WAZIRI wa Nchi Ofisi ya Makamu wa Rais – (Mazingira) Dr. Terezya Luoga Hovisa amewataka madiwani wa Halmashauri ya Wilaya ya Songea mkoani Ruvuma kusimamia kwa karibu sana masaula ya utunzaji mazingira katika kata zao zote, kwa kuwa uharibufu wa mazingira ni tatizo la dunia nzima na kuongeza kuwa tunakoelekea ni kubaya zaidi kwa kuwa madhara ya uharibifu wa mazingira yanaonekana zaidi katika jamii.
Hayo yalisemwa na waziri wa mazingira huyo alipokuwa akizungumza na madiwani walipokuwa katika kikao cha kamati cha madiwani kilichofanyika Songea mjini katika Ukumbi wa Tumbaku (NGOMATI).
Waziri huyo alisema kwamba atahakikisha na atasimamia kwa nguvu na juhudi zake zote suala la uharibifu wa mazingira na hivyo madiwani wahamasishe wananchi katika maeneo yao wanakotoka. Aliwataka madiwani hao kuwashauri wananchi wao ambayo sehemu kubwa ni wakulima wadogo wadogo kwamba tabia ya kukata miti yote katika mashamba yao wakati wa kulima na kufanya palizi basi watunze miti kadhaa katika mashamba yao.
Dr. Hovisa alidokeza kwamba wameanza na anaendelea kuwashawishi wahisani mbalimabli kusaidia katika upatikanaji wa nishati mbadala (alternative source of energy), kwa kuwa tatizo la nishati ndiyo chanzo kikubwa cha uharibufu wa mazingira.
Waziri huyo alifika Songea kufuatia taarifa aliyopewa kwamba tarehe 15/12/2010 ingekuwa ni siku ya kuaapishwa kwa madiwani na kuzinduliwa Baraza la Madiwani la Halmashauri ya Songea na badala yake siku ya kuaapishwa kwa madiwani itafanyika kesho Ijumaa.
Wakati huo huo, Chama cha Mapinduzi (CCM) Halmashauri ya Songea vijijni wamemchagua Bw. Rajabu Hassani Mtiula diwani wa Kata ya Mpitimbi kuwa mwenyekiti wa halmashauri katika uchaguzi wa kura za maoni uliyofanyika jana. Bw. Mtiula alipata kura 19 dhidi ya mpinzani wake Bw. Jumanne Alex Nyingo diwani wa Kata ya Litisha aliyepata kura tatu tu.
Msimamizi wa uchaguzi Bi. Lidya Gunda Jonh ambaye pia ni Katibu wa CCM Wilaya ya Songea Vijijini alisema kuwa idadi ya waliopiga kura ilikuwa ni 22 ambapo walikuwa ni madiwani wa kata, madiwani viti maalumu pamoja Mhe. Mbunge Jenister Mhagama (MB Peramiho).
Alisema kuwa kura zilikuwa za siri kubwa kwani walitumia karatasi maalum na kuongeza kuwa wagombea wa nafasi ya mwenyekiti walikuwa wagombea wawili tu waliojitokeza.
Kwa upande wa makamu mwenyekiti, msimamizi wa uchaguzi alimtangaza Bw. Theofani Tadei Mbelwa kuwa makamu mwenyekiti baada ya kupata kura 20 za ndiyo katika kinyang’anyiro ambapo mwenzake alijitoa dakika ya mwisho na kumuunga mkono mwenzake kwa kuwa alikuwa na hoja ya msingi kuliko yeye.
Wakipewa nafasi ya kushukuru wagombea hao kwa pamoja walisema kuwa madiwani wanapaswa kuvunja makundi katika baraza la madiwani na badala yake kujenga umoja na mshikamano na kuachana na sera za kujenga mpasuko katika baraza hilo la Halmashauri ya Songea (W).
Halmashauri ya Wilaya ya Songea vijijni ina jumla ya madiwani 24 wakiwemo madiwani wawili kutoka Chama cha Demokrasia na Maendeleo (CHADEMA).

