President Lungu to hold a second Press Conference Tomorrow

President Edgar Lungu is expected back in the country today and will tomorrow, Friday 12 May 2016 hold a Press Briefing at State House, the second since he took over office.

The press briefing will start at 09 Hours.

Following dissolution of Parliament last night, President Lungu is expected to give guidance on a number of issue pertaining to the governance of the nation.

President Lungu is expected to give direction regarding the legality of the Vice-President and Cabinet ministers retaining their positions after dissolution of Parliament.

Meanwhile, Minister of Information and Broadcasting Services and Chief Government Spokesperson Chishimba Kambwili has warned UPND vice president for Administration Geoffrey Bwalya Mwamba not to dare Government over his own ignorance on the Constitution.

Reacting to reports in the Post Newspaper in Which GBM is quoted as urging Zambians to effect a citizen’s arrest on Ministers that have remained in office after the dissolution of Parliament, Dr Kambwili called upon Zambians to read the Constitution for themselves and avoid being misled by selfish politicians who, according to him, want to gain cheap political mileage to resuscitate their dwindling political fortunes

STATEMENT BY HON. CHISHIMBA KAMBWILI, MP, MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON ON REMARKS BY UPND VICE PRESIDENT FOR ADMINISTRATION GEOFFERY MWAMBA

Government STRONGLY warns opposition UPND vice president for Administration Geoffrey Bwalya Mwamba to stop inciting people to rise against a legitimate Government over baseless grounds.

Mr. Mwamba’s statement in today’s Post that people should effect a citizen’s arrest on Ministers that have remained in office after the dissolution of Parliament is tantamount to inciting people to rise against government.
He is warned not to dare Government over his own ignorance on the Constitution.

It is not Government’s fault that Mr Mwamba is incapable of understanding straight forward provisions in the Constitution and Government will not take kindly to his ignorance as it can set the country on fire.

Mr. Mwamba’s statement is careless, unreasonable and a blatant lack of understanding of the Constitution.
It is time Mr Mwamba grew up and stopped behaving like a ‘kaponya’ on serous national issues.

Mr. Mwamba should be the last person to talk about abuse of public resources as it had to take late President Michael Sata to restrain him from amassing for himself privileges and conditions such as military escorts when he served as Defence Minister which he was not entitled to.

He even wanted to get a Government driver’s competence licence for his wife to drive his official ministerial vehicle which the late President strongly reprimanded him for.

Is this the man who should turn around today and question Government on baseless issues such as Ministers’ stay in Government?

I wish to reiterate that Government, under His Excellency Mr Edgar Chagwa Lungu, will not waiver on its resolve to uphold the Constitution of the Republic of Zambia in the governance of this country.

I also call upon Zambians to read the Constitution for themselves and avoid being misled by selfish politicians who want to gain cheap political mileage to resuscitate their dwindling political fortunes.

Top US security officials warn 'Donald Trump is not the answer to America's daunting challenges'

In a fresh blow to Donald Trump's presidential campaign, 50 former top national security officials have signed a letter stating that the Republican presidential candidate lacks the "character" and "values" to step into the White House, and would present a profound risk to the nation as commander of its nuclear arsenal.

Trump would be the "most reckless president in American history," states the unprecedented letter, signed by the former high-ranking officials, every one of them a Republican.


"He is unable or unwilling to separate truth from falsehood," the letter states. "He does not encourage conflicting views. He lacks self-control and acts impetuously. He cannot tolerate personal criticism. He has alarmed our closest allies with his erratic behaviour.

"All of these are dangerous qualities in an individual who aspires to be president and commander in chief, with command of the US nuclear arsenal."

Trump is "not qualified to be president and commander-in-chief," the letter goes on. "Indeed, we are convinced that he would be a dangerous president and would put at risk our country's national security and well-being."

The warning cites the candidate's "lack of knowledge" about the "US Constitution, US laws and US institutions, including religious tolerance, freedom of the press and an independent judiciary."

He has "demonstrated repeatedly that he has little understanding" of the nation's "vital national interests, its complex diplomatic challenges, its indispensable alliances and the democratic values" on which American policy should be based, the missive adds. Yet, "Mr Trump has shown no interest in educating himself."

Most "fundamentally, Mr Trump lacks the character, values and experience to be president. He [would] weaken US moral authority as the leader of the free world."

All of the signatories have served under Republican presidents, from Richard Nixon to George W Bush, with high-profile positions in intelligence, the Department of Justice (DoJ), the State Department and as advisers to the White House.

Some of the top names include former CIA and National Security Agency director Michael Hayden, former secretaries of homeland security Tom Ridge and Michael Chertoff, and one-time deputy secretary of state Robert Zoellick, who also served as president of the World Bank. The letter states that every one of the officials who signed the missive "know the personal qualities required of a president."

