WAHAMIAJI HARAMU 83 WA KIETHIOPIA , DEREVA NA TINGO KUTUPWA JELA MIAKA 3 !

 


MAHAKAMA ya Hakimu Mkazi Mkoa wa Iringa imewahukumu kwenda jela miaka mitano au kulipa faini ya Sh Milioni 1.5 kila mmoja, dereva Hansi Mwakyoma (28) na tingo wake wake Alex Adam (32) baada ya kukamatwa na kukiri kusafirisha wahamiaji wasio na vibali 83 kutoka nchini Ethiopia ambao pia wamehukumiwa kwenda jela miaka 3 au kulipa faini ya Sh Milioni 1.

Kwa kutumia gari aina ya Scania lenye namba T478 DFE mali ya Frola Mwambenja wa Mbeya, Januari 16, mwaka huu; dereva huyo na tingo wake walikamatwa katika kijiji cha Ruaha Mbuyuni wilayani Kilolo mkoani Iringa, barabara kuu ya Iringa Mbeya wakiwasafirisha watu hao kuelekea Kyela ambako ni mpakani mwa Tanzania na Malawi.

Akitoa hukumu hiyo leo Hakimu Mkazi wa Mahakama ya Mkoa wa Iringa Endrew Scout alisema ameridhika na maelezo yaliyotolea na wakili wa serikali pamoja na vielelezo likiwamo gari lililotumiwa na watuhumiwa hao kusafirisha watu hao kutoka Kongowe Dar es Salaam kuelekea Kyela Mbeya.

Baada ya kusoma hukumu hiyo, baadhi ya raia hao wa Ethiopia waliangua kilio mahakamani hapo na kusababisha watu waliokuwa karibu na jengo hilo kusogea ili kujionea kulikoni.

Mkalimani wa wahamiaji hao ambao hawazungumzi Kingereza wala Kiswahili zaidi ya lugha ya kwao, Emanuel Yeb Mtaltisili ambaye ni mtangazaji wa kituo cha redio ya Ebony FM cha mjini Iringa alisema; “walichokitarajia wahamiaji hao ni kupewa hukumu ya kurudishwa kwao baada ya kukiri kosa hilo.”

Awali akisoma maelezo ya kosa la watuhumiwa hao baada ya watuhumiw a wote kukiri kosa mbele ya mahakama hiyo, Wakili wa Serikali kutoka Idara ya Uhamiaji Godfrey Ngwijo alisema ilikuwa Januri 16 mwaka huu katika eneo la Ruaha Mbuyuni watuhumiwa hao walipokamatwa wakiwa ndani ya gari hilo lenye bodi lililofunikwa wakisafiri kutoka Kongowe Jijini Dar es Salam kwenda Malawi kinyume na sheria ya uhamiaji ya mwaka 2002 iliyofanyiwa marejeo mwaka 2015.

Alisema katika tarehe isiyojulikana, watuhumiwa 83 raia wa Ephiopia waliingia nchini kwa kutumia kwa njia zisizo halali na kuelekea jijini Dar es Salaam walikoanzia safari yao ya kuelekea Kyela mkoani Mbeya ili waingie nchini Malawi.

Alisema walipofika eneo la Ruaha Mbuyuni walikamatwa na Askari wa kikosi cha Usalama barabarani ambaye aliwataka wafungue mlango wa nyuma ya gari na kukuta kuna watu hao huku baadhi yao wakiwa hoi.

Alidai mara baadaya kukuta watu aliwaamuru kwenda kituo cha Polisi cha Ruaha Mbuyuni ambako dereva na msaidizi wake walikiri kosa wakidai walikubali kuwasafirisha kwa makubaliano ya kupata kiasi fulani cha fedha na kwamba walipoona mzigo mkubwa waliomba waongezwe na kukubaliana na mwenye mzigo kuwa wangeongezewa mara baada ya kufika walikokuwa wanakwenda.

