STATEMENT BY HEAD OF UN MISSION IN TANZANIA ON THE OCCASION OF THE 50TH ANNIVERSARY OF UNDP



UN Resident Coordinator in Tanzania and UNDP Resident Representative, Mr. Alvaro Rodriguez.

Today marks the 50th Anniversary of the United Nations Development Programme (UNDP). Founded in 1966, UNDP now works in some 170 countries and territories to help eradicate poverty and reduce inequalities and exclusion.

In Tanzania, UNDP support began in May 1978. Since then, UNDP has continued to serve as a critical member of the UN team in the country, which has collectively supported the government in achieving its development agenda through aligning its support specifically to the national development priorities. In addition, UNDP has helped strengthen the government’s capacity to manage and coordinate international development assistance through the development of strategies, action plans and an improved aid management system to facilitate national leadership.

UNDP in particular has supported the development of a national framework for reducing emissions from deforestation and forest degradation, as well as of local capacity to manage forest carbon projects. In addition, UNDP continues to support the government to integrate environment and energy issues into national policy, as well as build local and regional capacity. Through a UNDP and Global Environment Facility (GEF) initiative some 8,400 households in the northern region of Mwanza were given solar energy systems. Following this success, the Government now requires all local authorities in Tanzania to include solar planning in their budgets, and has removed all taxes and duties on solar energy appliances.

In terms of democratic governance, capacity development has been provided to the National Assembly of the United Republic of Tanzania and to the Zanzibar House of Representatives, thereby ensuring that MPs can better exercise their interrelated functions of law making, oversight and representation of citizens.

UNDP has over the last two decades strengthened the institutional capacity of the Tanzania Commission for AIDS (TACAIDS) and the Zanzibar AIDS Commission (ZAC) to respond to HIV/AIDS and its impact as well as social-economic factors that lead to the epidemic.

Allow me, in this context, to thank our Development Partners and to acknowledge the spirit of active engagement and collaboration which has characterized the process through which our support to Tanzania has progressed. Indeed, I would like to take this opportunity and to renew our readiness to strengthen further the cooperation with all our partners.

Last year, the world seized a unique opportunity to set a transformational global agenda for sustainable development, by reaching global agreements on financing for development, the post-2015 development agenda, and climate change. These 17 new Sustainable Development Goals (SDGs) will continue the journey towards progress for everyone that aims at going even farther to focus the world on ending poverty, hunger and major health problems, among others. I believe we will achieve substantial results by taking on the many interconnected challenges we face together.

UNDP’s new strategy in Tanzania to 2021 builds on an established and strong relationship with the Government of Tanzania over the past three decades. The Country Programme Document (CPD) followed the imperative of national ownership, with our actions firmly determined by country needs and will be delivering on three major pillars: inclusive economic growth, environmental sustainability and inclusive democratic governance. Reaching out to women and youth of this country remains a top priority for UNDP and shall guide our focus and energy.

Going forward, partnerships and co-ordination will be critical, especially through increased engagement with South-South and triangular co-operation; deeper co-operation with emerging partners on shared development priorities; and partnerships with other stakeholders, including regional bodies, civil society organizations, and private sector entities. In doing this we will also seek to support the data revolution necessary to inform policymaking, monitor progress, and enhance accountability.

To celebrate these achievements, on 29 February 2016, we will organize a Youth Symposium, aimed at discussing how to mainstream youth perspectives and youth-related issues in development planning processes. These youth will be the biggest beneficiaries when the SDGs are accomplished. We invite you to reflect on our shared history, and take part in the great work ahead—crafting strategic interventions where development assistance can be most effective.

mjini Moshi, Lugata amesema: "uzindu wa 4G ni kielelezo cha jinsi ambavyo
Tigo imedhamiria kufanikisha kuleta mabadiliko ya dijitali katika maisha ya
watanzania na pia kuwa katika msitari wa mbele wa kutumia teknolojia ya kisasa
na kibunifu nchini Tanzania."

