Mwakalebela files a petition to challenge election results

FORMER parliamentary candidate for Iringa Urban Constituency, Frederick Mwakalebela, through Chama cha Mapinduzi (CCM) ticket has opened a court case to challenge the results gave victory to Rev. Peter Msigwa (CHADEMA).

The election case No. 5 of the 2015 was an opened at High Court Iringa and it is expected to begin hearings within 14 days since opening the case.

Frederick Mwakalebela said that the results which gave victory to Rev. Msigwa were designed to favour the Chadema candidate before the elections.

Speaking to journalists yesterday (today), Acting Secretary for CCM Iringa Region, Elisha Mwampashi on behalf of a candidate said that the candidate will use the constitutional right to challenge the result in court in order to respect citizens and their rights.

He said that the party opened the case for two people who are Iringa Urban Constituency Returning Officer declared Rev. Peter Msigwa winner in the elections.

However in these results, the returning officer, Ahmed Sawa declared Rev. Peter Msigwa (Chadema) after scooping 43,154 votes against CCM candidate, Frederick Mwakalebela who got 32, 406 votes.

Other candidates and their votes in brackets are Chiku Abwao ACT (411), David Masasi of ADC (123), Paulina Mgimwa of CHAUSTA (66) and Robert Kisinini of DP (56).

In recent times, CCM announced to go to court to challenge the results of the elections in four constituencies Ndanda, Iringa Urban, Kawe and Mikumi, from what existence of serious violations of the electoral process, particularly in aggregating the results, prompting opposition lawmakers declared winners.

The party in his claims, said supervisors of elections in those constituencies disrupted the elections in controversy that had given opposition lead during the tallying process and that in spite of the party requesting recount was denied that right, which essentially is legal.

ALIYEKUWA mgombea ubunge Jimbo la Iringa Mjini, Frederick Mwakalebela, kwa tiketi ya Chama cha Mapinduzi (CCM), amefungua kesi mahakamani ya kupinga matokeo yaliompa ushindi, Mchungaji Peter Msigwa kupitia Chama cha Demokrasia na Maendeleo (CHADEMA).

Kesi hiyo ya uchaguzi iliyofunguliwa kwa No. 5 ya mwaka 2015 imefunguliwa katika mahakama kuu kanda ya Iringa inatarajia kuanza kusikilizwa ndani ya siku 14 tangu kufunguliwa shauri hilo.

Mwakalebela alisema kuwa matokeo yaliyompa ushindi Mch. Msigwa yalikuwa ni ya kutengenezwa ili kumbeba mgombea huyo wa chadema kabla ya kufanyika kwa uchaguzi.

Akizungumza na waandishi wa habari jana (leo), Kaimu Katibu wa CCM Mkoa wa Iringa , Elisha Mwampashi kwa niaba ya mgombea alisema kuwa mgombea huyu atatumia haki ya kikatiba kupinga matokeo hayo mahakamani ili maoni ya wananchi kuheshimiwa na kupata haki zao za msingi.

Alisema kuwa chama hicho kimewashitaki watu wawili ambao ni msimamizi wa uchaguzi jimbo la iringa mjini pamoja na mshindi katika uchaguzi huo Mch. Peter Msigwa ambapo kila mmoja amewkewa bondi ya shilingi milioni tano.

Hata hivyo katika matokeo hayo, msimamizi wa uchaguzi huo, Ahmed Sawa alimtangaza Mchungaji Peter Msigwa aliyewania ubunge wa jimbo hilo kupitia Chama cha Demokrasia na Maendeleo (Chadema) kuwa mshindi baada ya kuzoa kura 43,154 dhidi ya kura 32,406 alizopata mgombea wa CCM, Frederick Mwakalebela. 

Wagombea wengine na kura zao kwenye mabano ni Chiku Abwao wa ACT Wazalendo (411), Daudi Masasi wa ADC (123), Paulina Mgimwa wa Chausta (66) na Robert Kisinini wa DP (56). 

