Tom Watson refuses to apologise over Leon Brittan allegations

Labour deputy leader responds to David Cameron’s suggestion that he ‘examine his conscience’ in statement to MPs

Tom Watson has issued a defiant response to the prime minister’s demands that he apologise for putting the police under pressure to reopen a rape investigation into former Conservative home secretary Leon Brittan.

Labour’s deputy leader told parliament on Monday that it was the children who had been victims of abuse who deserved an apology after he was urged earlier in the day to “examine his conscience” by David Cameron.

Watson’s statement follows a sustained pursuit of the deputy leader by the Conservatives since last Tuesday’s Panorama programme, which examined his role in forcing police to investigate multiple claims of sexual abuse.

Lord Brittan died in January without knowing that he had been cleared of suspicion from the allegation he had raped a woman. It has emerged that Watson had earlier written to the director of public prosecutions, Alison Saunders, about an allegation of rape when he learned that the police inquiry was being dropped.

Watson had already apologised on Friday last week for saying that Brittan was “close to evil”. When he was asked to respond to a point of order from Sir Nicholas Soames who said he had “vilely traduced” the former home secretary, the Labour deputy leader told the Commons: “I understand that honourable and right honourable members feel aggrieved that Leon Brittan was interviewed by the police and that they are angry with my use of language. But I’m sure that they would also agree that when anyone is accused of multiple sexual crimes by numerous, completely unrelated sources, the police have a duty to investigate, no matter who it is.”

Addressing Cameron’s comments, he said the survivors of abuse have been ignored and belittled for too long. “Earlier the prime minister said that I should examine my conscience. Well, I think we all need to examine our consciences in this house. We presided over a state of affairs where children have been abused, and then ignored, dismissed and then disdained. If anyone deserves an apology, it’s them,” he said.

In unusually tense scenes, as Watson sat down, some Tory MPs shouted “shame” and “disgrace” across the floor of the House of Commons.

In an interview with Heart radio on Monday morning, Cameron had increased the pressure upon Watson. “It’s clear he [Watson] has got a lot of questions to answer and the House of Commons select committees are quite rightly going to ask him some questions. And so I’m sure that he should answer those questions and examine his conscience about whether he’s said enough so far,” he said.

The Conservative MP Nigel Evans, who was cleared of rape and sexual assault allegations after a high-profile trial last year, said Watson’s refusal to apologise for “hounding Leon Brittan beyond the grave” called into question his judgment as deputy Labour leader.

“If he had an ounce of compassion at all then he would realise the untold damage he has done to the Brittan family. The stress and trauma that he perpetrated to them is really quite difficult to put into words – it’s tantamount to a campaign of terror that he’s waged on this family.”

Evans also questioned the propriety of Saunders for passing Watson’s letter to the detectives investigating Brittan. “There’s no doubt that the police receiving that letter from the director of public prosecutions would view it as a clear indication of where they should go,” he said.

Sir Samuel Brittan, Leon’s brother, said Watson should resign. “I don’t think he knew anything about my brother. I think he was just looking for scandal because he’s not intelligent enough to do his proper job as an opposition MP,” he told ITV News.

The MP for West Bromwich East later refused to issue a personal apology to family members of Brittan. He told Channel 4 news: “We can never again allow victims to have their voices unheard in the criminal justice system. All I can say to you is that there is far more to this case than meets the eye.”

Asked whether he would now speak to Brittan’s family, Watson said: “I’m not entirely certain whether that would be productive.”

The alleged rape victim, known as “Jane”, reported the alleged offence to police in 2012 but officers told her in 2013 they had no plans to either arrest or interview Brittan. It is understood that Jane then asked the news website Exaro to arrange a meeting with Watson so that she could tell him about the police response to her allegations.

Watson then announced that he had written to Saunders demanding a review of the police investigation, suggesting that the police were unwilling to investigate Brittan over the alleged rape because of his status.