Mara baada ya maelezo hayo ya wakili hakimu aliwataka watuhumiwa wote pamoja na kukiri kosa kuhojiwa kama wanayakubali maelezo hayo ili haki iweze kutendeka na walipoulizwa wakikiri kuwa maelezo yote yaliyotolewa na wakili wa serikali ni ya kweli

MAADHIMISHO ya kumbukumbu ya miaka 39 ya kuzaliwa kwa Chama Cha Mapinduzi (CCM) kimkoa yamezinduliwa Januari 31, mwaka huu, na Mwenyekiti wa Jumuiya ya Wazazi Mkoa wa Iringa, Ephraam Mhekwa katika Kijiji cha Lulanza wilayani Kilolo, Mkoa wa Iringa.

Aidha, kilele cha maadhimisho hayo kinatarajiwa kufanyika mkoani Singida, Februari 6, mwaka huu, na mgeni rasmi atakuwa Mwenyekiti wa CCM Taifa, Rais mstaafu Jakaya Kikwete.

Mwenyekiti wa Jumuiya ya Wazazi Mkoa wa Iringa, Ephraam Mhekwa alisema mgeni rasmi katika kilele cha maadhimisho kimkoa mgeni rasmi atakuwa mlezi wa mkoa ambaye ni waziri mkuu mstaafu wa Jamhuri ya Tanzania Mzengo Pinda.

Alisema pia kuwa kilele cha maadhimisho hayo kimkoa yatafanyika katika Jimbo la Isimani wakati mwaka jana yalifanyika katika Jimbo la kalenga wilayani Iringa.

Alisema kuwa mambo yanayotakiwa kuzingatiwa katika wiki hiyo ni pamoja na kuingiza wanachama wapya wa CCM na jumuia zake na kufanya shughuli zingine za kuimarisha Chama. 

“Shughuli nyingine inayotakiwa katika wiki ya maadhimisho ni kufanya mikutano ya kuwashukuru wana-CCM na wananchi kwa kuiamini CCM na kuhamasisha wananchi kufanya kazi za maendeleo,” alisema Mhekwa.

Aliongeza kuwa katika maadhimisho hayo yaliyobeba kaulimbiu ya ‘sasa kazi, kujenga nchi na kukijenga Chama’ ni pamoja na kushiriki katika ujenzi wa madarasa, vituo vya afya, zahanati, upandaji miti, uchimbaji wa mitaro ya maji na kufanya usafi wa mazingira.

Alisema kilele cha sherehe hizo zitafanyika Februari 6, mwaka huu, kwa kuwa Februari 5, ambayo ndiyo siku CCM ilianzishwa, itakuwa ni siku ya kazi. 

Pia, alitumia fursa hiyo kuwaomba wana-CCM, wadau na wananchi wengine kwa ujumla, kushiriki kikamilifu maandalizi na wahudhurie kwa wingi sherehe hizo.

Wakati huohuo, Mwenyekiti wa Jumuiya ya Wazazi Mkoa wa Iringa, Ephraam Mhekwa amekabidhi jumla ya kadi 287 kwa wana chama wapya  wakiwemo UVCCM (60), kadi za wanachama (50), UWT (77) na wazazi (100).

Mfuko wa Dharura wa UN watoa Dola Milioni 11 kusaidia wakimbizi wa Burundi na jamii ya Tanzania

Katibu Mkuu wa Umoja wa Mataifa Ban Ki-moon leo ametoa dola za Marekani milioni 100 (US$ 100m, sawa na shilingi za Tanzania bilioni 220) kutoka katika Mfuko Mkuu wa Kushughulikia Dharura wa Umoja wa Mataifa (CERF) kwa shughuli za misaada katika maeneo tisa yenye dharura duniani na yasiyo na fedha za kutosha. Tanzania—ambayo kihistoria imepokea mamilioni ya wakimbizi kutoka nchi jirani kwa miaka mingi—imetengewa dola za Marekani milioni 11 (Sawa na shilingi za Tanzania bilioni 24) kutoka katika kiasi hicho kwa lengo la kushughulikia mahitaji ya wakimbizi kutoka Burundi.