WORKPLACE DRUG TESTING IS GOOD PRACTICE
THE study shows that if Workplace Drug Testing (WDT) programs are very well implemented it can reduce the money lost to country’s economy that is paid for compensation and high insurance costs to workers after workplace accident have happened, this is according to the ‘World of Work Magazine’ of the International Labour Office (ILO) published in September 2006.
The magazine which carried a title ‘Brining decent work into focus’ is tremendous one that looks on the coming clean: drug and alcohol testing in the workplace. Workplace drug testing is an essentially controversial subject, one that questions where the line should be drawn between the right to privacy and the right to professionalism.
WDT is a relatively new phenomenon worldwide, migrating through multinationals from industrialized to developing countries. Some prescribe it is an effective way of managing substance abuse at work.
But, is it really? Argument surrounds WDT. The issues range from questions of privacy to social responsibility of employers and private enterprise.
What is more, the discussion is overwhelmed by questions such as whether test results are truly inductive of substance abuse on the job, or if chiefly show activities undertaken outside of workplace.
THE IMPACT OF SUBSTANCE ABUSE AT WORK
According to the 2005, Annual Report of the United Nations of Drugs and Crime (UNODC), 200 million working-age people between 15 and 64, or five percent of the global population, used illicit drugs at least once during 2005. If we take a closer look, and we discovered that cannabis use is most prevalent in the islands of the pacific, followed by North America and Africa.
Almost two thirds of the amphetamine (drug that gives you a feeling of excitement and a lot of energy) and methamphetamine users of the world reside in Asia. In addition, two thirds of 14 million cocaine users worldwide live in the Americans (UNODC, 2005).
Drug abuse costs the US economy more than US$250 billion each year, including about 500 million lost working days. The Department of Labour, which estimates that up to 9 million workers in the US use drugs, says employees who abuse drugs and alcohol have 66 percent more absences and file more compensation claims than non- abusers. They are involved in about half of all workplace accidents and used 300 percent more health benefits than other employees.
Meanwhile, in the UK between 11 and 17 million days are lost each year because of excessive drinking alone, which cost the economy €1.8 billion every year, according to Alcohol Concern.
When tallying the money lost to a country’s economy, one must also consider the effects of increased risk of injury, depression, stress, reduced morale, increased absenteeism and high workers’ compensation and insurance costs. For instance, alcohol and drug misuse costs businesses in Albert, Canada more than US$400 million every year in lost productivity, says the Albert Alcohol and Drug additions Commission.
WORKPLACE GOOD PRACTICE
If employers do decide to test, it is important to use good practice, such as:
• Policy: There must be a written policy document, the content of which is known to all concerned. The policy should included prevention, identification, counseling, treatment, rehabilitation, and details on at what stage disciplinary action will be taken.
• Confidentiality: Must be strictly observed.
• Quality: Initial screening and confirmation methods must be based on different principles of analytical chemistry or different chromatography separations. Tests should be carried out by an accredited laboratory using acceptable guidelines for procedures.
• Consultation: Policy should be developed in consultation with workers and/or their representatives.
• Review: procedures should be regularly reviewed to make continuous improvement
• Have preventive policies and programs in place guided by the ILO Code of Practice, 1996.
ILO CODE OF PRACTICE, 1996
The ILO code of practice, 19996 emphasizes the preventive approach, which:
• Calls for joint assessment by employers and workers and their representatives of the effects of alcohol and drug use on the workplace and their cooperation in developing a written policy for the enterprise;
• Defines alcohol and drug-related problems as health problems and establishes the need to deal with them, without any discrimination, like any other health problem at work;
• Recommends that workplace drug and alcohol policies should cover all aspects of the prevention, reduction and management of alcohol- and –drug-related problems and that the relevant information, education and training programs be integrated, where feasible, into broad-base human resources development, working conditions or occupational safety and health programs; and,
• goes a long way towards establishing the ethical principles vital to concerted and effective action, such as confidentiality of personal information and authority of the employer to discipline workers for employment-related misconduct, even where it is associated with the use of alcohol and drugs.
Tanzania let us try this WDT methodology, by so doing we can be in the better position reducing the money lost to country’s economy for the payment of workers’ compensation and insurance costs, considering the effects of increased risk of injury, depression, stress, reduced morale, increased absenteeism and high workers’ compensation and insurance costs.

