WAZIRI WA AFYA AKAGUA UTOAJI WA HUDUMA ZA AFYA KATIKA MAJIMBO YA MTWARA VIJIJINI, MASASI NA NDANDA



Waziri wa Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Mh. Ummy Mwalimu (wa pili kushoto) akiwasili katika hospitali ya Rufaa Ndanda Mission.

Waziri wa Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Mh. Ummy Mwalimu pamoja na Mganga Mkuu wa Serikali Prof. Mohammed Bakari wametembelea Hospitali ya Mji wa Masasi (Mkomaindo), Hospitali ya Rufaa Ndanda Mission na Kituo cha Afya cha Nanguruwe kilichopo Jimbo la Mtwara Vijijini.

Katika ziara hiyo ya siku 2 Mh. Ummy alipata fursa ya kukagua shughuli mbalimbali za sekta ya afya ikiwemo kukagua wodi za wagonjwa, maabara pamoja na kusikiliza kero mbalimbali kutoka kwa watumishi wa idara ya afya na wananchi katika utoaji wa huduma za afya katika maeneo hayo.

Mh. Ummy alisema kuwa serikali ya awamu ya tano chini ya Mhe Dk. John Pombe Magufuli imejikita zaidi katika kuwahudumia wananchi hasa wa kipato cha chini kwa kuimarisha Nidhamu na Uwajibikaji kwa Watumishi wa Umma. Pamoja na kusimamia Uwazi na matumizi bora ya rasilimali za Taifa.

Licha ya kukiri kuwa sekta ya Afya inakabiliwa na changamoto mbalimbali Mh. Ummy aliwapongeza na kuwashukuru madaktari na wauguzi kwa kazi na nzuri wanayoifanya ktk kutoa huduma kwa wananchi. Alieeleza kuwa Serikali inatambua na kuthamini kazi yao na imedhamiria kutatua changamoto zilizoko katika utoaji wa huduma ikiwemo kuongeza watumishi wa afya na kununua vifaa tiba na kuboresha mazingira ya kazi ya watumishi wa afya hasa walioko pembezoni.

Aliwaasa wananchi kuwathamini madaktari na waaguzi na iwapo kuna malalamiko dhidi ya watumishi hao basi wananchi wazingatie Sheria, Kanuni na Taratibu ktk kuonyesha malalamiko yao badala ya kujichukulia sheria mkononi.

Alisema, Hata hivyo wapo watumishi wachache ambao wanafanya kazi kwa kutozingatia maadili ya kazi na viapo vyao, hivyo aliwataka wabadilike kwani Serikali ya awamu ya 5 haitamvumilia mtumishi yeyote anaejihusisha na vitendo vya rushwa na uzembe kazini.

Pia aliwaasa watumishi hao kujiepusha na mambo ambao yanaweza kuleta mgongano na hisia mbaya kwa wananchi. Mfano tuhuma dhidi ya mfamasia wa Wilaya kumiliki maduka matatu ya 3 ambapo mhe Waziri ameelekeza uchunguzi wa TAKUKURU ufanyike.

Katika Hospitali ya Mkomaindo, Mhe Ummy ameipongeza Halmashauri ya Mji wa Masasi kwa mafanikio waliyopata ktk ukusanyaji wa mapato ambapo baada ya kufunga mfumo wa kukusanya mapato wa kielektronik mapato yao yameongezeka kutoka shs 500,000 hadi 1,500,000 kwa siku. Amezitaka Halmashauri zote nchini kuiga mfano wa hospitali ya Mkomaindo kwa sababu hatua hii itachangia sana kuboresha utoaji wa huduma za afya kwa wananchi ikiwemo uwezo wa Halmashauri wa kununua dawa na vifaa tiba.

Katika Kituo cha Afya cha Nanguruwe Mh. Ummy aliihimiza Halmashauri kukamilisha ujenzi wa wodi mbili ili Kituo hicho kiweze kupandishwa hadhi kuwa Hospitali ya Wilaya. Pia aliwataka kuongeza jitihada katika kuingiza wananchi/kaya nyingi katika Bima ya Afya kwani asilimia 5 wa waliojiunga ni ndogo sana.


