Kauli hiyo imetolewa mapema jana na Naibu huyo wa Waziri wa Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Dkt. Kingwangalla alipofanya ziara katika Ofisi za Mpango wa Taifa wa Damu Salama zilizopo jijini Dares Salaam.

Dk. Kigwangalla amefafanua kuwa, kwa watu wote ikiwemo Nesi, Daktari ama mtaalamu wa afya, atakayemtoza mtu damu, atachukuliwa hatua kali ikiwemo kufukuzwa kazi.

“Kwa watanzania wote, msikubali kutoa rushwa kwa ajili ya damu. Na kama itatokea Nesi ama Daktari ama nani, anakuambia ulipie ili upate damu!. Kwa sababu kuna uhaba wa damu kwa sasa.. Ripoti kwa Mkuu wa Wilaya, Mkuu wa Mkoa ama Daktari Mkuu husika ama fika Wizara ya afya moja kwa moja na kuna namba tutaitoa kwa watanzania wote mtupatie ripoti.

Mtu atakayekutoza damu, wewe tuambie, huyo tutamfukuza kazi moja kwa moja, hatuwezi kuendekeza watu wa namna hii... Serikali inaingia gharama kubwa kukusanya damu kwa watu, Kuna watu wanajitolea damu zao bure. Leo wewe nesi ama mganga ukauze damu, hilo jambo hatutakubali hata kidogo kwa hiyo natoa rai kwa watanzaia hiyo damu ni bure na haiuzwi na usikubali kuuziwa damu hata kidogo.” Ameeleza hilo Dk. Awali katika ziara hiyo, Dk. Kigwangalla ameipongeza Ofisi ya Mpango wa Taifa wa Damu Salama kwa kazi wanayofanya na ubunifu waliofikia wa kuhusisha Halmshauri katika ukusanyaji wa damu huku wao wakisimamia kudhibiti viwango vya damu ya matumizi kwa watanzania huku akitumia wasaha huo kutoa maelekezo ya kuboresha mfumo wa motisha kwa wanaochangia damu salama ambapo kwa wachangiaji damu kuingizwa kwenye mfumo wa kieletroniki wa kuwatambua watu wanaochangia damu, kutoa taarifa jinsi damu zao zilivyookoa miasha ya wagonjwa na kuwapa motisha ili waweze kuwa wachangiaji endelevu.

“Motisha sio soda na maji kwa wanaochangia damu. Motisha ni hata kupewa taarifa kwamba damu yake imesaidia kuokoa maisha ya mwanadamu mwenzake aliyekuwa anaumwa ugonjwa fulani, hii ni motisha kubwa sana kuliko hata pesa, ama soda ama maji yanayotolewa anapochangia damu..

Lakini kama imeshajitokeza mtu kuwa na tabia ya kuchangia damu, huyu sio wa kumpoteza, maana yake kuna uwezekano mkubwa wa akarudi tena kuchangia damu, mtu huyu ni lazima kuwe na mfumo wa kielekrioniki wa komputa wa kumtakia salamu, taarifa na anakuwa kwenye database yenu.

“Mnatakiwa muwe na mfumo wa kumpa taarifa pindi damu yake imetumika, ikiwemo kumueleza kuwa damu yako imemsaidia Mama mjamzito aliyejifungua na kutokwa damu nyingi, na mtu huyo akipata taarifa hiyo ni motisha tosha hivyo ni lazima muwe na huo mfumo kutoa motisha zaidi.

Awali akielezwa na Meneja wa kanda ya Mashariki katika Ofisi za Mpango wa Taifa wa Damu Salama zilizopo jijini Dar es Salaam, Eveline Mgassa kwamba changamoto zilizopo katika upatikanaji wa damu nchini ni halimshauri kutenga bajeti za kutosha kwa ajili ya huduma hiyo, Kwa hatua hiyo, Dk. Kigwangalla ameziagiza Halmshauri zote nchini kuhakikisha zinatenga bajeti za kutosha ilikusapoti mpango wa damu salama.

Katika hilo Dk. Kigwangalla ameapa kuwashughulikia wale wote watakaozembea na kuwachukulia hatua kali Ma DMO, Wakurugenzi na kushtakiwa kwa mamlaka zilizopo na kufukuzwa kazi.