Detailed extracts of Watson’s letter were published by Exaro in May last year. Watson, who released the letters himself on Monday, wrote: “I am driven to the unpalatable conclusion that the identity of the alleged perpetrator – [name redacted] – may in some way have influenced treatment of the case. I hope I am wrong.” He added that there had been a “sea change in the climate surrounding rape, historic[al] cases in particular. Why is it that the tide has not reached this case?”

Saunders replied saying that the Met police investigation was “a live one” and would forward Watson’s letter to the police.

Weeks after Watson’s letter, detectives interviewed Brittan, who was dying of cancer, under caution at the central London offices of law firm Mishcon de Reya.

Senior Tories remain angry that it took police so long to clear Brittan. A senior Scotland Yard officer wrote to Brittan’s widow last week to apologise for failing to tell the family before the peer’s death in January that he had been cleared of the rape allegations. The mayor of London, Boris Johnson, is expected to receive a full explanation from the Met police this week.

Cameron’s intervention followed several stories about Watson’s involvement in the claims against Brittan. The Telegraph claimed that a senior detective, CI Paul Settle, former head of the Met paedophile unit, stepped down from the VIP child sex abuse inquiry following a series of interventions by Watson.

The home affairs select committee will consider whether to call Watson at a meeting on Tuesday afternoon.

Mdahalo wa wagombea ubunge katika Jimbo la Iringa Mjini, jana ulishindwa kufikia tamati kutokana na wafuasi wa wagombea wa vyama hasa CCM na Chadema kuanzisha fujo zinazotokana na ushabiki.

Mdahalo huo ulianza saa 6:30 na ulikuwa umalizike saa 9:00 jioni lakini ulilazimika kumalizika saa 8:40 baada ya hali ya hewa kuchafuka kutokana na wafuasi wa Mgombea wa CCM Frederick Mwakalebela na wa Chadema Mchungaji Peter Msigwa kukamiana na kuanza kurushiana maneno ya kejeri na vijembe.

Hatua hiyo ilianza mara baada ya washiriki kutakiwa kuuliza maswali yanayolenga maendeleo ya wana Iringa wote bila kujali itikadi zao za vyama na ambayo yangejibiwa na wagombea wote sita wa ubunge katika jimbo hilo, lakini wafuasi wa vyama hivyo viwili hasimu hawakuzuia hisia zao kwa kuuliza maswali yanayolenga kumshambulia mgombea aidha wa Chadema au CCM na hivyo kuzua hali ya kuzozana.

Mdahalo huo ulikuwa umeandaliwa na Chama Cha Waandishi wa Habari Mkoa wa Iringa (IPC) kwa kushirikiana na Umoja wa Vilabu vya waandishi wa habari Tanzania (UTPC), ambapo Mwenyekiti wake Frank Leonard anasema malengo ya kuandaa mdahalo huo ni kutoa fursa kwa wananchi wa Iringa Mjini kusikiliza sera za wagombea wao na kuwauliza maswali namna watakavyotatua changamoto zinazowakabili wananchi.

RAIS Mstaafu wa awamu ya tatu Benjamin Mkapa ametoa wito wa kufanyika kwa mabadiliko katika mfumo wa uendeshaji wa Umoja wa Mataifa ili kukidhi mahitaji ya sasa ya dunia.

Mkapa alisema hayo jana katika mdahalo kwenye juma la Umoja wa Mataifa ambalo linamalizika leo katika maadhimisho ya miaka 70 tangu kuundwa kwa umoja huo. Mdahalo huo umefanyika katika Ukumbi wa Kimataifa wa Mwalimu Nyerere jana.

Mkapa ambaye alichukua muda wake mwingi kuelezea na kuangalia maslahi ya Umoja wa Mataifa kwa dunia na changamoto inazokabiliana nazo, alisema kwa muda sasa dunia inataka mabadiliko katika uendeshaji wa Umoja huo lakini wanaonufaika na mfumo wa sasa wamekuwa wagumu kukubali mabadiliko.