Mtandao wa 4G LTE una kasi kubwa zaidi
katika kuperuzi na kupakua kwa urahisi kutoka kwenye mtandao wa intaneti na pia
katika kufanya mawasiliano kwa njia ya Skype. Huduma hii pia inaharakisha
urushwaji wa picha za video na ubora hali ya juu na kufanya mikutano kwa njia
ya mtandao. 

“Tunapenda kuwahakikishia wateja wetu
waishio Moshi kwamba sasa wanaweza kufurahia huduma bora zaidi za mawasiliano
kutoka Tigo na Intaneti yenye kasi zaidi,” Lugata amesema. Moshi ni moja wapo
ya miji mikubwa Tanzania, na pia inajivunia bandari ndani ya Afrika Mashariki
na kwa sababu ya bahari ya Hindi ni kivutio cha utalii nchini.

na promosheni; kila atakapo ongeza salió la shilingi  elfu moja au zaidi, atapata mb 500 bure kama
bonasí.

Ametaja miji mingine katika mikoa sita
ambapo 4G inapatikana kuwa ni Moshi, Dodoma, Morogoro, Tanga na Arusha, “jambo
ambalo linaifanya Tigo kuwa na mtandao mkubwa wa 4G nchini Tanzania.” Lengo kuu
ni kufikisha huduma ya 4G katika kila kona za nchi ifikapo mwaka ujao, Lugata
ameongeza kusema.

Kuhusu Kipindi cha Walinde Watoto


Ndugu waandishi wa habari, katika jitihada za kutoa elimu kuhusu maswala ya Ukatili dhidi ya Watoto, UNICEF na Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto kwa ushirikiano na True vision production, walianzisha kipindi cha redio cha Walinde Watoto, ambacho kilianza kuruka hewani kupitia redio mbalimbali hapa nchini mwezi Novemba mwaka 2014. Kipindi hiki kinarushwa na redio 19 nchini Tanzania, bara na visiwani, zikiwemo TBC na ZBC. 

Malengo ya Kipindi


Ndugu waandishi wa habari, kipindi cha redio cha Walinde Watoto kilianzishwa kwa malengo yafuatayo;

Kutoa elimu juu ya ulinzi kwa watoto, kufuatia ripoti iliyotolewa mwaka 2011 ambayo ilionyesha ukatili dhidi ya watoto ni tatizo kubwa nchini Tanzania Kutoa fursa kwa jamii kujadili mazingira salama ambayo mtoto anapaswa kuishi mahali popote atakapokuwa iwe ni nyumbani, shuleni na hata barabarani Kuelimisha jamii kuhusu umuhimu na mbinu za kuripoti matukio ya ukatili kwa watoto. 

Mafanikio
ya Kipindi

Ndugu waandishi wa habari, tangu tumeanza kurusha kipindi cha Walinde Watoto tunajivunia mafanikio mengi;

Kwanza kabisa ni kwa vituo vya redio vipatavyo 19 kukubali kushiriki kampeni hii kwa kurusha kipindi cha elimu kwa umma bila malipo. Tulianza na redio 14 zikiwemo TBC na ZBC na miezi michache baadaye ziliongezeka redio nyingine 5 baada ya kuvutiwa na maudhui ya kipindi. Kwa ujumla kipindi cha Walinde Watoto kinasikika nchi nzima. 

Tumefanikiwa pia kutembelea wilaya zaidi ya 12 nchini Tanzania ili kuhakikisha kwamba tunatoa fursa kwa watu mbalimbali wakiwemo wazazi na walezi kupaza sauti zao katika mambo yahusuyo ulinzi kwa watoto. Miongoni mwa wilaya tulizotembelea ni pamoja na Shinyanga, Magu, Musoma, Geita, Kasulu na Kahama. Nyingine ni Kilosa, Kigoma, Kasulu, Kisarawe, Hai na zile za Zanzibar. 