Hivi karibuni Chama cha Mapinduzi CCM kilitangaza kwenda mahakamani kupinga matokeo ya uchaguzi ya majimbo manne ya Ndanda, Iringa Mjini,Kawe na Mikumi, kutokana na kile ilichodai kuwepo kwa ukiukaji mkubwa wa utaratibu wa uchaguzi, hususan katika kujumlisha matokeo, hali iliyosababisha wabunge wa upinzani kutangazwa washindi.

Chama hicho katika madai yake, kimewatuhumu wasimamizi wa uchaguzi katika majimbo hayo kuvuruga uchaguzi huo kutokana na ilichosema utata uliokuwa umejitokeza wakati wa zoezi la kujumlisha kura na kwamba licha ya chama hicho kuomba kuhesabiwa upya ilinyimwa haki hiyo, ambayo kimsingi iko kisheria.

Hayo yalisemwa na Mjumbe wa Kamati ya Kampeni za CCM, January Makamba alipozungumza na waandishi wa habari, Dar es Salaam hivi karibuni.

Akizungumzia hilo, January alisema chama hicho hakijaridhishwa na utaratibu wa kukusanya na kujumlisha matokeo kwenye baadhi ya majimbo ya Kawe, Ndanda, Mikumi na Iringa Mjini kutokana na kuwepo kwa ukiukwaji mkubwa wa utaratibu wa uchaguzi, hasa katika kujumlisha matokeo uliowezesha wabunge wa upinzani kutangazwa washindi.

The presidents of China and Taiwan will dine together in Singapore on Saturday in what will be the first meeting of its kind since Chairman Mao’s communist troops forced their nationalist enemies from the Chinese mainland in 1949.

Chinese president Xi Jinping and his Taiwanese counterpart Ma Ying-jeou will meet to “exchange views on cross-strait issues”, officials in Taipei said.

Zhang Zhijun, a Chinese official responsible for Taiwanese affairs, said the two men would “exchange views on promoting the peaceful development of cross-Strait relations”.

Beijing still officially considers Taiwan a renegade province that should be reunified with the mainland.

But Zhang said the meeting represented “a breakthrough in direct exchange and communication between the two leaders, after hardships and twists since 1949”.

“The two sides across the Strait used to have drastic military conflicts and sharp political confrontation,” Zhang added, according to Xinhua, China’s official news agency.

Gerrit van der Wees, the editor of the Taiwan Communiqué political journal, said the announcement had come as a major surprise.

“There was no inkling on any side that this was coming,” he said.

“It is certainly now being described as a very historic moment. It’s a first,” said J Michael Cole, a Taipei-based Taiwan expert from the University of Nottingham’sChina policy institute.

“But do not expect anything substantial to come out of that meeting. It is going to be a photo opp.”

The announcement of the milestone meeting comes as Taiwan gears up for a presidential election on 16 January.


Ma, who has overseen an unprecedented and controversial warming of ties with Beijing since taking office in 2008, will step down next year, and his ruling Nationalist party (KMT) is currently badly trailing its rivals in the polls.

To Beijing’s dismay, Tsai Ing-wen, the candidate for the pro-independence Democratic Progressive party (DPP), is widely tipped to become Taiwan’s next president.

Anti-China sentiment is on the rise in Taiwan, and Tsai’s DPP reacted angrily after news of the upcoming meeting emerged on Wednesday.

“I believe people across the country, like me, felt very surprised,” Tsai said on Wednesday. “A meeting of the leaders of the two sides across the strait is a great event, involving the dignity and national interests of Taiwan. But to let the people know in such a hasty and chaotic manner is damaging to Taiwan’s democracy.”

In a statement announcing the Singapore summit, Charles Chen, a spokesperson for Taiwan’s president, said: “The purpose of president Ma’s visit is to secure cross-strait peace and maintain the status quo of the Taiwan Straits.”

However, analysts suspect the decision to hold the historic meeting is a bold attempt to influence the outcome of January’s election – both by the KMT, which hopes to hang onto power, and by China’s Communist party leaders, who would rather deal with the KMT than with the opposition DPP.

By forcing the issue of cross-straits relations into the presidential race, analysts believe Beijing and the KMT hope to damage the DPP’s chances.

