Donald Trump refuses to say if he will accept election result in final debate

Hillary Clinton calls Republican nominee’s unprecedented refusal ‘horrifying’ in debate that saw heated clashes over abortion, immigration and gun rights

‘I’ll keep you in suspense’: Trump refuses to say he will accept election result
Donald Trump used the final presidential debate with Hillary Clinton to declare he would keep the country “in suspense” over whether he would accept the outcome of November’s election.
The Republican nominee’s refusal to endorse the results of the election, unheard of in American history, capped a fractious debate in which he clashed with Clinton over abortion, gun rights, immigration and foreign policy.
In one of the final exchanges Trump called his rival for the White House “such a nasty woman” after she attacked his personal record on paying no income tax for years.
However, it was Trump’s refusal to accept the outcome of an election he is currently projected to lose that will stand out from Wednesday night’s ill-tempered clash.
“I will look at it at the time,” Trump said, when pressed by Fox News moderator Chris Wallace, who pointed out Trump was breaking with centuries of peaceful transition of power. “I will keep you in suspense,” Trump said.
Clinton described her rival’s refusal to accept the outcome of the election, which takes place in less than three weeks, as “horrifying”, and even went so far as to paint him as a “puppet” of Russian president Vladimir Putin.
“He is denigrating and he is is talking down our democracy,” said the former secretary of state. “And I, for one, am appalled that someone who is the nominee of one of two major parties would take that position.”
“Every time Donald thinks things are not going in his direction, he claims whatever it is is rigged against him,” said Clinton, adding that he has, at various times, accused the FBI, Republican primary process and judicial system of being corrupt.

“There was even a time when he didn’t get an Emmy for his TV program three years in a row and he started tweeting that the Emmys were rigged.”

“Should have gotten it!” Trump interjected.
People in the debate auditorium laughed at that interruption from the Republican nominee, one of several occasions when the audience erupted, contrary to a request they stay silent.
On another, there were sniggers when Trump insisted: “Nobody has more respect for women that I do, nobody.”
However Trump’s treatment of women was once again on trial in a debate in which he interrupted his opponent mid-flow to claim she was “such a nasty woman”.
Clinton has a six-point lead in an average of national polls, and is ahead of Trump almost all of the key battleground states needed to win the White House.
The bad blood between the candidates was unmistakeable throughout their final head-to-head – and pointedly there was no handshake before or after the contest.
Asked about the nine women who have come forward to accuse Trump of the sexually predatory behavior he bragged about in a 2005 video leaked earlier this month, Trump insisted they were all either seeking “10 minutes of fame” or had been had been somehow orchestrated by Clinton’s campaign.
“Those stories are all totally false – I have to say that,” Trump said. “And I didn’t even apologize to my wife who is sitting right here because I didn’t do anything.”
Pointing out how Trump has publicly denigrated his accusers, Clinton said: “Donald thinks belittling women makes him bigger. He goes after their dignity, their self-worth, and I don’t think there is a woman anywhere doesn’t know what that feels like.”