Ndugu waandishi wa habari tumefanikiwa kutengeneza na kurusha vipindi zaidi ya 60 vikiwemo vipindi maalum kuhusu mada mbalimbali kama vile ukatili wa aina mbalimbali wanaofanyiwa watoto wakikiwa nyumbani, shuleni, na hata barabarani wakienda na kutoka shule, watoto ulemavu wa ngozi ama albino pamoja na watoto wakimbizi. Tumetoa elimu umuhimu wa kutoa taarifa katika ngazi tofauti pamoja na namba maalum ya msaada wa watoto ya 116. 

Ndugu waandishi wa habari, jukumu la kuwalinda watoto ni letu sote. Kwa kutambua hili tumefanikiwa kufanya mahojiano na viongozi mbalimbali wa serikali, viongozi wa dini, viongozi wa taasisi na mashirika binafsi, wafanyabiashara, wadau mbalimbali, wanaharakati n.k yote ikiwa na lengo la kupata mitazamo tofauti ya wadau hawa muhimu katika maendeleo ya taifa letu. 

Ndugu waandishi wa habari, wakati wa uchaguzi Mkuu wa mwaka 2015, tulifanikiwa kufanya vipindi maalum vinavyohusu uchaguzi, tuliandaa midahalo iliyowaleta pamoja wananchi na watoto katika meza moja na wagombea wao wa ngazi za ubunge na udiwani, ili wasikilize ajenda za watoto katika uchaguzi mkuu na kuwaeleza ni kwa namna gani wamejipanga kukabiliana na changamoto zinazohusu ulinzi wa watoto. 

Kama mnavyofahamu swala la kubadili tabia linahitaji nguvu zetu wote na ni mchakato wa muda mrefu, kwa upande wetu, kupitia kipindi hiki cha redio, kwa asilimia kubwa  tumefanikiwa kuongeza uelewa wa jamii kuhusu maswala yahusuyo ukatili kwa watoto na namna mbalimbali za kuwalinda watoto. Tunatumaini mtatuunga mkono katika jitihada hizi. 

Ndugu waandishi wa habari, tulifanikiwa kufungua tovuti maalumu ya www.walindewatoto.org ambayo imekuwa ikirusha vipindi hivi vya watoto. Tumeweza kufungua akaunti katika mitandao ya kijamii ikiwemo Facebook, Twitter na Whatasapp na kwa kupitia mitandao hiyo tumeweza kufikia maelfu ya watu. Pia tumeanzisha namba maalum ya simu ambayo watu wanaweza kupiga na kutoa maoni yao kuhusu vipindi. 

Ndugu waandishi wa habari, kwa kutambua mchango wa redio katika kupiga vita ukatili dhidi ya watoto, mnamo mwezi Februari mwaka 2015 tuliweza kutoa mafunzo kwa waandishi wa habari kutoka redio zote washirika wa kipindi hiki. Mafunzo hayo yaliweza kuwajengea uwezo ili waweze kuzungumzia ukatili kwa watoto, namna mbalimbali ya kuwahoji watu ili kuibua changamoto za watoto, na namna ya kufanya jamii ibadilike na kuona matatizo ya watoto ni yetu sote. 

Kutokana na ubora wa kipindi, wasikilizaji wengi wameongezeka kitendo ambacho kimewashawishi wamiliki wa vituo binafsi kuongeza muda wa kipindi kutoka nusu saa hadi saa nzima na hivyo kupokea maswali na mijadala yahusuyo watoto kutoka katika maeneo yao. 

Tumefanikiwa pia kuanzisha vikundi vya wasikilizaji kutoka maeneo mbalimbali nchini ambao husikiliza kipindi kila kinaporushwa na kisha kutupa mrejesho wa yale waliyojifunza. Makundi haya husambaza elimu waliyoipata kwa watu wengine wakiwemo ndugu na marafiki zao. 


Tunafanyaje kazi?

Kipindi cha Walinde Watoto
kinapata maudhui (content??) kwa kuandaa midahalo mbalimbali, mikutano katika
vijiji, mahojiano na wadau, kutembelea wilaya na mikoa mbalimbali pamoja na
kupitia mitandao ya kijamii.