Alisema kuna mambo sasa yanatokea yanayohatarisha usalama wa mataifa, lakini hatua zinazopendekezwa zinashindwa kuchukuliwa kutokana na kuendelea kuwapo kwa tabia ya vita baridi kati ya mataifa makubwa yenye kura ya veto katika umoja huo.

Alisema yeye anaungana na watu wengine duniani wanaotaka mabadilio katika Umoja huo yatakayozingatia jiografia za kisiasa duniani zinazoweza kusaidia kuinua uwezo wa utekelezaji wa Vyombo vya Umoja wa Mataifa likiwemo baraza Kuu na Baraza la Usalama.

Alisema kwamba yapo baadhi ya mataifa na wakazi wa dunia hii ambao wanataka kuondolewa kwa kura ya turufu inayomilikiwa na mataifa kadha kutokana na makubaliano ya vita kuu ya pili ya dunia.

Alisema anafahamu kwamba Afrika inakubaliana na suala hilo kimsingi ingawa lina changamoto yake kwamba nini kitatokea kama kura hiyo ya turufu itaondolewa.

Hata hivyo, Mkapa alisema kwamba masuala ya usalama wa dunia ni nyeti sana kubaki katika mikono ya watu wachache na kutaka uwezo huo kupewa dunia kwa kuiwekeza katika sheria ya kimataifa inayotaka uwajibikaji wa pamoja katika masuala ya usalama.

Alisema katika kongamano hilo la vijana kwamba Afrika imepitisha azimio la pamoja Machi 8,2005 la kutaka mabadiliko makubwa katika vyombo vya Umoja wa Mataifa na umoja wenyewe.

Mapendekezo hayo yaliyotambulika kama makubaliano ya Ezulwini yanataka mabadiliko makubwa katika uendeshaji wa vyombo vyote vikubwa vya Umoja wa Mataifa ikiwamo baraza la Usalama, baraza Kuu na ECOSOC.

Alisema anaomba Mungu mabadiliko hayo yaje kwa kuelewana lakini si kwa sababu iliyoanzisha Umoja huo na vyombo vyake, vita kuu ya pili ya Dunia.

Alisema hali bora ya baadae ya dunia kimsingi inategemea ushirikiano wa mataifa huru kama ilivyoelezwa katika nadharaia zenye uhalisia kamili.

Alisema pamoja na kwamba kunachangamoto nyingi Umoja huo umekuwa jukwaa jema la kuangalia mustakabali wa dunia na wakazi wake.

“Umoja wa Mataifa umefanyakazi njema kabisa katika maeneo ya misaada ya kiutu, utunzaji wa mazingira na maendeleo ya jamii na uchumi” alisema na kuongeza kuwa anasikitishwa na watu wanaoitazama UN katika upande wa siasa pekee na kulalamikia.

Alisema Umoja wa Mataifa na mashirika yake wamekuwa wakifanyakazi kubwa na shughuli zao kwa kipindi kikubwa zimekuwa zikienda vyema kwa kutoingiliwa na siasa za Baraza la Usalama.

Mkapa alisema akiwa mwafrika ambaye nchi yake ilishawahi kusimamiwa na Umoja huo na sasa ina miaka 54 ya Uhuru atakosa shukurani kwa jinsi umoja huo ulivyohangaika kuondoa ukoloni barani Afrika.

Alisema kwamba UN imekuwa ikifanya vyema kuandaa mataifa hayo kujitawala.

Aidha alimpongeza Katibu Mkuu wa Umoja wa Mataifa, Ban Ki Moon kwa juhudi zake na hasa hotuba yake aliyoitoa Malabo, Equatorial Guinea Juni mwaka jana wakati alipozindua sherehe za miaka 70 za Umoja wa Mataifa.

Alisema katika miaka 70 Umoja huo umefanikiwa kutokomeza ubaguzi wa Rangi barani Afrika, kukabiliana na maradhi na kupambana kutengeneza amani na kuzuia vita.

