MMADEA: INVOLVE VILLAGERS IN PLANNING OF VILLAGE PROJECTS SO AS TO LAST LONGER

THE experience shows that if the community is involved the all process of planning and budgeting of the developmental projects there is life of sustainability.

According to the Director of Mazombe Mahenge Development Association (MMADEA), a non-governmental organization based in Iringa region, Mr. Raphael Mtitu, involving community into planning and budgeting systems through the procedure of Opportunities and obstacles to Development (O & OD), there light at end of tunnel.


He said that in order for projects to be sustainable it should involve the community in all stages of planning in order to achieve better results and ultimately implement the expected goals.


Mr. Mtitu made the statement when he was introducing a new project that required community participation in planning in village development projects to the Council Management Team (CMT) in Kilolo district, Iringa region on Friday last week.


He said that many projects being executed on behalf of the people were unable to continue, although the projects would be violated by the people themselves but if they own the project it would provide positive results.


The project for community involvement in planning village development plans will be implemented in four wards and 13 villages in Kilolo District.

It expects to be two (2) from August 2017 to December 2018 and intend to cost one hundred and six million shillings (160 million/-) funding from "The Foundation for Civil Society" (FCS).


Mr. Mtitu said they will implement project in Idete Ward in the Idete, Madege and Kiwalamo villages, Ibumu Ward in Ilambo, Kilalakidewa, Kilumbwa na Ibumu villages, Uhambingeto Ward in Uhambingeto, Kipaduka na Ikuka and Nyanzwa Ward in Igunda, Nyanzwa na Mgowelo villages.


"The purpose of the project is to engage communities in planning and budgeting systems in various sectors using opportunities and obstacles to development (O & OD) process, said Mr. Mtitu.


He said that one of the specific objectives of the project is to increase community participation in access to information in the participatory community planning process and various departmental budgets such as agriculture, education and water.


In addition, MMADEA's director said that activities that will be implemented for the first quarter (August 2017 to 10/2018) are as follows; Make project identification to the district council and development stakeholders to get feedback and advice on the project.


To encourage 390 leaders to see the importance of engaging people in visualizing and setting their priorities using the concept of opportunities and obstacles to development (O & OD).


And also to conducting public meetings to 1,040 people so they can see the importance of their active participation in visualizing and prioritizing their priorities so that they can be incorporated into the village development plan.


Initially, Kilolo District Administrative Secretary-(DAS), Mr. Yusufu Msawaga congratulated MMADEA's organization for bringing the project to their council.


The DAS has directed various leaders of the council and councilors where the project will be implemented in their areas to provide co-operation and motivate citizens to participate fully.


For their part, the ward councilor of Idete, Mr. Bruno Hakimu Kauku and Uhambingeto Councilor, Mrs. Tulinumtwa Alfons Mlangwa collectively, said that the project has come at right time as it will help the people to visualize their projects from the sub-village to the village level.


They said that the project would also increase community participation in planning plans and budgets through the O & OD concept, as well as citizens claiming accountability in implementation.

MKURUGENZI wa shirika lisilo la kiserikali la “The Mazombe Mahenge Development Association” (MMADEA) la mkoani Iringa, Raphael Mtitu amesema ili kuwa na maendeleo endelevu katika jamii ni lazima miradi ishirikishe jamii katika mifumo ya upangaji mipango na bajeti katika setka mbalimbali kwa kutumia dhana ya fursa na vikwazo kwa maendeleo (O&OD).

Alisema kuwa ili miradi iweze kuwa endelevu ni lazima ishirikishe jamii katika kupanga mipango ili kuweza kuwa na matokeo bora na hatimaye kutekeleza malengo yaliyotarajiwa.

Mtitu alisema hayo Ijumaa ya wiki iliyopita wakati kitambulisha mradi wa ushiriki wa wananchi katika kupanga mipango ya maendeleo ya vijiji kwa Kamati ya Uongozi ya Wilaya (CMT) katika Wilaya ya Kilolo, mkoani Iringa.