One of the women to level accusations at Trump, Jill Harth, who gave an extensive interview to Guardian US, tweeted mid-debate: “Trump lied and lied again,” adding: “He says he doesn’t know any of the women. Well, he definitely knew me.”
Another exchange from Trump likely to alienate some women, but one apparently intended to court the evangelical, stemmed from a discussion about the future shape of the US supreme court, which has had an unfilled vacancy since conservative Antonin Scalia’s death in February.
Trump portrayed himself as a candidate who would protect the second amendment right to keep and bear arms and said Roe v Wade, the historic ruling in 1973 that legalized abortion in the US, would “automatically” be overturned if he were elected because of his commitment to pro-life justices.
The Republican characterized Clinton’s position as one that would “rip the baby out of the womb of the mother” just days before a pregnancy. “You can say that that is OK and Hillary can say that that is OK, but it’s not OK with me.”
Clinton countered that Trump’s “scare rhetoric is just terribly unfortunate”, while setting out her view in favor of women’s reproductive rights. “I can tell you the government has no business in the decisions that women make with their families in accordance with their rights,” she said.
The third debate was not as one-sided as the opening televised contest between the two candidates, in which Clinton was by most accounts declared the winner.
Neither was it as personal as the second debate, in which the candidates clashed in some of the most brutal exchanges ever seen on a presidential stage.
However the final debate before the election was heated and at times bizarre, making plain the differences in policy and style between the two candidates – who spoke in grave terms about the consequences of their adversaries in the White House.
Trump spoke in stark terms about immigration, the touchstone of his campaign, saying there were mothers in the audience whose children had been “brutally killed” by undocumented immigrants. He promised to stem what he characterized as an avalanche of people and heroin coming across the border, which he said was “poisoning the blood” of young Americans.
Trump reiterated his call for a wall on the US-Mexico border and saying of his plans to deport undocumented immigrants: “We have some bad hombres here that were going to get them out.”
Clinton reiterated her position of allowing undocumented immigrants to come out of the shadows, and mocked Trump for failing to mention his signature wall during his meeting with the Mexican president Enrique Peña Nieto over the summer. “He choked,” she said.
She also delivered a wounding line telling him that there were “undocumented immigrants in America who are paying more federal income tax than a billionaire.”

The Democratic nominee was pressed over a disclosure in emails leaked via WikiLeaks, the whistleblower website, which revealed she had said her dream was for a “hemispheric common market with open trade and open borders” during a speech to a Brazilian bank.

Sidestepping the question, Clinton deftly pivoted to Russia’s apparent involvement in the US election by allegedly hacking the emails of her campaign manager and passing them to WikiLeaks.
She insisted “the most important question of this evening” was whether Trump would condemn president Vladimir Putin’s “unprecedented” attempt to interfere in the US election, which she said had been confirmed by 17 intelligence agencies.
When she challenged Trump to disavow Putin’s support, he replied: “I don’t know Putin. He said nice things about me. If we got along well, that would be good.”
“That’s because he would rather have a puppet as president of the United States,” Clinton shot back.
“No puppet,” Trump replied. “You’re the puppet.”
Trump added that Clinton has “no idea if it’s Russia, China, or anyone else” who was behind the hacking, apparently contradicting the reported briefings he has received from security official fingering Putin’s regime.
Trump added: “She doesn’t like Putin because Putin has outsmarted at every step of the way.”
One section of the WikiLeaks disclosures Trump sought to capitalize on was an email in which her campaign manager appeared to question the Democratic candidate’s instincts.
“WikiLeaks just actually came out John Podesta said some horrible things about you and boy was he right,” Trump said. “He said some beauties.”
Trump, who is being opposed by many senior Republicans, also tried to fuel the impression that Clinton is also opposed by her former Democratic rival.
“Bernie Sanders said you have bad judgment,” he said. “I agree.”
Clinton countered that Sanders has been campaigning for her across the country, warning voters the Republican candidate is “the most dangerous person to run for president in the modern history of America.” She added: “I think he’s right.”

There are 20 days left before election day, but Wednesday’s debate was the last occasion both candidates were scheduled to share the stage, marking the final stretch in one of the most wildly unpredictable presidential races of modern times.
It has been one that has been dominated, throughout, by the former reality TV star, who opened the first primary debate 14 months ago by brazenly declaring “politicians are stupid” and threatening to ditch the GOP and run as an independent.

His refusal to accept the outcome of the election at the debate in Las Vegas was perhaps his last throw of the dice. But it is a move the Clinton camp is likely to exploit in the closing weeks of its campaign.
“Nobody, Republican or Democrat, can support him going around trying to question the integrity of our elections,” said Clinton’s campaign spokesman Brian Fallon said, adding that Trump was jeopardizing “the peaceful transition of power that has been a long running tradition and is an important democratic institution in this country.”

