Kamanga Ferry Jijini Mwanza, baada ya Magugu Maji kugonga hodi na kuanza kutanda katika eneo hilo.
Kumbuka Magugu maji yanaweza kutambaa kutoka eneo moja hadi jingine kulingana na upepo unavyovuma na yanaweza kuleta athari ya usafirishaji majini ikiwa chombo cha usafiri (Meli/Ferry) kitanasa katika Magugu maji.
Suala kubwa ni kuhakikisha mapambazo zaidi dhidi ya magugu maji yanaendelea ikiwemo kuvitumia vikundi vya Kusimamia Rasilimali za Uvuvi katika Ziwa Victoria (Beach Management Unit-BMU) ambavyo mara moja moja pale vinapowezeshwa, vimekuwa vikifanya shughuli ya kutoa magugu maji Ziwani.
Hata hivyo jitihada za vikundi hivyo zimekuwa zikikwama kuleta suluhisho maana magugu maji yanapotolewa majini, ni vyema yakachomwa moto jambo ambalo huwa ni nadra kufanyika na matokeo yake magugu maji hayo hurudi ziwani kwa njia moja ama nyingine, ikiwemo kwa njia ya shughuli za kilimo katika maeneo ya kandokando mwa ziwa Victoria.

Kwa upande wake katibu wa ccm wilaya ya Mufindi Jimsoni Mhagama alisema inapaswa busara kutumika katika kuwasimamia wafanyabiashara hao na kuchana na kutumia ubabe kwani nao wanahaki ya kufanyabiashara kama wanavyofanya watu wengine .

UK officials concede PM may fail in original demand to underpin reforms

A leaked copy of the final draft of the blueprint for Britain’s new terms of EU membership suggests that David Cameron heads to Brussels with no certainty over one of his key demands – and signs that differences are widening.
The series of documents, which were circulated in Brussels early on Thursday morning, confirm that the European council president, Donald Tusk, has failed to win agreement among EU leaders to cement some of the reforms in a change to the Lisbon treaty.
In the drafts, which were sent to EU capitals late on Wednesday and which have been seen by the Guardian, any mention of revising the treaty appears between square brackets – the device used in international negotiations to show there is no agreement on that issue.

The drafts also show that differences in some areas are widening rather than narrowing. The unease in France that Britain is seeking to secure special protections for the City of London, by giving non-eurozone members a greater ability to stall financial regulation, is highlighted by the appearance of square brackets in an early section in the first document on a proposed new rulebook for eurozone and non-eurozone countries.
The influence of east European countries, which have grave concerns about proposed restrictions to child benefits and in-work benefits, is highlighted by a section on the welfare changes. A key sentence that would have restricted the child benefit curbs to Britain has been taken out, suggesting that the new rules will apply across the EU uniformly. This will be very poorly received by the Visegrad group of countries in eastern and central Europe – Poland, Hungary, the Czech Republic and Slovakia.
The documents were circulated as British officials conceded that the prime minister may fail in his original demand to cement the reforms in a change to the EU treaty and EU diplomats said a “war room of lawyers” had been brought in to assist all 28 national leaders. British officials said that securing treaty change headed a list of “outstanding things” that the prime minister had yet to secure in his negotiations, which he launched soon after the Conservatives’ general election victory last year.
Tusk, who is chairing the summit, has failed to win consensus among EU leaders for treaty change in two key areas. These are the prime minister’s call to give the UK an opt-out from the EU’s commitment to create an “ever closer union of the peoples of Europe”, and to guarantee protections for non-eurozone member states.
A failure to underpin the reforms would represent a setback for Cameron, who pledged last year to secure “full-on treaty change”. Downing Street insists that an agreement among the EU’s 28 leaders would be “legally binding” and would be lodged at the UN regardless of whether treaty change is agreed.

But there will be nerves among pro-EU Tories that Cameron could enter a referendum campaign with Eurosceptics claiming there was uncertainty over whether his reform package could be challenged in the European court of justice.

If Cameron loses the referendum, he would face immediate pressure to resign. If he wins, his supporters will say he deserves a place among the list of transformational prime ministers after securing Scotland’s place in the UK in one referendum and settling Britain’s membership of the EU in another.
The uncertainty over treaty change came amid quiet confidence in Whitehall that Cameron will secure agreement from the EU’s 27 other leaders for his new terms for Britain’s EU membership. The German chancellor, Angela Merkel, said on Wednesday that Cameron’s demands were “comprehensible and justified”.
As well as the two demands on ever closer union and protections for non-eurozone countries that require treaty change, Cameron is seeking to impose restrictions on child benefit and in-work benefits for EU migrants. On Wednesday it was announced that the total number of workers in the UK from the rest of the EU had risen above two million for the first time.
Johnson keeps Cameron waiting
Downing Street has made plans for Cameron to return to London immediately if the summit concludes on Friday lunchtime with an agreement. The prime minister would chair a cabinet meeting at which the government would formally endorse a deal. But the meeting would also lead to the lifting of collective cabinet responsibility, allowing a group of ministers, currently headed by the work and pensions secretary, Iain Duncan Smith, to campaign to leave the EU.
The mayor of London, Boris Johnson, has kept the prime minister waiting about whether he intends to support the campaign to keep Britain in a reformed EU. He told Cameron at a meeting in Downing Street that he had not yet been won round to a plan to reassert the sovereignty of parliament in a process that will take place outside the formal EU negotiations.

Tusk will open the formal part of the summit at 5.45pm with a round table discussion about the UK’s demands. Tusk will then park the UK negotiations to allow EU leaders to turn to the other main item on the agenda over dinner – the migration crisis.
The summit will reconvene at 10am on Friday as an informal European council. This will allow Martin Schulz, the president of the European parliament, to attend. The parliament has to agree to the welfare changes in secondary legislation.

According to officials and diplomats involved in preparing and attending the summit, the expectations are of a tense eveningon Thursday. The summit is expected to run through the night until Friday morning, when leaders might assemble to finalise a deal over an “English breakfast”.
Others talked of it running into the weekend. “There’s an appetite to try to get there and take as long as it takes,” said one diplomat. Tusk said he wanted to resolve the British question conclusively at the summit: “It is my goal to do the deal this week.”
The east Europeans have rejected the proposed terms of how child benefits are paid to their citizens working in Britain while their children reside at home. They want the new rules to apply only to new arrivals in Britain, an idea to which Cameron is resistant, and they want the new regime ringfenced so that it applies solely to Britain. This is generally viewed, even by the Britons, as legally impossible.

The restriction on child benefits, by way of indexing payments to where a child is based, would appear to be optional and at the discretion of the member state paying the benefit. The measure would only apply to child benefits, with the document explicitly stating it would not be used for other payments such as old-age pensions.
Another sticking point, the graduated payment of in-work benefits once an emergency brake is in place, also remains in the draft although precise terms have yet to be agreed.
The documents confirm that Britain meets the criteria to request the emergency brake immediately. In particular one of the documents notes that the UK “has not made full use of the transitional periods on free movement of workers which were provided for in recent Accession Acts”, leading to the government’s concerns over an “exceptional inflow of workers from elsewhere in the EU over the last years”.
The triggering of the four-year safeguard mechanism, which can be requested by a member state when its public services and welfare system are under exceptional pressure due to high migration, is assessed by the European commission and approved by other member states through the council.
All the measures in the agreement would be implemented if the UK voted to remain in the EU.