Alisema kuwa miradi mingi inayoibuliwa kwa niaba ya wananchi inashindwa kuendelea, kumbe miradi hiyo ingeikuibuliwa na wananchi wenyewe na kuimilikishwa itatoa matokeo chanya.

Mradi huo wa ushiriki wa wananchi katika kupanga mipango ya maendeleo ya vijiji utatekelezwa katika kata nne na vijiji 13, ambao unatarajia kuwa miaka miwili (2) kuanzia Agosti 2017 hadi Disemba 2018 na unatarajia kugharimu shilingi milioni mia moja sitini (160,000,000/-), kuwa ufadhili kutoka kwa “The Foundation for Civil Society” (FCS) .

Alisema kuwa watatekeleza mradi katika kata za Idete katika vijiji vya Idete, Madege na Kiwalamo, Kata ya Ibumu katika vijiji vya Ilambo, Kilalakidewa, Kilumbwa na Ibumu, Kata ya Uhambingeto katika vijiji vya Uhambingeto, Kipaduka na Ikuka na Kata ya Nyanzwa katika vijiji vya Igunda, Nyanzwa na Mgowelo.

“Lengo la mradi ni kuishirikisha jamii katika mifumo ya upangaji mipango na bajeti katika sekta mbalimbali kwa kutumia fursa na vikwazo kwa maendeleo (O&OD),” alisema Mtitu.

Alisema kuwa mmoja ya malengo mahususi ya mradi ni kuongeza ushiriki wa jamii katika upatikanaji wa taarifa katika mchakato shirikishi jamii wa upangaji mipango na bajeti za idara mbalimbali kama vile kilimo, elimu na maji.

Aidha, mkurugenzi huyo wa MMADEA alisema kuwa shughuli zitakazo tekelezwa kwa robo ya kwanza (mwezi 8 hadi 10/2017) ni kama zifuatazo;

Kufanya utambulisho wa mradi kwa halmashauri ya wilaya na wadau wa maendeleo ili kupata maoni na ushauri kuhusu mradi huo.

Kufanya uhamasishaji kwa viongozi 390 ili waone umuhimu wa kushirikisha wananchi katika kuibua na kupanga vipaumbele vyao kwa kutumia dhana ya fursa na vikwazo kwa maendeleo (O&OD).

Pamoja na kuendesha mikutano ya hadhara kwa wananchi 1040 ili waweze kuona umuhimu wa wao wa kushiriki kikamilifu katika kuibua na kupanga vipaumbele vyao ili viingizwe kwenye mpango wa maendeleo ya vijiji.

Awali, akitoa salama za serikali wakati kikao cha kitambulisha mradi wa ushiriki wa wananchi katika kupanga mipango ya maendeleo ya vijiji, Katibu Tawala wa Wilaya ya Kilolo (DAS), Yusufu Msawaga alilipongeza shirika la MMADEA kwa kuleta mradi huo kwa halmashauri yao.

DAS huyo aliwaagiza viongozi mbalimbali wa halimashauri hiyo pamoja na madiwani ambao mradi huo utatekelezwa katika maeneo yao kutoa ushirikiano pamoja na kuwahamasisha wananchi kushiriki kikamilifu.

Kwa upande wao, Diwani wa Kata ya Idete, Bruno Hakimu Kauku na Diwani wa Kata Uhambingeto, Tulinumtwa Alfons Mlangwa kwa pamoja walisema kuwa mradi huo umekuja wakati mwafaka kwa vile utasaidia wananchi katika kuibua miradi yao kuanzia ngazi ya kitongoji hadi kijiji.

Walisema kuwa mradi huo pia utaongeza ushiriki wa jamii katika kupanga mipango na bajeti kupitia dhana ya O&OD, pamoja na wananchi kudai uwajibikaji katika utekelezaji.