Tangu tumeanza kurusha
kipindi, tumeandaa nyimbo mbili maalum kwa ajili ya kampeni.

Kama motisha kwa
wasikilizaji wetu, tunaandaa mashindano mbalimbali ambapo washindi hupata
zawadi mfano fulana (Tshirts), redio n.k

Nini malengo yetu?

Ndugu waandishi wa habari,
mwezi wa kwanza mwaka huu tumeanza msimu wa pili wa kipindi cha Walinde Watoto.
Tunakusudia kufanya yafuatayo;

Kushawishi redio
mbalimbali nchini zishiriki kampeni na kurusha kipindi cha elimu kwa umma.
Tunakusudia kuongeza idadi ya redio kufikia walau 25 ili tuweze kufikia
wasikilizaji takribani milioni 24 nchini Tanzania. 

Kama tunavyofahamu,
maswala ya ukatili kwa watoto yanazidi kushika hatamu. Awamu hii itajikita
zaidi kwenye kuzungumzia adhabu mbalimbali za watoto zikiwemo vipigo,
matusi, manyanyaso, ukatili wa kisaikolojia na nyingine nyingi. 

Tunakusudia kutumia
namba maalum ya simu kutoka UNICEF kufanya utafiti kuhusu usikilizaji wa
kipindi hiki ili kupata mrejesho kutoka kwa wasikilizaji 

Kuendeleza na
kuyajengea uwezo makundi ya wasikilizaji wa kipindi katika jamii
‘community listening groups’ 




Kuongeza nguvu katika
matumizi ya mitandao ya kijamii ili kufikia watu wengi zaidi pamoja na
kutembelea Wilaya nyingine nyingi. 


Wito
Tunatoa wito kwa
serikali na taasisi mbalimbali kuendelea kutoa ushirikiano ili tuweze
kuwahabarisha na kuwafikia watanzania wengi zaidi katika kuhamasisha
kuwalinda watoto. 




Tunatoa wito kwa
wazazi na walezi kuendelea kuwajali na kuwalinda watoto wao kama njia
mojawapo ya kutimiza majukumu yao kama wazazi. 




Pia tunatoa wito kwa
watanzania kwa ujumla kushirikiana kwa karibu na kamati za ulinzi na
usalama wa mtoto katika kulisukuma gurudumu hili la ulinzi na usalama kwa
mtoto 




Endapo utaona mtoto
anafanyiwa kitendo cha ukatili basi usisite kupiga namba 116 kwa msaada
zaidi, namba hii ni bure kabisa.

Mchungaji wa Daily Bread Life Ministries Tanzania (DBL), Neema Mpeli Mwaisumbe ambaye aliongozana na mratibu wake Mchungaji Pawde Scout Mwasanje wamekabidhi msaada wa magodoro 15,  mablanketi 10 na mashuka 10 wenye thamani ya laki saba na sabini (770,000/-)leo kwa ajili ya kusaidia waathirika wa mafuriko wa Pawaga na Mbolimboli, Iringa Vijijini.

Shirika la hilo la kidini la Daily Bread Life ambalo linaongozwa na Mkurugenzi Mkuu, Mchungaji Mpeli Mwashumbe limekabidhi vifaa hivyo kwa Mkuu wa Mkoa wa Iringa Amina Masenza na Mkuu wa Wilaya ya Iringa Richard Kasesela kwa niaba ya waathirika wa mafuriko wa Pawaga na Mbolimboli, Iringa Vijijini mkoani Iringa.


Shirika hilo pia lina kituo cha kulelea watoto yatima cha Daily Bread Life Children's Home chenye  watoto  40 kilichoanzishwa mwaka 2005 kupitia Daily Bread Life Ministries ambacho kipo Mkimbizi Iringa mjini.

Hivi karibuni WAZIRI MKUU Kassim Majaliwa amepokea misaada mbalimbali yenye thamani ya sh. milioni 85.88/- kwa ajili ya wananchi walioathirika na mafuriko kwenye vijiji vya kata ya Mlenge, tarafa ya Pawaga, wilaya ya Iringa vijijini mkoa wa Iringa. 