“The KMT has a much longer tradition of meeting with Chinese officials. They have all these back channels and they are perceived as the one party in Taiwan that would avoid war in the Taiwan Strait and that would ensure stability and friendly relations across the Taiwan Strait,” said Cole. “That could turn into a bit of a rhetorical offensive against Tsai Ing-wen.”

Van der Wees, a former Dutch diplomat, said the Singapore summit was “purely a political move” designed to boost the KMT’s electoral chances and Ma’s own standing.

“He wants to salvage his own legacy. He only has seven months to go, his standing in the polls is way down [and] he somehow wants to be seen in history as the person who made the breakthrough with China.”

But he predicted the attempt would backfire with many Taiwanese likely to view Ma’s meeting with Xi as “yet another undemocratic move by an unpopular president who is a lame-duck and doesn’t really have a mandate any more to negotiate on behalf of Taiwan with China”.

“[They are frustrated] with his policies and the fact that he has been drifting in China’s direction at the expense of freedom and democracy in Taiwan and Taiwan’s sovereignty,” he said.

Political scientist Nathan Batto said he believed Ma, who was re-elected for a second term in 2012, hoped to write his name in the history books by meeting Xi but warned the tactic could backfire. 


“Ma might assume that a picture of him shaking hands with Xi will be a powerful image for KMT campaign ads, but I suspect he is misjudging the electorate,” he wrote on his blog.

Experts said geo-politics also appeared to have played a role in Ma’s decision to meet with Xi.

Cole, who is also the editor of the Thinking Taiwan blog, said that with tensions rising in the South China Sea because of Beijing’s controversial island-building campaign, China appeared to be attempting to “calm things down” in the region. He pointed to Chinese premier Li Keqiang’s recent visit to Seoul and Xi’supcoming trip to Vietnam as examples of those attempts.

“[The Singapore meeting] could very well be part of that charm offensive on Beijing’s part,” Cole said. “To me this demonstrates that China has reached a point where they realise that simply buildings islets and airstrips in the South China Sea and at the same time saying, ‘Our intentions are peaceful,’ will only go so far. At some point you need to start doing things that are a bit more concrete to reassure your partners.”


Details of Saturday’s meeting remained sketchy on Wednesday.

Xinhua said Xi and Ma would dine together in Singapore after holding a meeting during the day. The men would address each other as “mister”.

“The realisation of the meeting between Xi and Ma results from concerted efforts of both sides and all compatriots, benefiting from accumulated fruits achieved in the peaceful development of the cross-Strait relations,” Zhang told state media.

Shi Yinhong, an international relations professor from Beijing’s Renmin University said the meeting was a “historical event” but one that was likely to fail.

“As a political event, it would have been better if the summit had happened two years ago,” he said. “Ma will soon leave office and the KMT is not likely to win the next election. The DPP, which shares no mutual political trust with the mainland, is likely to win the election. Therefore, the summit may not have a substantial political impact.”

[DAR ES SALAAM] Katika kuadhimisha siku ya watoto njiti duniani, Taasisi ya Doris Mollel Foundation (DMF) imeandaa tamasha la kwanza na la aina yake kufanyika nchini siku ya Jumapili Novemba 8. 2015 kwenye viwanja vya Leaders Club, Kinondoni kuanzia majira ya asubuhi mpaka saa 12 jioni huku wasanii mbalimbali wakitarajiwa kushiriki kwa ajili ya kuchangisha fedha za kununulia vifaa vya kusaidia watoto wanaozaliwa na uzito pungufu ama watoto njiti.

Akielezea mbele ya wanahabari jijini Dar es Salaam mapema jana, dhumuni la tamasha hilo ni kuwaleta watanzania pamoja kupata uelewa na mwamko katika kuadhimisha siku hiyo muhimu kwa afya na ustakabali wa mtoto njiti ambapo kulingana na takwimu za Wizara ya Afya na Ustawi wa Jamii, takribani watoto 88,128 walizaliwa njiti au wakiwa na uzito mdogo nchini kwa kipindi cha mwaka 2014/2015 pekee.

