We need to talk about … Population and climate change


In this monthly podcast, Guardian supporters ask the questions and a Guardian panel try to provide the answers. This episode focuses on whether people should be having fewer children for the sake of the planet – and if so, how that societal change might happen

If we want to fight climate change should we have fewer children – or should we be focusing more on reducing consumption? Is the answer different depending on where you live in the world? And in any case, how might we make people and politicians engage with this issue?

Those are just some of the questions Guardian supporters asked deputy membership editor Vicky Frost to put to our panel in this edition of We Need to Talk About. She is joined by Damian Carrington, the Guardian’s environment editor; Lucy Lamble, the Guardian’s executive editor for global development; John Vidal, the multi-award winning former Guardian environment editor; and Afua Hirsch, a writer and broadcaster for the Guardian and Sky News among others, who has also worked in international development and the law.

We also hear from Kimberly Nicholas, a senior lecturer at Lund University, Sweden, who was part of a team whose research has attempted to quantify the environmental impact of having a child. (You can read the Guardian’s report on this work here.)

You’ll hear a wide variety of responses and viewpoints as supporters and journalists tussle with these at times tricky and divisive questions – considering why campaigning organisations might have tended not to engage with the issue historically, and whether the decision to live a childfree life is properly understood and respected by society.

IGP VOWS TO PROTECT WHISTLEBLOWERS…


INSPECTOR General of Police (IGP), Simon Sirro, has vowed to deal with unethical police officers especially those expose the information of whistleblowers yesterday, reports Friday Simbaya, Iringa.

IGP was responding to the question posed him by the TUMBUSI BLOG, who wanted how police were prepared to protect people bring information to the police about wrongdoings. 

TUMBUSI BLOG said whistleblowers take the risk of facing stiff reprisal and retaliation from those who are accused or alleged of wrongdoing. 

Sirro said police force was read to protect whistleblowers at any cost because they bring information or allegations to surface either internally or externally but vowed to deal with any police officer leading exposing the information of the whistleblowers. 

“The information of alleged wrongdoing can be classified in many ways: violation of company policy/rules, law, regulation, or threat to public interest/national security, as well as fraud, and corruption,” he said. 

A whistleblower is a person who exposes any kind of information or activity that is deemed illegal, unethical, or not correct within an organization that is either private or public. 
In addition, the IGP Sirro has requested citizens in the country in particular Iringa region, to avoid take the law in their hands (mob justice) and instead to obey the law without force and that the Police Force will ensure that they take serious legal measures to end the practice. 

Sirro claims that statistics on importing illegal drugs and drug abuse have declined significantly due to the ongoing operation of the police force.

Mkuu wa Mkoa wa Singida Dkt Rehema Nchimbi akiwaelekeza wakulima wa pamba kijiji cha Msai wilayani Iramba, vipimo vya kati ya tuta na tuta, shimo na shimo kwa kutumia kamba na vijiti ili waweze kupanda kitaalamu na kuvuna kwa wingi.



Wakulima wa pamba kijiji cha Msai wilayani Iramba, wakishiriki kwa vitendo mafunzo yya kupima urefu kati ya tuta na tuta, shimo na shimo kwa kutumia kamba na vijiti ili waweze kupanda kitaalamu na kuvuna kwa wingi. 



Katibu Tawala Wilaya ya Iramba Pius Songoma akishiriki kuwaelekea wakulima wa pamba kijiji cha Msai wilayani Iramba, vipimo vya kati ya tuta na tuta, shimo na shimo kwa kutumia kamba na vijiti ili waweze kupanda kitaalamu na kuvuna kwa wingi.



Konyo Mjika ambaye ni mkulima hodari wa pamba wilaya ya Iramba kutoka kijiji cha Msai akimshukuru Mkuu wa Mkoa wa Singida kwa zawadi ya kilo tano za mbegu ya pamba aliyopewa.



Zakaria Marko Mwakilishi wa Kampuni ya Biosustain itakayosambaza mbegu za pamba tani 300 mkoani Singida akizungumza na wakulima wa zao hilo Katika kijiji cha Msai Wilayani Iramba.