Washington, D.C. and Its Diplomatic Community Pledge to Take Climate and Environmental Action

“And today, the world has officially crossed the threshold for the Paris Agreement to take effect. Today, the world meets the moment. And if we follow through on the commitments that this agreement embodies, history may well judge it as a turning point for our planet.” — President Obama, October 5, 2016 [read the whole speech here]

On Wednesday, October 5, the global community hit the target needed for the Paris Agreement to go into force. That evening, just hours after President Obama’s remarks, ambassadors and other representatives from over 60 embassies gathered with the Director of the District of Columbia’s Department of Energy and Environment to sign a pledge committing to climate and environmental action in Washington, D.C.

Originally created and signed in 2012, the pledge was updated this year to reflect the goals of the Paris Agreement and the city’s SustainableDC plan. The pledge signifies the embassies’ entry into the DC Greening Embassies Forum, a platform that unites the diplomatic community together with the city to support climate and environmental action. The World Bank and International Finance Corporation also signed the pledge.

The Forum has grown over the years. With the commitments of over 20 new embassies, the Forum now encompasses over 100 embassies and international organizations. The Forum recognizes that embassies -– as highly visible landmarks and hubs for connecting people, ideas, and innovations — have a role to play in combatting climate change.
After all, the Paris Agreement is global, but many of climate change’s impacts –- and solutions -– are local.

Member embassies benefit from regular workshops and seminars on a wide range of topics, including green building certification, energy efficiency, clean energy policy, new financing mechanisms for renewable energy, and sustainable transportation.

“Sub-national engagements that engage the diplomatic corps, such as this Forum, are significant tools in reaching our global climate and clean energy goals,” said Ambassador David H. Thorne, Senior Advisor to Secretary Kerry, at the event.

City-based environmental engagement and diplomacy is growing. The Forum now has chapters in Rome, Italy and Bangkok, Thailand. In fact, another speaker and pledge signer, Tommy Wells, director of D.C.’s Department of Energy and Environment (DOEE), had just returned from Copenhagen, Denmark, where he signed an environmental partnership and exchange with the government of that city.

Wells noted that collecting –- and acting –- on innovative ideas has helped the District of Columbia reduce their greenhouse gas emissions by 23 percent between 2006 and 2013, even while the city’s population and economy grew.
Embassies have also used knowledge gained from the Forum to reduce their carbon and environmental footprints.

The Embassy of France partnered with the city to install at 10,000 square foot green roof on one of its buildings, which helps reduce stormwater run-off and heat-island effects, and increases occupant comfort in the offices below. Also, D.C. is also now home to one of the world’s two highest-certified green embassies, the Embassy of Finland, which received Leadership in Energy and Environment Design (LEED) Platinum certification. Other Washington embassies with LEED certifications include the Embassies of Canada, the Netherlands, the European Union, and the United Arab Emirates.

Beyond physical infrastructure, embassies are also working to reduce their footprint through encouraging individual actions. The embassies of Germany and Australia regularly encourage biking to work. Several Ambassadors walked to the ceremony in celebration of the spirit of the pledge.

Director of the Office of Management Policy, Rightsizing, and Innovation Ambassador Adam Namm speaks at the DC Greening Embassies Forum event in Washington, D.C. (Daniel Gaush| State Department Photo)

The Department of State has also worked to reduce its environmental footprint in D.C. Ambassador Adam E. Namm, Director of State’s Office of Management Policy, Rightsizing and Innovation, noted that nearly half of the Department’s energy needs for its facilities in DC and Maryland come from offsite wind and solar farms through a power purchase agreement for which the Department incurred no upfront costs. Namm also mentioned that he arrived in a Department of State Chevrolet Volt hybrid electric car.

In the build-up to COP21 last year, the Department of State and Bloomberg Philanthropies launched “Our Cities, Our Climate” to advance innovation by urban areas in the fight against climate change. We look forward to hosting this program again this year to help implement climate action and encourage you to consider ways you and your organizations can do your part to take actions to protect the environment.

Irish leaders fear Brexit will bring economic disaster

Irish leaders have warned of an economic “disaster” on both sides of the border without decisive action to confront the effects of Britain’s impending departure from the EU.

Amid warnings of “incalculable consequences” for the Irish Republic and Northern Ireland as the Brexit process unfolds, Ireland’s prime minister Enda Kenny will convene an unprecedented cross-border summit of political leaders to consider what steps to take.