“Lengo ni kuhakikisha kupitia Mfuko huu unasaidia watoto njiti hasa kwa vifaa vya kuwawezesha kusaidia maisha yao. Tunataka kufikisha vifaa 10 kwa kila Kanda chache za awali. Karibuni sana watanzania kwa siku ya Jumapili Novemba 8. Kwa kiingilio cha sh 2,000 pekee kama mchango ambapo utapata burudani ya kipekee kutoka kwa wasanii mbalimbali wakiwemo Barnaba Classic, Mwasiti, kundi la The Voice, Miriam, Baraka De Prince, Ruby, Shilole na wengine wengi.” Amebainisha Doris Mollel.

Aidha, Doris amebainisha kuwa, Watanzania watapata fursa maalum ya kuusikia wimbo ulioimbwa na baadhi ya wasanii hao watakaoshiriki katika tamasha hilo.

DMF imeongeza kuwa, baada ya tamasha hilo, kwa kushirikiana na wadhamini pia itatoa vifaa mbalimbali ikiwemo (Suction machines, Oxygen Concentrators na Feeding tubes) hii ni kwa Hospitali za Mikoa nchini ilikuweza kusaidia watoto hao na vifaa hivyo vinatarajiwa kutolewa katika siku ya kilele cha maadhimisho ya mtoto njiti Duniani huku kwa Tanzania ikitarajiwa kufanyika Mkoani Mbeya.

Kwa upande wake, Kaimu Mkurugenzi Mkuu Idara ya Afya, Uzazi na Watoto, Bi. Georgina Msemo kutoka Wizara ya Afya na Ustawi wa Jamii, aliyemwakilisha Mkurugenzi Mkuu wa wizara hiyo amezitaka jamii nchini kujitokeza kwa wingi kusaidia wamama wajawazito wakati wa kipindi chote cha ujauzito kwani kusaidia huko kutapunguza watoto wanaozaliwa kabla ya wakati ama njiti.

“Jamii iwe na huruma kwa wamama wajawazito. Kwani haya yote yanatokea kutokana na wamama wengi wanakuwa wanafanya kazi ngumu kutopatiwa huduma muhimu na hata wengine kutokwenda kliniki… hivyo ni jamii ichukue hatua ya kusaidiana na wajawazito kutatua tatizo hili” alieleza Bi Msemo katika taarifa yake hiyo aliyoitoa wakati wa hafla hiyo ya utambulisho wa tamasha la kuchangia fedha za kusaidia watoto njiti.

Watoto wanaozaliwa kabla ya muda wako kwenye hatari kubwa zaidi ya kufa kutokana na magonjwa ya mfumo wa hewa, mfumo wa chakula na mfumo wa fahamu ukilinganisha na watoto waliozaliwa baada ya kutimiza wiki 37 au zaidi wakiwa tumboni mwa mama zao. Watoto njiti pia wapo katika hatari ya kupata matatizo ya kuona, kusikia, kutambua/kiakili na moyo yanayoweza kudumu maisha yao yote. Zaidi ya hapo watoto wanaozaliwa njiti katika nchi zilizo na uchumi duni wapo katika hatari ya kufa mara 10 zaidi ukilinganisha na watoto njiti wanaozaliwa katika nchi zilizoendelea

Tunaweza kupunguza idadi ya njiti

Sababu kuu zinazosababisha hali ya hatari kwa watoto njiti nchini Tanzania na nchi nyingine zenye uchumi mdogo ni maambukizi wakati wa ujauzito, Malaria, VVU, kuzaliwa na uzito mdogo, muda mfupi kati ya uzao mmoja na mwingine na mimba za utotoni. Matunzo sahihi kabla, katikati na wakati wa ujauzito (ikiwemo uzazi wa mpango na huduma wakati wa ujauzito) ni muhimu katika kupunguza kiwango cha uzazi wa watoto njiti. Hata hivyo sehemu kubwa ya sababu zinazofanya watoto kuzaliwa njiti hazijulikani. Hivyo basi tunahitaji kufanyike tafiti zaidi ili kupata uelewa na kudhibiti visababishi vyake.