• Recommends that workplace drug and alcohol policies should cover all aspects of the prevention, reduction and management of alcohol- and –drug-related problems and that the relevant information, education and training programs be integrated, where feasible, into broad-base human resources development, working conditions or occupational safety and health programs; and,
• goes a long way towards establishing the ethical principles vital to concerted and effective action, such as confidentiality of personal information and authority of the employer to discipline workers for employment-related misconduct, even where it is associated with the use of alcohol and drugs.
Tanzania let us try this WDT methodology, by so doing we can be in the better position reducing the money lost to country’s economy for the payment of workers’ compensation and insurance costs, considering the effects of increased risk of injury, depression, stress, reduced morale, increased absenteeism and high workers’ compensation and insurance costs.

VITENDO vya wabunge wa CCM kuhamisha samani na vitu vingine kwenye ofisi za wabunge majimboni, jana liliibukia Iringa Mjini ambako mbunge mpya kwa tiketi ya Chadema, Peter Msigwa amedai kuikuta ofisi ikiwa imeondolewa kila kitu, ikiwa ni pamoja na kung'olewa kwa mapazia.
Msigwa anadai kuwa vitu hivyo vimeondolewa na mbunge aliyemaliza muda wake, Monica Mbega, ambaye alianguka vibaya kwenye uchaguzi wa mwaka huu baada ya kuliongoza jimbo hilo kwa miaka kumi.
Kitendo hicho kimeibuliwa siku chache baada ya taarifa za kuondolewa thamani na vitasa kwenye ofisi ya mbunge wa Jimbo la Nyamagana. Waziri wa zamani wa Mambo ya Ndani, Lawrence Masha ndiye aliyeng'oa samani hizo baada ya kushindwa na mgombea wa Chadema, Ezekiel Wenje.
Akizungumza na wanahabari ofisini kwake jana, Msigwa ambaye alianza kazi Jumatatu, alidai aliikuta ofisi hiyo ikiwa katika hali ya uchafu huku ikiwa haina mapazia, kompyuta, simu, nyaraka wala faili za kuhifadhia taarifa muhimu licha ya kuwa ilikuwa ikitumika katika kipindi kilichopita.
Alisema kuwa kutokana hali ya uchafu, alilazimika kupaka rangi ofisi hiyo iliyo katika jengo la
Halmshauri ya Manispaa ya Iringa na kisha kufunga simu mpya baada ya ile iliyokuwepo kuonekana imenyofolewa.
“Ofisi nimeikuta katika hali ya uchafu sana; haina simu wala nyaraka yoyote inayoonyesha kama ofisi hii ilikuwa ikifanya kazi katika kipindi kilichopita. Hali hii ni hatari ikiwa kweli, viongozi tuna nia ya kuwatumikia wananchi,” alisema Mchungaji Msigwa.
Alisema kuwa hakuna makabidhiano mazuri ambayo yamefanyika katika ofisi hiyo na kwamba amelazimika kuanza na kutengeneza vitasa ambavyo vilikuwa vimeharibika, ili kuhakikisha ofisi hiyo inakuwa katika hali ya usalama.
Alisema alipotaka kujua sababu ya ofisi kuwa katika hali hiyo, alidai kujibiwa kuwa vifaa vilivyokuwemo vilinunuliwa na Monica Mbega na kwamba kwa kuwa amemaliza muda wake, amelazimika kuondoka na kila kitu ambacho alinunua kwa ajili ya kulitumikia jimbo hilo.
“Nimeuliza kwa nini ofisi hii haina kitendea kazi wala nyaraka yoyote inayoonyesha kwamba ilikuwa ikifanya kazi, jibu nililopewa ni kwamba Mama Mbega andiye aliyenunua hivyo kwa hiyo ni vitu vyake na ameamua kuondoka navyo,” alisema.
Alipopigiwa simu na Mwananchi ili azungumei madai hayo, Mbega alikata simu mara baada ya mwandishi kujitambulisha kuwa anatoka gazeti hili.