The letter concludes: "None of us will vote for Donald Trump." The letter was not, however, an endorsement for Democratic presidential candidate Hillary Clinton.

"We also know that many have doubts about Hillary Clinton, as do many of us," the letter stated. "But Donald Trump is not the answer."

A similar unsigned open letter was written and circulated in March. But this time around, officials put their names to the warning because of serious new concerns about Trump's recent invitation to Russia to hack into Clinton's emails, and his stance that Nato allies have to pay up before the USwill support them in the event of a military attack, sources told the New York Times.

The current letter focused on Trump's lack of qualifications to be president and his character, rather than specifics of his policies, John Bellinger III, who drafted the letter, told the NY Times. Bellinger served as legal adviser to former secretary of state Condoleezza Rice at the National Security Council and the State Department.

More than half of British women have faced sexual harassment at work, survey shows

More than half of women (52%) surveyed in the UK about sexual harassment at the workplace said they have suffered some form of abuse ranging from unwanted touching and physical advances to demeaning comments or jokes. About one-third of those who faced sexual harassment at work were between 18 and 24-years-old, the survey found.

The study conducted by Trade Union Congress (TUC) in collaboration with the Everyday Sexism Project also found that in about 88% of the cases, the perpetrators were male. Nearly one in five women said they were abused by their line managers or someone with direct authority over them.

However, four out of five women who admitted they suffered some form of harassment said they did not report the matter to their employer. About 28% of the women who did not report the harassment cases, said they refrained from complaining as they feared the move could negatively impact their relationships at work, while 15% thought it could have a negative impact on their career prospects.

Some 20% said they were too embarrassed to talk about it, while 24% of these women said they felt they would not be believed or taken seriously, which stopped them from reporting the problem.

The findings were published on 10 August in a report titled "Still just a bit of banter?" and showed that nearly 32% of respondents were subjected to unwelcome jokes of a sexual nature while at work. Around 28% have been the subject of comments of a sexual nature about their body or clothes at work and nearly 23% have experienced unwanted touching, such as a hand on the knee or lower back at work.

About 20% of those who were surveyed said they have experienced unwanted verbal sexual advances at work, while 12% women said they have experienced unwanted sexual touching or attempts to kiss at their workplaces.

TUC said the survey covered 1,533 adult British women who are either working, or have been in some paid work in the past. The online survey, carried out by YouGov, was conducted between 4 and 6 January and also included women who identify as black, minority and ethnic origin.

Commenting on the findings, TUC general secretary Frances O'Grady, said: "Let's be clear — sexual harassment is undermining, humiliating and can have a huge effect on mental health. Victims are often left feeling ashamed and frightened. It has no place in a modern workplace, or in wider society.

"Employers must be clear they have a zero tolerance attitude to sexual harassment and treat any complaint seriously. It's a scandal that so few women feel their bosses are dealing with the issue properly.

"Anyone worried about inappropriate behaviour at work should join a union to make sure they are protected and respected at work," O'Grady added.

Laura Bates, founder of The Everyday Sexism Project, said: "These findings reveal the shameful extent of the problem and the reality of the touching, unwanted advances, and inappropriate comments women find themselves confronted with while simply trying to do their jobs. This is shameful behaviour that has no place in 2016 and employers need to take urgent action to tackle the problem."

Mapunda amedai kuwa mnamo tarehe 9/05/2016 kituo cha Clouds Rediokatika kipindi cha Jahazi kilikiuka kanuni hizo baada ya mtangazaji wa kipindi hicho Eprahimu Kibonde kushabikia kijana mwenye umri wa miaka 14 ambaye alifanya mapenzi ya mbuzi.