Zaidi ya raia 126,000 wa Burundi wamekimbilia nchini Tanzania tangu mwezi Aprili, 2015, kufuatia machafuko ya kisiasa nchini humo. Huku tayari wakimbizi 64,000 kutoka Jamhuri ya Kidemokrasi ya Kongo (DRC) wakiwa tayari nchini. Tanzania hivi sasa ina zaidi ya wakimbizi 193,000. Kutokana na ukweli kwamba takribani wakimbizi 1,500 wanawasili nchini kila wiki, inabashiriwa kwamba huenda idadi jumla ya wakimbizi ikafikia 230,000 hadi mwisho wa mwaka 2016. Hali hii inasababisha changamoto nyingi hasa katika kutoa msaada na kinga ya kutosha kwa wakimbizi.

Mchango huu mkubwa kutoka CERF utakuwa muhimu sana katika kutoa misaada ya kiutu kwa wakimbizi wa Burundi wanaoishi katika kambi za Nyarugusu, Nduta na Mtendeli katika mkoa wa Kigoma, Kaskazini Magharibi mwa Tanzania, na vilevile kwa jamii za wenyeji ambazo zinahitaji kwa haraka huduma bora za maji safi, usafi wa kutosha, matunzo ya afya, chakula na makazi. Sehemu ya fedha hizo pia itatumika kushughulikia mlipuko uliopo wa ugonjwa wa kipindupindu ambao umeathiri mikoa 19 nchini. Fedha za CERF kwa hiyo zitasaidia kuhakikisha kwamba maeneo muhimu zaidi katika dharura yanafanyiwa kazi na kwamba wakimbizi wanapewa kinga na huduma za msingi.

“Shirika la Kushughulikia Wakimbizi (UNHCR) linakaribisha mchango huu wenye ukarimu mkubwa kutoka CERF ambao unakuja katika kipindi mwafaka kabisa. Utoaji msaada kwa wakimbizi ulikuwa ukikabiliwa na upungufu mkubwa wa fedha katika mwaka 2015, hali iliyoathiri sana uwezo wetu wa juhudi za pamoja katika mwaka 2015. Tuna imani kwamba hii ni ishara ya kwanza kwa upatikanaji wa fedha nyingi zaidi kwa utoaji msaada katika mwaka 2016. Kwa hakika, mchango huu utasaidia kuziba upungufu mkubwa uliojitokeza katika wito wetu wa sasa na hivyo kushughulikia mahitaji makubwa zaidi ya wakimbizi na jamii za wenyeji,” alisema Mwakilishi wa UNHCR nchini Tanzania, Bi. Joyce Mends-Cole.

Kadiri mahitaji ya kiutu yanavyoongezeka, mchango kutoka katika Mfuko Mkuu wa Kushughulikia Dharura wa Umoja wa Mataifa (CERF) umetoa matumaini ya kuendelea kushughulikia dharura ya wakimbizi kutoka Burundi. Tangu mwaka 2006, Nchi 125 Wanachama wa Umoja wa Mataifa na waangalizi, wahisani kutoka sekta binafsi na serikali katika kanda zinazohusika wameendelea kuusaidia Mfuko huo hadi sasa. CERF hadi sasa imetoa jumla ya dola za Marekani bilioni 4.2 (US$ 4.2bn, sawa na shilingi za Tanzania trilioni 9) kwa miradi ya kiutu katika nchi 94. CERF hupokea michango ya hiyari katika mzunguko wa mwaka ili kutoa msaada wa kifedha kwa hatua za kiutu za kuokoa uhai. CERF inapata fedha zake kutoka kwa washirika wengi huku michango mingi zaidi ikitoka: Uingereza, Swideni, Norwei, Uholanzi na Kanada.