Pia simu hiyo iliendelea kukatwa pale mbunge huyo wa zamani alipopigiwa mara ya pili na ya tatu na baada ya hapo ilikuwa ikiita bila majibu.
Mkurugenzi wa Manispaa ya Iringa, Theresia Mahongo alisema licha ya kwamba ofisi hiyo ipo kwenye jengo la halmashauri hiyo, inahudumiwa na ofisi ya Mkuu wa Wilaya.
Hata hivyo, katibu tawala wa Wilaya ya Iringa, Gidion Mwinami alisema ofisi yake haijawahi kufanya tathmini kujua ndani ya ofisi hiyo kulikuwa na nini hivyo ikiwa kweli, Mbega alinunua vifaa hivyo, ana haki ya kuondoka navyo.

Msigwa alisema kutokana na ukweli kwamba, uongozi wa jimbo ni wa kupokezana kwa kuzingatia ridhaa ya wananchi, ni vyema mbunge anayekuwa madarakani akajitahidi kuhifadhi nyaraka ili mbunge anayeanza ajue kilichofanyika, na wananchi gani walihudumiwa tofauti na hali ilivyo katika ofisi hiyo.
Hata hivyo, alisema kuwa yupo katika mchakato wa awali wa kuajiri mwanasheria kwa ajili ya kusikiliza matatizo ya wananchi wanaohitaji msaada wa kisheria ambao wamekuwa wakikosa haki zao kwa kutojua sheria.

TANZANIA'S 49 YEARS OF INDEPENDENCE, WHAT ARE THE CHALLENGES?!

TANZANIA will be celebrating its Independence Day on December 9, 2010 which she got in 1961 from colonial powers, and now it will celebrate its 49 years of anniversary since independence, with Mwalimu Julius Kambarage Nyerere as a first president.
The Late Julius Nyerere was born on March 22, 1922 at Butiama Village near Musoma Town in Mara Region of Tanzania. He died on October 14, 1999 in London but buried at his home village, Butiama.
On the other hand, Political Independence of Tanzania in 1961 has brought with it a numerous number challenges that need to be address urgently.
These included the lack of indigenous human resources for running the government machinery; transformation of the economy, uneven and limited provision of social services, integrating a very limited commercial and manufacturing sector into an economy which would benefit the majority of the people, this is according to the Book entitled ‘Nyerere on Education’ Volume II.
This book was written by the late Father of the Nation of Tanzania, Mwalium Julius Kambarage Nyerere and edited by thrice editors, Elieshi Lema, Issa Omari and Rakesh Rajan, stressed that there is need of dismantling western development model, which valued individual rather than collective achievement.
Nyerere, on his question of how to lift the country from this colonial legacy into empowered state, he chose to set a development path that addressed the social, economic, and cultural needs of the broad majority of the people.
Nevertheless, there many challenges that need to addressed but for this moment let us focus specifically on education sector in Tanzania.
Regarding education, Nyerere emphasized that any education system meant to ground and advance the values of a particular society, has to have a purpose and therefore relevance.
It must be able to prepare its recipients to be active agents of change in their environment by shaping their modes of thought, inculcating positive attitudes, transferring skills necessary to improve individual conditions and that of society.
Education for self-reliance (ESR), published in 1967, was supposed to give guidance to the provision of relevant education for a Tanzania socialist society. Ask someone, what is education? Moreover, you are likely to get an image of a school building. Ask also, what is quality education?
In addition, you may get descriptions of clean building, orderly desks, study books and disciplined pupils. All these things are important.
Nevertheless, Mwalimu Nyerere challenges us to think beyond, because for him education is much more. This book is the second volume of Mwalimu’s collected writings on education. The collection spans 36 years, from 1961-1997.
For Mwalimu, education was suppose to link to development. It had to be relevant in everyday life of people and to the challenges of the day. His was a transformative vision. Mwalimu challenged teachers, ‘work for revolution. Don’t fear revolution’. He urged students to think, to ask questions, to analyze. Yet his was a constant battle- with his fellow teachers, leaders and bureaucrats- as this vision of education failed to implement.