Alisema pamoja na mafanikio hayo miradi na mipango ya maendeleo ambayo yameweka dunia katika mstari mmoja kama malengo ya millennia na sasa malengo ya maendeleo endelevu yamefanya dunia kuwa na sauti moja katika kukabili umaskini na kulinda dunia iwe mahali bora pa kuishi.

Alisema kutokana na malengo ya millennia watu wanaoishi katika umaskni wamepungua kwa zaidi ya nusu kutoka watu bilioni 1.9 kwa mwaka 1990 hadi watu milioni 836 kwa mwaka 2015.

Aidha mdondoko wa wanafunzi umepungua kwa asilimia 43 kutoka watoto milioni 100 kwa mwaka 2000 hadi watoto 57 kufikia mwaka 2015 na kupunguza pengo la wasiojua kusoma miongoni mwa wanawake na wanaume.

Aidha alisema changamoto za vifo na uzazi na uharibiofu wa mazingira kwa sasa ndio zinazotakiwa kushughulikiwa wakati dunia inaadhimisha miaka 70 ya uwapo wa Umoja wa Mataifa.

Awali akimkaribisha rais mstaafu kuzungumza, Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mh. Bernard Membe alisema wakati umefika kwa vijana kujua muskabali wa dunia na maendeleo yake.

Alisema vijana ambao kwa sasa ndio wengi wanapaswa kushirikishwa katika kubuni na kutekeleza mikakati ya kimaendeleo.

Naye Mratibu wa Mashirika ya Umoja wa Mataifa na Mwakilishi Mkazi wa Shirika la Maendeleo (UNDP) nchini, Bw. Alvaro Rodriguez pamoja na kumshukuru rais Mstaafu kwa kukubali kuzungumza na vijana katika maadhimisho ya miaka 70 ya Umoja huo amesema hoja alizotoa rais huyo wa zamani ni za msingi na zinazostahili kuangaliwa.

Alisema amefurahishwa na jinsi Kiongozi huyo wa zamani alivyouzungumzia Umoja wa Mataifa kwa kuangalia mwanzo wake na maazimio ya awali ya kwanini umoja huo ni muhimu hasa katika suala la amani na usalama.

Alisema hoja aliyozungumza Mkapa ya kuwajibika kwa pamoja kwa amani na usalama wa dunia na hivyo kushughulikia masuala yenye kuleta tishio kama mabadiliko ya tabia nchi, umaskini na kuondoa baa la njaa, rais huyo amegusa vionjo muhimu vinavyotakiwa kuangaliwa.

Aidha alisema mabadiliko aliyokuwa akizungumzia rais Mkapa ya Umoja huo ambayo yanatakiwa kuzingatia usalama wa dunia yanawezekana kutokana na jinsi nchi zinavyowajibika.

Aidha alimshukuru kwa kuzungumzia maendeleo kwanza ya millennia na yale endelevu.

Mratibu huyo alisema kwamba Umoja wa Mataifa utaendelea kufanyakazi na serikali ya Tanzania kuhakikiksha kwamba malengo yaliyowekwa ya uwapo wake yanafanikiwa na watanzania wanaendelea kufaidi program zinazoendeshwa kwa pamoja kwa manufaa ya ustawi wa nchi.

Rais Mstaafu wa awamu ya tatu, Mh. Benjamin William Mkapa akisaini kitabu cha wageni katika chumba maalum kwenye ukumbi wa Kimataifa wa Mwalimu Nyerere jana jijini Dar. Wanaoshuhudia tukio hilo ni Mkurugenzi wa Idara ya Ushirikiano wa Kimataifa katika Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, Balozi Celestine Mushy na Mratibu wa Mashirika ya Umoja wa Mataifa na Mwakilishi Mkazi wa Shirika la Maendeleo (UNDP) nchini, Bw. Alvaro Rodriguez.


Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mh. Bernard Membe akiongozana na Rais Mstaafu wa awamu ya tatu Mh. Benjamin William Mkapa kuingia kwenye ukumbi wa mikutano. Nyuma yao ni Mkurugenzi wa Idara ya Ushirikiano wa Kimataifa katika Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, Balozi Celestine Mushy na Mratibu wa Mashirika ya Umoja wa Mataifa na Mwakilishi Mkazi wa Shirika la Maendeleo (UNDP) nchini, Bw. Alvaro Rodriguez wakibadilishana mawazo.


Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mh. Bernard Membe akizungumza machache kabla ya kumkaribisha Rais mstaafu Benjamin Mkapa kuzungumza na hadhira iliyoshiriki Kongamano la Umoja wa Mataifa lililofanyika jana jijini Dar.

Mahadhi Juma Maalim akifuatiwa na Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mh. Bernard Membe.


Mratibu wa Mashirika ya Umoja wa Mataifa na Mwakilishi Mkazi wa Shirika la Maendeleo (UNDP) nchini, Bw. Alvaro Rodriguez akitoa salamu za Umoja wa Mataifa kwenye kongamano hilo.


Katibu Mkuu wa Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, Balozi Liberata Mulamula akitoa neno la shukrani kwa washiriki.

Kushoto ni Mratibu wa Mashirika ya Umoja wa Mataifa na Mwakilishi Mkazi wa Shirika la Maendeleo (UNDP) Alvaro Rodriguez akijianda kukabidhi tuzo hiyo.

Anayeshuhudia ni Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mh. Bernard Membe wakati wa Kongamano la Umoja wa Mataifa lililofanyika jana jijini Dar es salaam katika ukumbi wa mikutano wa Mwalimu Nyerere.






Mtandao wa vijana wanaopambana uharibufu wa mazingira (Youth Climate Activists Network), Fadhili Meta akiuliza swali Je Serikali inamikakati gani ya kupambana na mabadiliko ya tabianchi?


Mwanafunzi wa Chuo cha Ustawi wa Jamii, Blesira Mukandala akitoa maoni yake kwa Umoja wa Mataifa ambapo aliuomba Umoja huo kuwatazama Walemavu kwa jicho la pili kama makundi mengine yanayofaidika na msaada wa mashirika ya Umoja huo.







Pichani juu na chini ni Mabalozi mbalimbali wanaoziwakilisha nchi zao hapa Tanzania viongozi wa serikali, wakuu wa mashirika ya Umoja wa Mataifa pamoja na wadau wa maendeleo wakifuatilia yaliyokuwa yakijiri kwenye mdahalo huo.






Vijana pamoja na wanavyuo kutoka vyuo mbalimbali nchini wakifuatilia majadiliano yaliyokuwa yakiendelea kwenye mdahalo huo.


Mabalozi mbalimbali wanaoziwakilisha nchi zao hapa Tanzania pamoja na wakuu wa mashirika ya Umoja wa Mataifa pamoja na wadau wa maendeleo wakifuatilia yaliyokuwa yakijiri kwenye mdahalo huo.


Baadhi ya wanafunzi kutoka shule mbalimbali za sekondari nchini walioshiriki mdahalo huo.


Ukumbi ukiwa umefurika wanafunzi, mabalozi, viongozi wa serikali, wanafunzi na wadau wa maendeleo wakati wa mdahalo kwenye juma la Umoja wa Mataifa ambalo linamalizika leo katika maadhimisho ya miaka 70 tangu kuundwa kwa umoja huo. Mdahalo huo umefanyika katika Ukumbi wa Kimataifa wa Mwalimu Nyerere jana.


Maafisa kutoka UNESCO wakifuatilia mijadala mbambali iliyokuwa ikiendelea ukumbini hapo Kulia ni Nancy Kaizilege na Rehema Sudi (katikati).


Maafisa habari na mawasiliano wa mashirika ya Umoja wa Mataifa Tanzania Jacqueline Namfua na Sawiche Wamunza wakifurahi jambo ukumbini hapo.