David Cameron’s preferred option of an early referendum on Britain’s membership of the EU edged further away after he failed to broker a deal with the president of the European council, Donald Tusk.

The two men had hoped to finalise a renegotiation of Britain’s relationship with Brussels over dinner at Downing Street so that it could be put to other EU leaders on Monday ahead of a crucial summit in less than three weeks.

An early deal would allow Cameron to call a referendum on the UK’s EU membership before the summer.

But a Downing Street source said that none of the four key areas under negotiation have been agreed. Instead, further negotiations will be left to diplomats or “sherpas” in Brussels on Monday, in the hope that a deal will be put to EU member states on Tuesday.

The No 10 source said that progress had been made, and claimed that Tusk and his team tabled a draft text that makes clear that the UK’s current circumstances meet the criteria for triggering a proposed “emergency brake” on welfare payments to EU migrants.

If given final approval by the EU, this could be used immediately after the vote in a bid to reassure critics it would be effective in slowing the influx of migrant workers.

A deal at the next summit on 18-19 February is seen as vital if Cameron is not to run out of time to put the future of the UK’s membership to the public before the summer holidays.


Tusk emerged from No 10 after less than two hours with Cameron and told reporters that there had been “no deal”. He then tweeted: “No Deal yet. Intensive work in next 24 crucial.”

His words were in sharp contrast to remarks he made entering the building, when he said he was hopeful of a deal.

The four key areas which they hoped to agree upon were the protection of the single market for non-euro countries; a deal on competitiveness by setting a target for the reduction of the “burden” of red tape; an exemption for Britain from “ever-closer union”; and restrictions on EU migrants’ access to in-work benefits such as tax credits.

The emergency brake was put forward by Brussels as an alternative to Cameron’s plan to impose a unilateral four-year curb which other member states ruled out as discriminatory and in breach of the freedom of movement principle.

Before the meeting, government sources said the prime minister was prepared to accept it as a “stopgap” measure – on the condition he received assurances it could be triggered by present levels of immigration and could remain in place “long enough to resolve the underlying problem”.

A No 10 source said that the meeting was “productive” but leaves further work. “Progress is still needed in all four areas. On welfare, the commission has tabled a draft text that makes clear that the UK’s current circumstances meet the criteria for triggering this proposed emergency brake.

“This means that the PM can deliver on his commitment to restrict in-work benefits to migrants for four years,” the source said.


The source said that more work must be done on issues of economic governance and on proposals to tackle abuse of free movement such as sham marriages.

The source insisted that while Tusk had said he wanted to circulate a text on Monday, the prime minister had made clear he only wanted that to happen if it addressed the UK’s issues.

Cameron has previously said he is prepared to hold off with the plebiscite - which must be held by the end of 2017 - if he considers the deal on the table to be inadequate.

Before the meeting with Tusk, Cameron met the chancellor, George Osborne, the foreign secretary, Philip Hammond, and the home secretary, Theresa May, to discuss the proposals.


May is being wooed by pro-Brexit campaigners who hope she will take advantage of the freedom offered by the prime minister and become a figurehead for the out campaign.

The two leaders met at 6.30pm in No 10 and discussed the proposals over a smoked salmon starter, a main dish of fillet of beef with vegetables and pear and apple crumble.


Monday’s continued negotiations on behalf of the UK government will be conducted by Ivan Rogers, the UK’s permanent representative to the EU, and Tom Scholar, who was formerly chief of staff to Gordon Brown.

Eurosceptics have dismissed the proposals on the table as “pretty thin gruel” that would do little or nothing to stem the flow of would-be workers arriving in the UK, notably from eastern European states.

Steve Baker, co-chair of the anti-EU grouping Conservatives for Britain, said Cameron was engaged in a “synthetic” row with Brussels and dismissed the renegotiation as a meaningless farce.