Waziri wa Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Mh. Ummy Mwalimu akiongea na wananchi ili kujua kero zao katika ziara ya siku mbili mkoani humo.

Katika Hospitali ya Rufaa ya Mission Ndanda Mhe Ummy ameipongeza kwa kufanyia kazi agizo lake la wiki mbili zilizopita la kuzitaka hospitali za Taasisi za Dini zinazopokea ruzuku ya Serikali (Fedha na au Watumishi) kutekeleza kwa vitendo sera za Taifa za Serikali ikiwemo ya Matibabu Bure kwa Wajawazito, Watoto chini ya umri wa miaka 5 na Wazee. Hospitali ya Rufaa Ndanda imekubaliana na Halmashauri ya Wilaya ya Masasi kuanza utekelezaji wa jambo hili kuanzia Julai 1, 2016.

Mh. Ummy pia amepongeza upatikanaji wa huduma za uchunguzi na matibabu bure ya Ugonjwa wa Kifua kikuu hospitalini hapo ambapo alisema ni asilimia 10 tu ya vituo vya afya/Hospitali binafsi nchini zinazotoa huduma hizo licha ya Serikali kuwa tayari kuvipatia vifaa vya uchunguzi na dawa bure. Mhe Ummy amezitaka hospitali nyingine binafsi kuunga mkono jitihada za Serikali za kutokomeza ugonjwa wa Kifuu kikuu kama sehemu ya mchango wao kwa jamii.

Mhe Ummy pia ametembelea Chuo cha Maafisa Tabibu na Chuo cha uuguzi vilivyoko Masasi.


Waziri Ummy akiongea na wagonjwa aliowakuta wakisubiri huduma katika hospitali ya Mkomaindo Masasi.

Donald Trump retracts call for women who have abortions to be 'punished'

Republican frontrunner tells MSNBC there needs to be ‘some form of punishment’ for women, though he later disavowed controversial remarks

Women who have abortions should be punished if the practice were illegal, Republican presidential frontrunner Donald Trump said on Wednesday, before retracting his claim amid an outcry.


Trump, who has held opposing positions on the abortion in the past, said women should receive “some form of punishment” if it were banned in the US. He was unable to say whether he believed the punishment should be a small fine or a long prison sentence.

The remarks prompted an outcry from all quarters, and once again underscored his poor approval ratings among women. The Democratic frontrunner, Hillary Clinton, decribed the comments as “horrific and telling”. Anti-abortion campaigners, who focus their efforts on punishing those who carry out abortions, distanced themselves from the remarks.

Amid the storm, Trump issued a swift clarification of the comments. His position “had not changed”, he said, despite going on to fully recant the earlier statements he made to interviewer Chris Matthews on MSNBC.

The latest Trump conflagration began during the taping of a town hall event, when Matthews asked him to define his “pro-life” stance and assertions that abortion should be banned.

“Do you believe in punishment for abortion – yes or no – as a principle,” asked Matthews.

“The answer is there has to be some form of punishment,” said Trump.

“For the woman?” Matthews said.

“Yeah, there has to be some form,” Trump replied.

“Ten cents, 10 years, what,” Matthews asked again, pressing.

“That I don’t know,” said Trump.

The 90-second exchange inflamed Democratic pro-choice advocates, Republicans who have criticized Trump for flip-flopping on the issue, and anti-abortion advocates.


In a 1999 interview, Trump described himself as “pro-choice in every respect”, and also said he would not “ban abortion” if he was ever elected president. But his position as a presidential candidate has changed starkly.


Trump later tried to clarify his position in a statement.

However, he seemed to acknowledge that the establishment of any anti-abortion law would fall to Congress or state legislatures.

“If Congress were to pass legislation making abortion illegal and the federal courts upheld this legislation, or any state were permitted to ban abortion under state and federal law, the doctor or any other person performing this illegal act upon a woman would be held legally responsible, not the woman. The woman is a victim in this case as is the life in her womb. My position has not changed – like Ronald Reagan, I am pro-life with exceptions,” the statement said.

Democratic frontrunner Hillary Clinton wrote in a Twitter post soon after the remarks emerged: “Just when you thought it couldn’t get worse. Horrific and telling.”