“Naziagiza Halmashauri zote kuhakikisha zinatenga bajeti za kusapoti mpango wa ukusanyaji damu salama. Na Halmashauri zitakazoshindwa, DMO na Mkurugenzi wake tutahakikisha tunawashtaki kwa mamlaka zilizowateua ili uteuzi wao ukome mara moja. Maana hatuwezi kuacha akinamama wajawazito wapoteze damu wakati wa kujifungua, watu wanaopata ajali wapoteze maisha kwa sababu ya watu hawataki kutimiza wajibu wao.

Hilo haliwezi kukubalika, Mfumo wa hali ya damu kwa Tanzania kwa sasa unatisha. Kwa sasa nchi inakiwango cha chini mno, tokea wafadhili wajiondoe katika hili. Ni lazima tuwe makini sana maana leo mzima kesho umepata ajali, umepasuka mfupa wa kwenye paja damu nyingi zimemwagika unahitaji damu!!

Kwa upande wa watu wote wanaopata damu salama nchini, huduma hiyo wanazipata bure kwani damu hizo ni za Serikali, Hata hivyo mifuko na vitu vinavyotumika kuhifadhia damu hiyo vina gharama kubwa.

“Damu inatolewa bure na serikali. Mtambue kuwa, vifaa vya kutunzia damu hii ni gharama kubwa. Hivyo mifuko mashirika ya Bima, na mashirika mengine kuanzia leo kutazama namna ya kulipa gharama za vifaa vya utunziaji damu hizo. Damu ni bure, lakini mfuko ule wa kutunzia ile damu ni gharama kubwa sana na hata vifaa vya kupimia damu ile nayo ni gharama kubwa hivyo walipie kwa kila damu watakayochukua.” Alieleza Dk. IRINGA MUNCIPAL COUNCIL VOWS TO INCREASE REVENUE COLLECTION





IRINGA Municipal Council (IMC) plans to raise the revenue collection from 2.5 billion shillings to reach seven billion shillings during the 2016/2017 financial year in order to improve and provide key social services for people, hence economic development.

Iringa Urban Municipal Mayor Alex Kimbe made the statement in his New Year message when he was addressing a public meeting organized by Chama cha Demokrasia na Maendeleo (CHADEMA) meant to thank Iringa residents for voting them into power in which they won the parliamentary seat and 14 seats for ward councilors.

The mayor who is ward councilor for Isakalilo Ward (CHADEMA) in his new year message during public rally held at Mwembetogwa grounds said he thanked the Iringa urban residents for trusting them by giving them a landslide victory during the October 25, 2015 general elections in which the won a parliamentary seat and 14 out 18 wards. 

Iringa urban Constituency Member of Parliament Rev. Peter Msigwa (CHADEMA) said together with the full council members in collaboration council experts they have planned to improve the town council to become a city in the near future and urged the municipal authority to survey as many plots as possible so that they can avoid squatter houses.

Rev. Msigwa said the problem of squatting in Iringa town is due to lack of demarcated plots which forced people build houses in unlawful areas which later on demolished by the government for not following the procedures of town council by-laws.

He said there should be no urban farming to be conducted within the municipal council area but such farming practice should be done outside the urban area.

He said that there some people with financial power possessing large areas of land in town and was practicing commercial farming instead doing such kind of farming outside the urban center, adding that all those people with bigger lands, their lands should be re-demarcated and give land to people who don’t have land.

During the meeting, attended also by special seats members of parliament Suzan Mgonokulima (CHADEMA) and Grace Tendega (CHADEMA), Mayor of the Municipality of Iringa Alex Kimbe and all councilors of the party, Rev. Msigwa said apart from the traders, the municipal council councilors will cross-check with the statements of payment taxes, especially the buildings of Chama cha Mapinduzi (CCM) in Iringa which he claimed that they were tax invaders.

"There are allegations that puts CCM here Iringa not paying taxes on his various buildings. These buildings including Samora memorial stadium, CCM Regional office building and also some business stalls popularly known as ‘Vibanda vya CCM’, "Rev. Msigwa said.

MP Msigwa said they will do the verification in all these buildings to make sure there is legitimacy of the government which enables them to collect taxes from various projects paid the required taxes.

On her part, CHADEMA Regional Party Secretary Suzan Mgonokulima has asked Iringa residents not to doubt their performance of elected opposition party leaders but should trust them they will undertake the development that was true for the municipality and his people.