Amesema katika kipindi hicho mtangazaji huyo alionekana kushabikia hali hiyo baada ya kusema Kijana aliyefanya mapenzi na mbuzi ilitakiwa atoe posa kwa mbuzi huyo, jambo ambalo linakwenda kinyume na sheria ya utangazaji ya mwaka 2005 Na.5(c),5(g),14(1).
Amesema baada ya kamati yake kubaini makosa hayo waliwasilina na uongozi wa Clouds media kutaka kupata utetezi wa kosa hilo lakini mmiliki wa Clouds redio Ruge Mtahaba ambapo katika maelezo yake ya awali alikili kosa kwa watangazaji hao kutozingatia sheria hiyo huku akiomba Mamlaka hiyo kuwasamehe.
Mbali na kipindi hicho pia Kamati hiyo imebaini ukiukwaji wa sheria hiyo kwenye kipindi cha Power Breakfast kinachorushwa kila siku saa 12 asubuhi hadi saa 10 asubuhi ,amedai kuwa siku ya tarehe 18/5/2016 katika redio hiyo watangazaji wa kipindi hicho walitumia maneno yasiyo na staha.
Amedai kuwa katika kipindi hicho watangazaji hao walisoma taarifa kwenye magazeti inayosema “Mtoto wa miaka mitatu apandikishwa Uume” huku watangazaji hao wakiwasilisha taarifa hiyo kwa mzaha yenye kujaa kushabikia masuala ya ngono na kushindwa kusimamia kanuni za utangazaji.
Hata hivyo,amesema katika kipindi hicho kilikuwa hakina mtaalamu wa masula ya kitabibu wenye kutoa ukweli juu ya taarifa hiyo kutoka kwenye magazeti.
Mapunda amesema baada ya Mamlaka hiyo kubaini ukiukwaji huo wa kanuni waliwasiliana na Uongozi wa Redio hiyo ambapo utetezi wake walisema watangazaji hao hawakufanya makosa kwani walitoa taarifa ilivyo kutoka kwenye magazeti.
Hata hivyo,Mapunda amesema utetezi wa Clouds Redio haukuwa na mshiko kwani watangazaji hao walishindwa kusimamia sheria ya utangazaji ya 2005 inayokataza kurusha maudhui yenye matusi kuanzia saa 11.30 alfajili hadi saa 3 usiku kwani mda huo watoto wanakuwa macho.

Mapunda amesema mnamo tarehe 15/06/2016 kituo cha Independent television cha Dar es salaam(ITV) katika kipindi cha Kumekucha kilichorushwa hewani kati ya saa 1.00 asubuhi na saa 1.30 asubuhi kilitangaza uchambuzi wa Bajeti ya serikali ya mwaka 2016/2017 ambapo mtangazaji wa kipindi hicho,Godfrey Monyo alifanya mahojiano na Mbunge wa Iringa Mjini,Peter Msigwa.
Amesema katika kipindi hicho Msigwa alitamka kwamba Naibu Spika Dkt Tulia Akson kuwa anavaa “Pumpers” kwa ajili ya kujisaidia kwa sababu amekuwa hawaachii watendaji wengine kiti na cha spika kwa ajili ya kuliongoza Bunge.
Mapunda amesema katika kipindi hicho mtangazaji alishindwa kuudhibiti mjadala huo jambo ambalo lilipeleka lugha za matusi kutoka.
Aidha,Mamlaka hiyo baada ya kubaini makosa hayo walifanya mawasiliano na Uongozi wa ITV,ambapo Mhariri wa kituo hicho,Steven Chuwa alitoa utetezi kuwa kipindi hicho kilikuwa live (moja kwa moja) kwahiyo ni vigumu mtangazaji kuzuia hali hiyo pamoja na hata hadhi ya Mbunge Msigwa kwenye jamii kwani yeye mwenyewe angejua aina ya maneno kutamka.
Mapunda amesema baada ya utetezi huo,Mamlaka hiyo ikabaini kituo hicho kimekuka kanuni ya utangazaji ya mwaka 2005 inayokataza kituo kutoa maauzi yenye kugombanisha umoja na mshikamano na kutoa maneno yenye kuudhi Mamlaka za serikali.
Katika hatua Nyengine TCRA imkipiga faini ya Milioni 4 kituo cha Clouds Television ambao inadaiwa mnamo tarehe 22/05/2016 katika kipindi cha “Hip Hop” kinachorushwa hewani saa 8.00 mchana hadi saa 12.00 jioni walirusha video ya “Thank for Coming” ya mwanamuziki F.A pia katika kipindi hicho walirusha wimbo wa “Lil Bebbie” unaoitwa Break it Down ambapo katika nyimbo hizi zilionyesha maudhui ya baadhi ya wanawake wanaovaa nguo za uchi.
Amedai kuwa jambo la kuonyesha video hizo ni kinyume na sheria ya utangazaji ya mwaka 2005 inayokataza kuonyesha vipindi kama hivyo kwenye mda ambao watazamaji ni watoto.
Aidha,Mapunda amesema vituo vyote vilivyopewa adhabu hiyo watakiwa kulipa fedha hizo ndani ya siku 30 huku rufaa zikiwa wazi kwa kituo ambacho hakijalizika na hukumu hizo.







TUMECHOKA kuvumilia! Ni kauli ya viongozi wa Chama cha Demokrasia na Maendeleo (Chadema) baada ya kudai kusakamwa na Serikali ya Rais John Magufuli, anaandika Pendo Omary.


Chama hicho kimetoa kauli hiyo leo mbele ya waandishi wa habari jijini Dar es Salaam, baada ya Jaji Mstaafu, Salome Kaganda ambaye ni Kamishna wa Maadili na Mtendaji Mkuu wa Sekretarieti ya Maadili ya Viongozi wa Umma kuwaandikia barua viongozi wa chama hicho akiwatuhumu “kukiuka masharti ya Hati ya Ahadi ya Uadilifu wa Viongozi wa Umma.”