Tunaweza kupunguza vifo vya watoto wachanga wanaokufa kutokana na matatizo ya kuzaliwa njiti

Mtoto anayezaliwa njiti sio lazima apewe uangalizi wa karibu (intensive care) na kutumia teknolojia kubwa sana ili aishi. Huduma za gharama nafuu zinazoweza kufanyika ili kuongeza uwezekano wa mtoto mchanga kuishi na kupunguza hatari kwake ya kupata ulemavu wa maisha, ni pamoja na zifuatazo:

1.Antenatal steroids, hizi ni dawa ambazo hutolewa kwa akina mama wanapopata uchungu wa kujifungua kabla ya wakati, katika ngazi za afya zinazostahili, husaiidia kukuza mapafu ambayo hayajakomaa ya mtoto njiti na kuzuia matatizo kwenye mfumo wa hewa ya watoto wachanga.

2.Huduma ya Mama Kangaruu: Hii ni mbinu ya kumbeba mtoto mchanga kwenye kifua cha mama yake wakigusana ngozi kwa ngozi ili kumpa joto na kurahisisha unyonyeshaji. Ni muhimu kuwapatia joto watoto njiti kwa sababu miili yao ni midogo na hupoteza joto haraka, jambo linalowafanya kuwa kwenye hatari kubwa ya kupata magonjwa mbalimbali, maambukizi na kifo. Inakadiriwa kuwa mbinu hii ya Mama Kangaruu inaweza kuepusha vifo vya watoto 5,000 kila mwaka hapa Tanzania.



Baadhi ya wasanii waliokuwapo wakati wa utambulisho huo wakifuatilia kwa makini.

3. Kusaidia watoto kupumua kwa kutumia bag na mask, ni huduma muhimu kwa watoto njiti wenye matatizo ya kupumua. Iwapo huduma hii rahisi ya kusaidia watoto wachanga kupumua inapatikana kwa asilimia 90 ya watoto wanayoihitaji, basi takribani maisha ya watoto wachanga 2,000 yangeweza kuokolewa kila mwaka. Mpango wa Kusaidia Watoto Kupumua (Helping Babies Breathe) ulizinduliwa na Wizara ya Afya na Ustawi wa Jamii mwaka 2009 kwa kutoa mafunzo kwa wafanyakazi wa sekta ya afya katika ngazi zote, ukiwa na lengo la kupunguza vifo vya watoto wachanga vinavyotokana na matatizo ya kupumua. Wadau wa afya mbalimbali wameshirikiana na Wizara ya Afya na Ustawi wa Jamii katika kutekeleza mpango huu.

4.Kumsaidia mama kuanza kunyonyesha mtoto ndani ya saa moja baada ya kujifungua, hii inahusisha pia kumsaidia mama kukamua maziwa kwa ajili ya mtoto na kumpa kwa kutumia kikombe pale inapo lazimu.

5.Kuzuia, kutambua mapema na kutibu maambukizi: utoaji wa huduma inayozingatia usafi wakati wa mama kujifungua (mfano kuosha mikono, uhudumiaji sahihi wa kitovu na ngozi ya mtoto mchanga) ni muhimu katika kuzuia maambukizi kwa mama na mtoto. Dawa za antibiotiki kama vile Amoxicillin zinaweza kutumiwa kutibu nimonia na Gentamicin kwa ajili ya kutibu maambukizi makubwa yanayowapata watoto wachanga.

Zaidi ya hapo, watoto wote wachanga wanahitaji kukaguliwa afya zao ndani ya masaa 24 na baada ya siku 3 ya kuzaliwa ili kuzuia matatizo yanayoweza kutokea na yale ambayo yanaweza kusababisha ulemavu katika maisha yao ya baadaye.

Huduma bora inahitajika wakati wa kujifungua na hususan kwa watoto wachanga wanaozaliwa na uzito mdogo na wale walio wagonjwa.

“Watoto wachanga wanahitaji kupata huduma muhimu hususan kwa wale ambao wanazaliwa kabla ya muda wao,” anasema Mwakilishi wa Unicef nchini Tanzania Dk. Jama Gulaid.

DMF imetoa pia nafasi ya wazi kwa watanzania kuchangia kiasi chochote kile kupitia M-PESA namba ya kampuni 244444 (Doris Mollel Foundation).