Suspected UK extremist and English-speaking boy warn of attacks in Isis clip

Intelligence agencies investigate after video purportedly showing murder of five people is presented by British-sounding man and boy in military fatigues

An extremist suspected to be British and a young English-speaking boy have appeared in a new Islamic State propaganda video that appears to show the murder of five hostages accused of being UK spies.

The 11-minute footage, which was released by the Isis media wing, includes a “message for David Cameron”, read by a masked man with a British-sounding accent who threatens attacks in the UK.


Why Isis fights


Standing behind five kneeling hostages in orange jumpsuits, the unknown extremist repeatedly points a gun at the camera while claiming to be preparing an invasion of Isis fighters in Europe.

The video then appears to show the murder of the hostages, who allegedly “confess” to having completed reconnaissance missions that were sanctioned by British authorities.

The clip, which has not been independently authenticated, concludes with footage of a young child in military-style fatigues, who warns in English: “We are going to go kill the kafir [non-believers] over there.”

In a seemingly deliberate emulation of Isis videos featuring the British extremistMohammed Emwazi, the footage focuses on one man wearing a balaclava and repeatedly addressing the prime minister directly.

Gesticulating in a manner similar to that used by Emwazi, who was also known as Jihadi John, the unnamed terrorist repeatedly waves a gun at the camera as he references British airstrikes in Syria.

On Sunday, UK security agencies began the hunt for what appears to be a Briton in the Isis video.

British investigators do not yet know the identity of the man taunting Cameron and making threats directed against the UK. They saw the video for the first time along with the rest of the world.


To establish the identity of the man wearing the balaclava, British investigators will have to rely on voice analysis and by monitoring chatter on Twitter and other social media, as well as other electronic communication, to search for clues.

Why has the AK-47 become the jihadi terrorist weapon of choice?


They might get lucky and establish his identity quickly, but the investigation is still at an early stage. It will probably be protracted – and is expected to take several months.

A Foreign Office spokesman said the video was “Daesh propaganda”, using another name for the terror group, and added that the government was examining its content.


An FCO source said it was likely Isis was trying to divert attention from “its recent military failings in Iraq and its inability to look after people in the areas that it controls”.

The pool of Britons fighting in Iraq and Syria is large. About 800 whose identities are known have gone to fight in Syria and Iraq, of whom 400 have returned to the UK. Between 50 and 100 Britons have died there, leaving about 300 still active.


Although it is possible his trip to the Middle East may have gone undetected, the suspected Briton is likely to be one of those 300.


Investigators have no way of authenticating the video but are working on the assumption that it is real. The man, in addition to delivering an anti-British tirade, gives the impression that he was also involved in the execution, but the footage may have been edited. He does not appear to have a regional or working-class accent.

The young boy in the video is not necessarily British and could easily be a Syrian or Iraqi who picked up some English.


The hostages, who are accused of being paid to gather information about Isis in Raqqa, Syria, are said to be aged between 25 and 40. The men are all labelled asmurtad in the footage – meaning apostate in Arabic. They appear to ask for forgiveness and call for Muslims to return to the faith.

Ubi Muhammad Abdul Ghani, 26, and Ha’il Marwan Abdul Razaq, 40, are both described as cameramen. Faisal Hamud al-Ja’far and Umaar Hamud al-Ja’far, both 25, as well as Mahyar Mahmud al-Uthmaan, 31, are named as the three remaining hostages, who appear to be shot dead by Isis extremists.

Ghani appears to say in Arabic translated by the Guardian that he had agreed to do covert camera work, such as taking videos and stills, in the city that is now an Isis stronghold. The video, he said, had been used by the BBC and other media. The BBC declined to comment.


Iraqi forces retake Ramadi from Isis - in pictures


British intelligence agencies never comment on whether someone is an agent. Their stock line is that they promised to protect the identity of agents and so never issue either a confirmation or a denial.

Charlie Winter, a senior researcher in transcultural conflict at Georgia State University in Atlanta, said: “Among other things, Isis is trying to seize the initiative again, having taken a major hit with the loss of Ramadi [in Iraq].”

He added that there had been an increase in propaganda videos and photo essays in recent weeks, designed to “divert attention away from big tactical blows like Ramadi”.

Winter added: “Leaving the executioner unnamed will cause an inevitable scramble, on the media’s part, to figure out who he is, thereby ensuring renewed prominence for Isis in the news.”

Regarding the appearance of an English-speaking child, the academic said: “There is, sadly, nothing strange about it – children are regularly used by Isis to execute alleged spies.”