Jaji Kaganda aliwaandikia barua viongozi hao tarehe 4 mwezi huu ambapo Chadema wameitaka sekretarieti ya maadili ya viongozi wa umma kuacha vitisho kwa viongozi wa chama hicho.



Walioandikiwa barua hiyo ni Freeman Mbowe Mwenyekiti wa Chadema na Tundu Lissu, Mwanasheria Mkuu wa chama hicho.
Vincent Mashinji, Katibu Mkuu wa Chadema amesema, kwa mujibu wa barua ya Jaji Kaganda, katika tarehe, muda na siku ambayo haijulikani, viongozi hao wa Chadema walitoa matamshi ambayo yanachochea wananchi kutotii sheria, kufanya vurugu, kudharau misingi ya demokrasia iliyopo nchini na kutishia usalama wa nchi.
“Hata hivyo, Jaji Kaganda hakuyataja matamshi hayo wala kuyafafanua. Aidha, alidai kwamba matamshi hayo yanatokana na maazimio yaliyofikiwa na kikundi cha watu wachache nje ya Bunge,” amesema Dk. Mashinji.
Licha ya kudai kwamba, maazimio ya kikundi hicho yanapuuza utangamano, utulivu na usalama wa wananchi wengine kinyume na dhana ya maslahi mapana ya umma, Jaji Kaganda hakukitaja kikundi hicho cha watu wachache nje ya bunge huku pia akidai matamshi ya viongozi hao yalilenga ‘kushamirisha ‘ maslahi yao binafsi na maslahi ya Chadema.
“Mheshimiwa Mbowe ni Mwenyekiti wa Taifa wa chama kikuu cha upinzani hapa nchini. Ni kiongozi wa chama ambacho mgombea urais wake alipata zaidi ya kura milioni sita kati ya kura 15 milioni zilizopigwa kwenye uchaguzi mkuu wa urais mwaka jana.
“Ni mbunge wa kuchaguliwa na kiongozi wa Kambi Rasmi ya Upinzani Katika Bunge. Ni mtu na kiongozi anayejulikana na kuheshimika ndani na nje ya Tanzania. Kusema kuwa kiongozi huyo anaongoza kikundi cha watu wachache nje ya Bunge kwenyewe ni kuonesha maadili yenye mashaka kwa mwandishi wa barua hiyo,” amesema Dk. Mashinji.

MATABIBU wanne wa Tiba Asilia na Mbadala akiwemo mmiliki wa Kliniki ya Sure Herbal, Simon Rusigwa wamewasilisha maombi ya kuomba ruhusa ya kufungua kesi ya kupinga uamuzi wa kufutiwa leseni za kutoa huduma za kitabibu.


Wamewasilisha maombi hayo katika Mahakama Kuu ya Tanzania Kanda ya Dar es Salaam, dhidi ya Baraza la Tiba Asilia na Mbadala, Katibu Mkuu wa Wizara ya Afya na Mwanasheria Mkuu wa Serikali (AG).


Mbali na Rusigwa, matabibu wengine waliowasilisha maombi hayo kupitia kwa Wakili Dk Lucas Kamanija, ni Abdallah Mandai wa kliniki ya Mandai Herbalist, Fadhili Kabujanja wa Fadhaget Sanitarium na John Lupimo wa Lupimo Sanitarium.



Maombi hayo yalitakiwa kusikilizwa jana mbele ya Jaji Ama–Isario Munisi wa mahakama hiyo, hata hivyo kabla ya kuanza kusikilizwa, Serikali iliwasilisha pingamizi la awali ikidai kuwa maombi hayo hayakufuata misingi ya kisheria.


Katika pingamizi hilo serikali inadai kuwa maombi hayo yana kasoro kwa kuwa waombaji hawajapita njia zote zinazotakiwa wazifuate ndipo waende mahakamani pia wanadai maombi hayana miguu ya kusimamia kwa kuwa hati ya viapo vya walalamikaji vina upungufu ya kisheria.


Baada ya kuwasilishwa kwa pingamizi, Jaji Munisi aliahirisha shauri hilo hadi kesho saa 8 mchana, ambapo alizitaka pande zote zinazohusika ziwepo ili kusikiliza pingamizi hilo.


Katika maombi yao, matatibu hao wanadai, wameamua kupeleka maombi hayo mahakamani, kwa kuwa wanaamini walifutiwa leseni bila kufuata taratibu za kisheria.


Wamedai wanaamini uamuzi uliochukuliwa umetolewa bila kupitia Kamati ya Maadili ya Baraza la Tiba Asilia na Mbadala, huku wakidai kuwa huo si uamuzi bali zilikuwa tuhuma mpya, lakini hawakupewa nafasi ya kusikilizwa.