The prospect of Brexit has already raised intractable questions about the border that runs across the island, and has vexed farmers who send half their beef to British dinner tables. The slump of sterling is squeezing Irish exporters and the future of Northern Ireland, which relies heavily on EU subsidies, is uncertain. Some forecasters fear that Ireland could be harder hit than Britain by the tumult.

Martin McGuinness calls for special EU status for Northern Ireland

At this delicate moment, the Guardian and the Irish Times are collaborating on a week-long series exploring the predicament facing Irelandand the UK.

Kenny told the Irish Times that he would summon all political players to an unprecedented All Island Civic Dialogue on 2 November. “It is really important that we have all of the voices reflective of Ireland over a series of meetings,” he said. “I am going to invite to that all of the political parties who wish to attend and I don’t mean that I expect a grandstanding performance from each of them.

“It is more of a listening exercise from political parties because we need to hear the voice of retail, the voice of trade, of commerce of the construction sector, education and all of these areas, north and south.”

Such is the seriousness of the situation that the taoiseach and the Irish foreign minister, Charlie Flanagan, have assembled a team of almost 100 people to work on Brexit, with embassies across Europe being beefed up to cope with the fallout.

“Brexit has been referred to as the biggest foreign policy issue facing the UK since EEC accession in 1973. In many ways, the same is true of Ireland,” Flanagan writes in a Guardian opinion piece.

Martin McGuinness, Northern Ireland’s deputy first minister and Sinn Féin leader said that Brexit threatened devastating consequences for the island.

“As things sit at the moment we are going to suffer big time,” McGuinness told the Guardian in an interview. “Theresa May says ‘Brexit means Brexit’, but so far as we are concerned Brexit means disaster for the people of Ireland.”

Britain’s departure from the EU will deprive Ireland of a crucial ally in Brussels. The two countries are often mutually reinforcing in the EU bureaucracy, siding with one another on matters of trade, regulation, financial services and tax.

Former taoiseach John Bruton says Ireland now has to “up its game substantially” in Brussels, lamenting what he says is the unravelling of centuries of common trade.

“We have been part of a common economic area for a very, very long time, only broken in the 18th century when Britain adopted anti-Irish trade practices and there was an episode in the 1930s,” he said. “The decision to leave is reversing 1,000 years of history between Britain and Ireland.”

For Ireland the Brexit question is not theoretical – Irish political and business leaders are already dealing with the strain brought on by the collapse in sterling following the 23 June referendum.

Britain is Ireland’s largest export partner, while Ireland is Britain’s fifth biggest trading partner, with €1.5bn (£1.35bn) in transactions each week. The London-Dublin route is Europe’s busiest airlink.

Bruton is among those warning of potential trade wars post-Brexit if Britain tries to increase market share through subsidies.

“If Britain avails of its exit from the single market to reintroduce subsidies to British food production, as was the case before the common market, this would cause serious damage to the Irish food industry and would probably necessitate retaliation by Europe,” he said. “Anti-dumping measures are part of the armoury of the EU and they have been used before and could be again.”

At the moment all Irish exporters, both north and south of the border, are grappling with short-term and long-term challenges. “There isn’t anybody in Ireland that has not been touched in some way by this. If you’re not an exporter, then you’re likely to be a supplier to an exporter. The effect of the currency slump is very serious,” said John McGrane, director general of the British Irish Chamber of Commerce.

Large food exporters to Britain have been able to insure themselves against sterling’s decline because they hedge their currencies.

FacebookTwitterPinterest Workers harvest mushrooms at Reilly mushroom farm in Athlone. Another factory, in Tipperary, recently closed down. Photograph: Clodagh Kilcoyne/Reuters

McGrane predicted job losses after Christmas on both sides of the Irish Sea, saying it was not possible to “pent up price increases without being able to pass them on”.

A mushroom factory in the small rural town of Tipperary that closed in August was an early warning sign, a canary in the coalmine. An estimated 90% of mushrooms are exported to the UK, bringing in about €120m each year.