Why? Is the challenge any less today? Reading Mwalimu Nyerere today is to interrogate the present, and to learn the lessons of our history, this is just a synopsis of his book. Let us look at our current situation of education system and a few challenges that it is facing.
What do stakeholders say
I have tried to talk to a number of education stakeholders and these are what they said: one old man, who did not like his name to appear in the newspaper said, education sector is facing a lot of problems, like lack of teachers, frequent changing of syllabi and so on.
In addition, there is a system of recruiting of unqualified teachers (half-baked teachers, those have under gone crush program) to in both primary and secondary schools just for the sake filling number.
He noted that the present government has being changing syllabus day in day out including education ministers all together. We have witnessed during these few years the syllabus of schools have been changed many times within short time, he said without specifying how many times. He said this has made many pupils/students out of track because today they told this and tomorrow they told the syllabus is changed.
“For instance, we started with Joseph Mungai, Margrate Sitta, Prof. Jumanne Maghembe and now we have Dr. Shukuru Kawambwa as a Minister of Education and Vocational Training, and each minister comes with his own idea about improvement of education,” he stressed.
Even the spirit of volunteering is slowly dying out from teachers because they only concentrate more making money through extra lesion commonly known as ‘Tuition’ due to poor working conditions and wages and salaries they ar getting at the end of month.
About the quality of teachers, some stakeholders said the government should at least make sure tstudents who to undergo teachers training collegs and also make sure students who are selected to go teachers training colleges have right division not just picking anyhow for the sake filling the numbers but quality must be considered first hence quality education that linked to development.
The school infrastructures are not attractive to entice the pupils for the good learning environment.
George Milinga, a resident of Peramiho said that there is a need to improve our education system that will make pupils/students not memorize things in their heads for the sake the examinations.
They (students) should also get education which is standard not just education, and it is the duty of the government to make sure that schools both public and private are providing better quality education.
He said that our education should prepare our children to compete in the international labor market after completion their studies on what refers as education for self-reliant. Also, in provision of education in Tanzania there some social class whereby the haves and have not people.
That is, people with money will get quality education and those without will get just education in our public schools. The poor people will continue fetching education in our public schools which is good because they face many challenges but those with money will fetch better education in private schools or go overseas for better quality education.
The government should make sure that it reduces the ever growing gap of people with money and those without money, hence evenly distribution resources.
A Doctor of Philosophy Student at University of Joensuu of Finland, Department of Computer Science and Statistics, Marcus Duveskog has challenged students to desist from memorizing things but instead they should concentrate on building skills.
Duveskog who is also doing research at Tumaini University, Tanzania Iringa Campus said that education system in Tanzania has made most of students both in primary and secondary schools and even higher learning institutions to memorize things which denies them to building on skills and not competent enough to face the challenges.
“Students should not learn by heart things but should learn to understand things and not memorize things for the sake of answer examinations questions,” he emphasized.
Duveskog said recently during the computer exhibitions where at least 16 kids were presented certificates at Ukombozi Primary School after a two very intensive weeks with daily sessions at the school in Iringa Muncipal Council in Iringa Rregion.
The way forward
The government in collaboration with other education stakeholders should invest heavily in education hence economic growth. The budget that is allocated the education sector should also go up to meet to standards of provision education relevant and important.
My advice to students, they should develop the culture of reading books because the University of Today is collection of many books, so should study hard if they want have a bright future.
“The books are like food; we cannot do without. To enjoy the company of a book is as much a culture leap forward as changing from a nomadic life to a life rooted in the soil,” a quotation from Anoro Panta.
In conclusion, let us celebrate our 49 years of anniversary of independence by remembering what our father of nation has taught us by putting them into practice on what he taught us. Tanzania and other African governments should use education as tool for liberation and national development, rather than continue apologizing to failures in giving quality education because of poverty.
“The basic educational problem of African states since 1980 has been that the resources available to African governments have declined dramatically. And when something like 40% of national budget has to be allocated to debt servicing, even while arrears continue to make that debt larger, and the annual interest higher, there is not much left for the governments other responsibilities…. Increasingly, it is possible for governments to choose only between evil.”