Planned Parenthood Action Fund, the political arm of America’s best-known abortion provider, said the statements were tantamount to an incitement of violence.

The Susan B Anthony List, an anti-abortion group, attempted to clarify the position of the anti-abortion lobby, calling Trump a “convert” to the movement.

“[Let] us be clear: punishment is solely for the abortionist who profits off of the destruction of one life and the grave wounding of another,” said president Marjorie Dannenfelser in a statement.

The exchange prompted immediate questions for other Republican candidates about how they would enforce an “abortion ban”.

Ohio governor and Republican nominee hopeful John Kasich told Chuck Todd the same afternoon that punishing women who have illegal abortions, in the hypothetical situation that there were a ban, was not “an appropriate response”.

“Absolutely not, and I mean I do have exceptions for rape, incest and the life of the mother,” Kasich said.

Todd asked how an “abortion ban” would be enforced.

“Well, look,” said Kasich, “I think [the exceptions are] rape, incest, life of the mother, and perhaps you build some restrictions, but I think you have to be very careful in the way you do it.”

In a statement issued by his campaign, Ted Cruz dismissed Trump’s remarks as a cry for attention.

“Once again Donald Trump has demonstrated that he hasn’t seriously thought through the issues, and he’ll say anything just to get attention,” the Republican presidential candidate said. “On the important issue of the sanctity of life, what’s far too often neglected is that being pro-life is not simply about the unborn child; it’s also about the mother – and creating a culture that respects her and embraces life. Of course we shouldn’t be talking about punishing women; we should affirm their dignity and the incredible gift they have to bring life into the world.”

Mwaka 2016 unakuwa mwaka wa neema kwa Tanzania kupata fursa ya kuandaa Mkutano unaowakutanisha wadau wa intaneti (African Peering and Interconnection Forum), mkutano unaotaraji kufanyika Agosti 31 – Septemba 1, jijini Dar es Salaam.

Akizungumzia mkutano huo, Meneja Mwandamizi wa Maendeleo wa Taasisi ya Internet Society, Michuki Mwangi amesema mkutano huo unalengo wa kukutanisha wadau mbalimbali wa intaneti ili kutanua miondombinu ya intaneti katika bara la Afrika.

Amesema taasisi yake inapenda kuona huduma ya intaneti ikipatikana kwa urahisi kwa watumiaji wake Afrika na hivyo kupitia mkutano huo wataweza kutazama jinsi gani wanaweza kushirikiana na kubadilishana takwimu za watumiaji wa mitandao kwa bara zima la Afrika.

“Tunatambua kuwa watumiaji wa intaneti wanazidi kuongezeka na kupitia mkutano huu tutaweza kuangalia jinsi gani tunaboresha huduma ya intaneti iwe bora ili iweze kutumiwa na watu wengi zaidi,” amesema Mwangi.

Nae Mkurugenzi Mkuu wa Mamlaka ya Mawasiliano nchini (TCRA), Dkt. Ally Simba amesema mkutano huo una umuhimu kwa Watanzania kwa kupata fursa ya kujifunza na kubadilishana mawazo na watu kutoka mataifa mengine katika huduma ya intaneti.

Amesema kwa sasa Tanzania bado ina changamoto nyingi katika huduma ya intaneti na kupata nafasi hiyo ya kuandaa mkutano kutakuwa na faida kwa mashirika yanayotoa huduma ya intaneti ili kuwawezesha kutambua ni jinsi gani wataboresha huduma kwa wateja.

“Nchi yetu inawatumiaji wengi wa intaneti ila bado kuna changamoto nyingi ikiwepo usalama wa mtandao na serikali inafanya jitihada nyingi kumaliza changamoto hizo na kupitia mkutano huu tunaamini utasaidia zaidi Watanzania kupata kitu kipya katika huduma ya intaneti,” amesema Simba.

Kwa upande wa Mwenyekiti wa TISPA, Vinay Choudary amesema Watanzania wengi bado hawajafahamu umuhimu wa intaneti kutokana na kutokuwa na ujuzi wa kutosha kuhusu intaneti lakini kupitia mkutano huo ulioandaliwa na Internet Society wataweza kuapata elimu mpya kuhusu intaneti.
