MMADEA: INVOLVE VILLAGERS IN PLANNING OF VILLAGE PROJECTS SO AS TO LAST LONGER

THE experience shows that if the community is involved the all process of planning and budgeting of the developmental projects there is life of sustainability.

According to the Director of Mazombe Mahenge Development Association (MMADEA), a non-governmental organization based in Iringa region, Mr. Raphael Mtitu, involving community into planning and budgeting systems through the procedure of Opportunities and obstacles to Development (O & OD), there light at end of tunnel.


He said that in order for projects to be sustainable it should involve the community in all stages of planning in order to achieve better results and ultimately implement the expected goals.


Mr. Mtitu made the statement when he was introducing a new project that required community participation in planning in village development projects to the Council Management Team (CMT) in Kilolo district, Iringa region on Friday last week.


He said that many projects being executed on behalf of the people were unable to continue, although the projects would be violated by the people themselves but if they own the project it would provide positive results.


The project for community involvement in planning village development plans will be implemented in four wards and 13 villages in Kilolo District.

It expects to be two (2) from August 2017 to December 2018 and intend to cost one hundred and six million shillings (160 million/-) funding from "The Foundation for Civil Society" (FCS).


Mr. Mtitu said they will implement project in Idete Ward in the Idete, Madege and Kiwalamo villages, Ibumu Ward in Ilambo, Kilalakidewa, Kilumbwa na Ibumu villages, Uhambingeto Ward in Uhambingeto, Kipaduka na Ikuka and Nyanzwa Ward in Igunda, Nyanzwa na Mgowelo villages.


"The purpose of the project is to engage communities in planning and budgeting systems in various sectors using opportunities and obstacles to development (O & OD) process, said Mr. Mtitu.


He said that one of the specific objectives of the project is to increase community participation in access to information in the participatory community planning process and various departmental budgets such as agriculture, education and water.


In addition, MMADEA's director said that activities that will be implemented for the first quarter (August 2017 to 10/2018) are as follows; Make project identification to the district council and development stakeholders to get feedback and advice on the project.


To encourage 390 leaders to see the importance of engaging people in visualizing and setting their priorities using the concept of opportunities and obstacles to development (O & OD).


And also to conducting public meetings to 1,040 people so they can see the importance of their active participation in visualizing and prioritizing their priorities so that they can be incorporated into the village development plan.


Initially, Kilolo District Administrative Secretary-(DAS), Mr. Yusufu Msawaga congratulated MMADEA's organization for bringing the project to their council.


The DAS has directed various leaders of the council and councilors where the project will be implemented in their areas to provide co-operation and motivate citizens to participate fully.


For their part, the ward councilor of Idete, Mr. Bruno Hakimu Kauku and Uhambingeto Councilor, Mrs. Tulinumtwa Alfons Mlangwa collectively, said that the project has come at right time as it will help the people to visualize their projects from the sub-village to the village level.


They said that the project would also increase community participation in planning plans and budgets through the O & OD concept, as well as citizens claiming accountability in implementation.