Mkuu wa Mkoa wa Singida Dkt Rehema Nchimbi amemuagiza Mkuu wa Wilaya ya Iramba Emmanuel Luhahula, asimamie kuvunjwa kwa bodi ya Ushirika wa Kijiji cha Msai Wilayani Iramba ndani ya wiki mbili, kutokana na tuhuma za ubadhirifu wa zaidi ya shilingi milioni 50.


Dkt Nchimbi ametoa agizo hilo mwishoni mwa wiki alipokuwa katika mkutano na wakulima wa Pamba wa Kijiji cha Msai, ambao wamemueleza kutokuwa na imani na viongozi wa bodi hiyo kutokana na upotevu wa fedha hizo na wakiwa hawajachukuliwa hatua yoyote.


Wakulima hao wamemueleza Mkuu wa Mkoa kuwa fedha zaidi ya milioni 50 zilitolewa na seikali kwa ajili ya ujenzi wa Jengo la ghala la ushirika wa kijijini hapo lakini hakukuwa na ujenzi wowote uliofanyika huku wakifuatilia hawapewi majibu sahihi.

Wamesema wana ushirika walijitahidi kutuma mwenyekiti wa Kijiji hicho kufuatilia upotevu huo bila mafanikio jambo lililowakatisha tamaa ya kuendelea na ushirika.


Dkt Nchimbi amesema “moja ya Muhimili wa mafanikio ya kilimo cha pamba ni ushirika ulio imara, tunakoelekea kwenye kilimo cha pamba chenye tija hawa wasiowaaminifu kwenye bodi watatukwaza na kutukwamishwa, kama bodi haifanyi kazi vizuri kwanini iendelee?, Mkuu wa Wilaya naimani kwa utendaji wako mzuri hili halitachukua zaidi ya wiki mbili”.


Aidha amemtaka Afisa Ushirika Mkoa wa Singida kusimamia na kutoa ushauri wa kitaalamu wakati wa kuvunjwa kwa bodi hiyo kwakuwa kazi ya mkoa ni kusuluhisha sio kutafuta maelezo marefu huku wananchi wanapotezewa muda.


“Afisa Ushirika hakikisha tarehe ishirini mwezi huu bodi hiyo iwe imeivunjwe na kuundwa bodi mpya ambayo itasimamia ushirika kwa umakini ili kuinua kilimo cha pamba Iramba”, amesisitiza Dkt Nchimbi. 


Aidha Dkt Nchimbi amewatoa hofu wakulima kwakuwa mbegu aina ya UKM 08 za manyoya pamoja na viuatilifu zitafika na kusambazwa kwa wakati huku akiwataka kupanda kitaalamu ili kwa ekari moja iwe na miche elfu 22 na mkulima avune zaidi ya kilo elfu moja za pamba.


Pia amewaagiza maafisa ugani wote kulima pamba ili mashamba yao yawe mashamba darasa, huku wakitakiwa kuhakikisha hakuna makosa katika hatua yoyote kuanzia kwenye kuandaa mashamba, kupanda na kwenye upuliziaji dawa, bila kusahau kutoa taarifa kwa wananchi katika kila hatua.


Dkt Nchimbi amewapa wakulima wawili hodari wa zao la pamba zawadi ya kilo tano kwa kila mmoja kama kianzio huku akiwaahidi kuwa mbegu za kutosha na viuatilifu kwa ajili ya maeneo yao watapatiwa.


Akisistiza kaulimbiu ya Singida mpya kwa pamba yenye tija amewataka Wanasiasa, watendaji wa serikali na viongozi wa dini washirikiane na serikali kwa pamoja katika kutoa hamasa na elimu ya kilimo cha pamba.


Dkt Nchimbi ametoa onyo kwa wauza pembejeo na wasambaaji wasio waaminifu ambao husambaza dawa zisizo halisi kuwa serikali itawabaini na kuwapa adhabu kali huku akiwataka wakulima wasinunue dawa bila ushauri wa maafisa ugani.


“Kuna dawa nyingine ukipuliza kwenye wadudu waharibifu wa pamba badala ya kufa wananenepeana, sasa ole wako serikali ikukamate wewe unayemuuzia mwananchi dawa feki hakika tuakushughulikia ipasavyo”, amesisitiza Dkt Nchimbi.