The Tipperary factory relied heavily on British sales and closed with the loss of 75 jobs as a direct result of Brexit, with the owner blaming the drop in sterling against theeuro.

“I did not expect when the British people went to the polls that it would have had any consequence for a small town like ours,” independent councillor Denis Leahy told the Guardian.

Last week the Irish government responded to desperate calls for help by announcing a €150m loan fund for farmers being crushed by the weakening of sterling.

“Food business works on extremely thin margins of around 2%. If you have to add 17% to your costs because of currency exchange, then you have a 15% straight loss. Irish industry is just looking on at this with great alarm,” said McGrane.

Erick Mashauri aelezea aiomba serikali kupitia tena VAT

MORE than 200,000 children less than five (5) years in Iringa and Njombe regions will be registered and issued with birth certificates in the registration exercise launched on 22nd September this year in Iringa region.

The Minister for Constitutional and Legal Affairs Dr. Harrison Mwakyembe (MP) launched the decentralized births and deaths registration system for the under-five children in Iringa and
Njombe Regions on Thursday.

The exercise will benefit more than 200,000 under -five children in these two regions, reducing the backlog of unregistered children and establishing a system for registering all new births in the regions.

He said the programme will bring registration closer to the community by establishing registration points at health facilities, providing reproductive and child health services, and at the community ward executive offices in line with the government policy of decentralization through devolution.

Dr. Mwakyembe said, “The programme will enable parents in these two regions to have access to more than 700 registration points. Moreover, there will be more than 1,500 Registration Assistants to support the registration process.”

As a special gesture, the government has waived fee for registration under this initiative and the first copy of the certificate is given free of charge.

The initiative is a 'one step, one visit' process and has adapted an innovative way of data collection using mobile phone technology ensuring instant transfer of data which is uploaded through SMSs facilitating a real-time tracking of progress.

The decentralized system marks a significant shift in accelerating birth registration in Tanzania Mainland, after years of stagnation. "We are transforming the system to make it easier for children and their families to access the entitlement of a birth certificate," said Emmy Hudson Acting Chief Executive Officer of the Registration, Insolvency and Trusteeship Agency (RITA).

Hudson added that, "this initiative transforms the system into a 'one step, one visit' registration and certification from the existing 'three steps, multiple visits' involving more than one visits to the District Administrative Secretary's office.

Now parents can receive birth certificates from the designated health facilities or through the ward executive offices.

UNICEF Representative in Tanzania Maniza Zaman urged that "Every child has the right to an identity. A birth certificate is a vital record that documents the birth of a child.

She said that currently Tanzania has a very low level of birth registration which means that millions of children under-five are "invisible" in the nation's records.

This initiative to accelerate birth registration will help more Tanzanian children to claim their rights and be protected.

“This launch also reminds us of the challenges that we have ahead in achieving universal registration of births in Tanzania Mainland,” said UNICEF Representative in Tanzania Maniza Zaman.

She said they stand together with the Government in its efforts to implement the national Civil Registration and Vital Statistics strategy, to review the Births and Deaths Registration Act, and to carry out all activities which help set up a decentralized and comprehensive system.

Improving birth registration and Civil Registration and Vital Statistics will help Tanzania make rapid progress in ensuring its children are on the path to attain their rights stipulated in the Birth and Death Registration Act 1920 and the Law of the Child Act 2009.

The Government too will have better data for policy and planning. The government is implementing this programme with partners, UNICEF, Tigo and Voluntary Service Overseas (VSO) with funding from the Canadian Government since 2012.

At present the initiative is going on in two regions Mbeya and Mwanza. The launch marks a new phase in making registration of births ‘accessible’ and ‘affordable’ for Tanzanian children.

The journey started in July 2012 with a pilot in 14 Wards in Temeke District of Dar es Salaam. The initiative saw its first launch in Mbeya region one year later, in July 2013. Then, we moved to Mwanza in June 2015.

So far under the initiative in Mbeya and Mwanza more than 400,000 children less than 5 years of age have been registered and given a birth certificate.

This has helped bridge the rural-urban differential and the gap between poor and rich in registration and certification.