Rais Dr.Jakaya Mrisho Kikwete akikutana kwa mara ya kwanza na baraza lake jipya la mawaziri ikulu jijini Dar es Salaam Jumatatu asubuhi.
RAIS Jakaya Mrisho Kikwete Jumatatu, Novemba 29, 2010, amekutana rasmi kwa mara ya kwanza na Baraza la Mawaziri lake jipya pamoja na Naibu Mawaziri na kuwapa maelekezo ya awali ya nini anakitarajia kutoka kwa wateule wake hao.
Mawaziri wote 29 na Naibu Mawaziri wote 21 ambao Rais Kikwete aliwaapisha rasmi kushika nyadhifa zao katika sherehe iliyofanyika Jumamosi iliyopita, Novemba 27, 2010, wamehudhuria mkutano huo kwenye Chumba cha Baraza la Mawaziri, Ikulu, Dar es Salaam.
Katika mkutano huo uliochukua kiasi cha saa tatu, Rais alianza kwa kuwaeleza mawaziri kuwa katika kipindi hiki cha pili cha uongozi wake hakutakuwepo na muda wa kupoteza, na wala hatakuwa tayari kukubali maelezo ya kwa nini utekelezaji wa majukumu ya msingi umeshindikana.
Kwa mara nyingine amewapongeza Mawaziri na Naibu Mawaziri hao akisisitiza: “Mnastahili pongezi hasa ukizingatia ukweli kwamba nyinyi mmebahatika kuteuliwa kutoka kwenye orodha ndefu ya wabunge wengi wenye sifa za kushika nafasi mlizo nazo. Nimewateua kwa imani kuwa pamoja nanyi, tutatimiza matumaini ya wananchi wa Tanzania waliokichagua Chama cha Mapinduzi kiendelee kuongoza nchi yetu.”
Ameongeza: “Ni imani yangu kuwa kwa mshikamano na ushirikiano wetu kama timu moja ya ushindi, tutatekeleza majukumu yote kwa uadilifu, uaminifu na ufanisi wa hali ya juu. Ufanisi wa Waziri ama Naibu Waziri katika utekelezaji wa majukumu yake unategemea sana ufahamu na uelewa wake wa masuala muhimu yanayohusu Nchi, Serikali na Wizara anayoiongoza.”
Katika mkutano huo ambao ameuelezea kama wa Utangulizi wakati inaandaliwa Semina Elekezi, Rais Kikwete amewaelezea wateule wake maana ya Baraza la Mawaziri na majukumu yake, na kutaka kila Waziri ahakikishe anatayarisha kalenda yake ya masuala muhimu ambayo anataka yajadiliwe na Baraza la Mawaziri kwa mwaka.
Rais Kikwete pia amewaeleza wateule wake kuhusu wajibu wa Mawaziri katika Bunge akisisitiza kuwa ni wajibu wa kila waziri kuhudhuria vikao vyote vya Bunge, na kuwa ndani ya Bunge mawaziri wote wa Serikali lazima wawajibike kwa pamoja.
“Ni muhimu ieleweke kuwa kama ilivyo kwa maamuzi ya Baraza la Mawaziri, uwajibikaji wa Mawaziri Bungeni ni wa Pamoja. Kwa hiyo, Hoja ya Serikali Bungeni ni Hoja ya Mawaziri Wote na siyo Waziri anayewasilisha hoja tu,” amesema Rais Kikwete.
Rais pia amewakumbusha wateule wake kuhusu uwajibikaji wa pamoja (collective responsibility) katika kuongoza nchi, akisisitiza kuwa uwajibikaji huo unaelezwa kwa ufasaha katika Hati Maalum (Instrument) ya Majukumu ya kila Wizara.
Kuhusu uhusiano kati ya Waziri na Rais, na kati ya Waziri na Waziri Mkuu, Rais amesema kuwa pamoja na kwamba shughuli zote za utendaji Serikalini hutekelezwa kwa niaba ya Rais, lazima mawaziri wakumbuke kuwa Waziri Mkuu ndiye msimamizi wa shughuli za kila siku za Serikali.