Misaada hiyo imetolewa na wadau mbalimbali kutokana na mafuriko ambayo yalibomoa zaidi ya nyumba 82 katika kitongoji cha Kilala, kijiji cha Kisanga na kuwaacha wananchi wake bila makazi. 

Akizungumza na wananchi wa kijiji cha Kasanga ambako alikwenda kukagua athari za mafuriko na kuwapa pole wananchi hao (Jumatatu, Februari 22, 2016), Waziri Mkuu aliwashukuru wadau wote waliojitolea kuwachangia watu waliopata maafa kutokana na mafuriko hayo.

Taarifa iliyotolewa na Mkuu wa Wilaya ya Iringa, Richard Kasesela hivi karibuni inaonesha jumla ya kaya 145 zilizoathiriwa na mafuriko hayo kwa makazi yao kuharibiwa zinahitaji msaada ili kurudi katika maisha yao ya kawaida.




Media owners challenged to support regional journalists

MBEYA: It is now six years since former Tanga Regional Commissioner (RC) Said Kalembo challenged media owners and editors to support upcountry reporters with facilities to enable them to report objectively and enhancing professionalism. 

RC Kalembo issued the advice in 2010 in his opening remarks at a meeting organized by the Media Council of Tanzania (MCT) to how different media in the country reported investigative stories in the 2010 general election. 

He said some regional reporters were blamed for writing unbalanced stories, but said most problems were largely being contributed by poor working conditions they faced in the line of their duties. 

However, the survey conducted by this paper in two regions of Iringa and Mbeya has revealed that there is still a public outcry from journalists on poor working conditions they face in their line of duties. 

Some of the reporters interviewed by this paper in the said regions above revealed that there is an unfriendly working condition they encounter when doing their job, which makes them, not to be objective but subjects to the news sources. 

They said they were poorly paid and sometime not paid and have not been given some working tools. 

They said that some of their media owners have not laid down proper procedures on them to make them work effectively due to lack of contracts and not paid for the long time. 

While in Mbeya region, this paper talked to the Mbeya district attorney (Mwanasheria wa Wilaya), Prosper Msivala who blamed the journalists for their inconsistence when doing their duties, by citing an example of one of reporter of Swahili daily newspaper (name withheld) for misinterpretation. 

Msivala said that the journalist one day attended the house of councilor meeting (baraza la madiwani) and misquoted him (lawyer) during the session, by saying that lawyers attires (uniforms) cost 500,000 Tzs per month instead of yearly. 

He said the way the journalist reported was totally wrong and cited that was due to poor working conditions journalists face, especially those in the upcountry. 

He said that he was planning to sue the reporter to court for misinterpretation of which tarnished the image of his department. 

But, this reporter advised the district attorney not take the journalist to court instead he should make sure that he talks to editors about it so that they can apologize through the same newspaper and on the same page. 

“Media owners and editors should provide upcountry reporters with facilities to enable them to report objectively and enhance professionalism,” he said. 

However, the former Tanga Regional Commissioner Said Kalembo appreciated work done by the media in the 2010 general election and reminded the Tanzania Information Services Department (Maelezo) to support regional journalists in the next elections. 

“Think of a situation whereby the Regional Commissioner pays for reporters’ meal allowances and accommodation. Will the same reporter dare revealing the RC’s irresponsibility?” asked Kalembo 

MCT executive secretary Kajubi Mukajanga said the meeting was aimed at evaluating how media reported investigative stories in that year (2010), saying the council under United Nations Development Programme (UNDP) earlier trained reporters on the effective election reporting. 

He noted that the meeting provided attendants with the opportunity to exchange ideas and experience. 

“The project started in July, 2010 and trainings were provided in four zones in the country. Beneficiaries were both Tanzania mainland and Zanzibar journalists…We are here to evaluate its success and failure,” said Mukajanga.