Kwa upande wake Konyo Mjika ambaye ni mkulima hodari wa pamba wilaya ya Iramba kutoka kijiji cha Msai amesema msimu wa mwaka jana amelima ekari nane na kupata kilo elfu sita ambapo ameweza kujenga nyumba nne za bati, kununua ng’ombe kadhaa na kuhudumia familia yake.


Mjika ameongeza kuwa ameweza kuvuna pamba nyingi kutokana na kusikiliza ushauri wa wataalamu wa kupanda kwa kufuata mistari, kuweka mbolea na viuatilifu mapema.


Kutokana na mafanikio hayo Mkulima Mjika amesema kwa msimu huu anatarajia kulima ekarini shirini pamoja na kuwashauri wanakijiji wenzake walime pamba kwa wingi huku wakifuata ushauri wa wataalamu ili waweze kuvuna kwa wingi.


Naye Zakaria Marko Mwakilishi wa Kampuni ya Biosustain inayojihusiha na kilimo cha zao la pamba kwa mkataba amesema kwa msimu huu kampuni hiyo itasambaza mbegu za pamba tani 300 mkoani Singida.


Marko ameongeza kuwa uzalishaji wa pamba mkoani Singida umekuwa mdogo ukilinganisha na mahitaji ya kiwanda chao ambapo mwaka jana zilipatitana kilo milioni 1 na mwaka huu zikaongezeka hadi kilo milioni 1.5 kutokana na jitihada za wakuu wa wilaya, Mkuu wa Mkoa na viongozi mbalimbai.

Ameongeza kuwa Kijiji cha msai chenye wakulima wa pamba zaidi ya mia tano wameweza kuzalisha kilo laki tano huku wilaya ya Iramba yote ikizalisha kilo laki nane na nusu kwa msimu wa mwaka jana na mategemeo yakiwa makubwa zaidi kwa mwaka huu.

Marko amesema kutokana na msukumo wa serikali na Viongozi wa Mkoa wa Singia ni matarajio yake kiwanda cha Bio Sustain sasa kitazalisha kwa faida kutokana na kupata pamba ya kutosha hapa Singida na sio kuifuata mikoa ya jirani kama ilivyokuwa hapo awali.

CRDB YACHANGIA UJENZI WA VYOO WILAYANI CHATO




Meneja wa CRDB tawi la Mwanza, Wambura Calystus, akizungumza kwenye zoezi la kukabidhi vifaa hivyo katika halmashauri ya wilaya ya Chato mkoani Geita.


Walioketi ni Kaimu Mkurugenzi wa halmashauri ya Chato, Mwl.Delphina Cosmas (katikati) pamoja na Mkurugenzi wa huduma kwa wateja wakubwa Goodluck Nkini, aliyemwakilisha Mkurugenzi Mtendaji CRDB.

Katika kuadhimisha wiki ya huduma kwa wateja, benki ya CRDB imechangia vifaa vya ujenzi wa vyoo katika shule za halmashauri ya wilaya ya Chato mkoani Geita ili kusaidia utatuzi upungufu wa vyoo katika shule za halmashauri hiyo.


Mkurugenzi wa CRDB tawi la Mwanza, Wambura Calystus alisema vifaa hivyo vitasaidia ujenzi wa vyoo katika shule za msingi za Kalema, Muungano na Katemwa A na kwamba vifaa hivyo vimejumuisha mifuko 150 ya theruji, mabati, sinki za vyoo pamoja na vyombo vya kukusanyia taka na tenki la maji kwa ajili ya halmashauri ya Chato.


Kaimu Mkurugenzi wa halmashauri ya Chato, Mwl.Delphina Cosmas aliishukuru benki hiyo na kubainisha kwamba bado kuna uhaba wa vyoo kwenye shule nyingi na kuiomba kuendelea kusaidia utatuzi wa changamoto hiyo ili kutoa chachu kwa wadau na benki nyingine kuiga mfano huo.


Zoezi la kukabidhi vifaa hivyo lilifanya ijumaa Oktoba 06,2017 katika halmashauri ya wilaya ya Chato ikiwa ni muda mfupi baada ya benki ya CRDB kutoa semina kwa wateja wake wilayani humo na pia kutoka maeneo jirani ikiwemo Muleba, Katoro na Biharamulo. 




Meneja wa CRDB tawi la Chato, Msigwa Mganga, akizungumza kwenye zoezi la kukabidhi vifaa hivyo.