Rais Kikwete pia ametaka kujengeka mahusiano mazuri kati ya Waziri na Naibu Waziri wake akisisitiza: “Jambo la msingi la kuzingatia ni kwamba uhusiano mzuri baina ya viongozi hawa ni nguzo muhimu katika mafanikio ya Wizara. Kwa hiyo, ili kuepuka migongano katika utekelezaji ni muhimu mipaka ya kazi za Waziri na Naibu Waziri ikaheshimika na pia ni wajibu wa Waziri kumpangia kazi Naibu Waziri katika Wizara husika.
Katika mkutano huo, Rais Kikwete pia amezungumzia uhusiano kati ya Waziri na Katibu Mkuu; uhusiano kati ya Waziri wa Nchi Asiyekuwa na Portfolio na Katibu Mkuu; uhusiano kati ya Naibu Waziri na Katibu Mkuu, na uhusiano kati ya Waziri na Waziri wa Sekta Nyingine.
Rais Kikwete pia amefafanua kuhusu uhusiano kati ya Wizara na Wadau Wengine; uhusiano baina ya Wizara, Mikoa na Halmashauri; uhusiano na Taasisi Zilizo Chini ya Wizara; uhusiano na Wasaidizi wa Mawaziri pamoja na utekelezaji wa Maagizo ya Viongozi wa Kitaifa.
Rais Kikwete pia amewaeleza Mawaziri na Naibu Mawaziri kuhusu nyaraka muhimu ambazo wanapaswa kukabidhiwa na kuzipitia watakapofika kwenye nafasi zao mpya za kazi. Nyaraka hizo ni pamoja na Taarifa ya Makabidhiano ya Ofisi, Katiba, Ilani ya Chama Tawala, Dira ya Taifa, na Mpango wa Kukuza Uchumi na Kupunguza Umasikini (MKUKUTA).
Aidha, Rais Kikwete amewaeleza wateule wake kuhusu umuhimu wao kufahamu Sera, Sheria, Kanuni, Taratibu, Mikakati, Mipangomkakati, Mpango na Bajeti ya Wizara, Mpango wa Kazi wa Wizara na Masharti ya Kazi ya Waziri.
Rais Kikwete vile vile amekumbusha Mawaziri na Naibu Mawaziri wake kuwa suala la vita dhidi ya rushwa ni suala la kikatiba na kuwataka kuhakikisha kuwa Mpango wa Pili wa Mkakati wa Kitaifa wa Kupambana na Rushwa (NACSAP-11) unatekelezwa.
Pia amewataka Mawaziri kusimamia mapato ya Serikali yasiyotokana na kodi na kudhibiti matumizi ya Serikali.
Rais Kikwete pia amewataka viongozi hao kuzingatia maadili ya uongozi ikiwa ni pamoja na kusimamia sheria za nchi, kuheshimu sheria katika shughuli na mambo yao binafsi na pia kutunza siri za Serikali kwa mujibu wa kiapo chao.
Rais Kikwete pia amesisitiza umuhimu wa Mawaziri na Naibu Mawaziri kuwasiliana na wananchi kwa maana ya kueleza mafanikio ya Serikali na mipango ya Serikali katika kushughulikia matatizo ya wananchi.
Amewataka kuvitumia kikamilifu Vitengo vya Mawasiliano ya Serikali katika wizara zao ambavyo ndivyo vyenye jukumu la kutoa taarifa kuhusu Wizara inavyotelekeza majukumu yake.
“Uzoefu unaonyesha kuwa Mawaziri wengi ni wazito kufanya mawasiliano na wananchi hata pale ambako Wizara imefanya mambo mengi mazuri. Hivyo, Mawaziri muwe mstari wa mbele kuelezea mafanikio ya utendaji wa Serikali katika Wizara zetu,” ameelekeza Rais Kikwete na kuongeza:
“Lazima ujengwe utamaduni wa kudumu wa kuwasiliana na wananchi wote ambao ndio waajiri wetu kupitia kura zao. Mawaziri wote tumieni Vitengo vyenu vya Mawasiliano na vyombo vya habari kwa ustadi ipasavyo,” amefafanua Rais Kikwete.
