Mgombea Ubunge katika Jimbo la Iringa Mjini kupitia tiketi ya CCM Monica Ngenzi Mbega akihutubia mkutano wa kampeni za uchaguzi wananchi wa Mtaa wa Idunda Kata ya Mtwivilla Mjini Iringa leo. Mbega aliwaomba wananchi wakupigia kura ifikapo Oktoba 31, 2010 iliaweze kukamilisha kazi zilizobaki katika miaka mitano ijayo.

Sehemu ya umati uliyofika katika mkutano wa kampeni za uchaguzi wa Mama Mbega katika Mtaa wa Idunda Manispaa ya Iringa.

WATER BLUES IN ISIMANI

Residents of Isimani in Iringa District, Iringa Region looking up in the sky for the three helicopters, one was carrying the CCM presidential candidate Jakaya Kikwete hovering around before landing. Kikwete addressed the residents at the campaign meeting yesterday held at Isimani Village.

CHAMA CHA MAPINDUZI (CCM) presidential candidate Jakaya Kikwete yesterday assured Isimani residents in Iringa District, Iringa Region that problem of water in the division will be history.




Addressing the campaign at Isimani Village in Iringa District Kikwete said the problem of water for Isimani residents will be solved within short possible time and they will be no more travelling longer distances looking for drinking water, if re-elected for the next five years term in office.




He noted that just like he promised to bring electricity to Isimani Divistion, he will also do so for water hence reducing the problem of water that residents are facing at the moment and improving their livelihood.


Isimani Constituency has a total of three sub districts including Isimani, Pawaga and Idodi but Isimani one of division in the constituency that having the problem of water due to lack of water sources unlike Pawaga and idodi.




“I would like to thank the residents of Isimani for support that you have giving me I hope you will vote for vote again so that I can bring a long lasting solution to the water blues hence improving living standard of people because water is life,” Kikwete told the campaign rally.




Earlier, the former Member of Parliament for Isimani William Lukuvi, told the presidential hopeful that Isimani residents were facing the problem of water, in that they receive water that is available once in a week and sometime they go without water for all week or more.




Lukuvi, who has gone through unopposed in his constituency, told the CCM presidential candidate that Isimani Division has a total of 30 villages, but the residents are getting drinking water from Mbigili in kilolo District where it is trapped.




According to Lukuvi, to improve the water system in the area it needs about 3bn/- to lay new water pipes for the new water network because the water system available is old since it was built for a long time.




He added that, Isimani residents received water once in the week and sometimes they don’t have water for week or more weeks.








Ismani-Tarafani village residents in Iringa District are facing double misfortunes, that are the shortage of food and water which forced people especially women and children to wake up early in the morning looking for water, it has been disclosed.








Felister Salum, a resident of Isimani Village and mother of five children told correspondent on sideline of campaign meeting that the problem of water in the village is a long time problem, but she has now got used to the situation.




She said that she has to wake up early in the morning with water buckets to fetch water a distance of about eight kilometers, because the water which is available comes out once in a week.




“Since my family uses a lot of water every for laundering, drinking and bathing we have to go an extra mile to look for water from the water points available in the area,” she said.




“Washing of clothes is done once in a month because lack of availability of water resource and I have very few water vessels for keeping water in the house, we have to bath two liters of water instead of 10 liters due to scarcest of precious liquid……” Salum added.




Khadja Hassan (70), said she faced the same problem just like Salum and other villages, but if the government could improved the system of water, women and girls will be restrained using most of the time looking for water.




“Thank God that I have my children and grand children who are helping me looking for water everyday, without them it could not be easy for me to get water for drinking and washing,” said the senior woman.




According to the village executive officer (VEO), Andrew Mgowole, problem of water is an issue in the village and it is there to stay and people have got used to the situation.




He noted that water system which available is aged and made of asbestos material which were some of the broken as it was constructed since 1968, hence they don’t produce enough water has it comes out at least twice in the week.




And to make the matters worse the rain has not rained for consecutive three years since 2007, as result the resident also facing shortage of food due lack of rains, the area received very little rains for consecutive three years.

CHARCOAL BURNING AND FIREWOOD COLLECTION

Unidentified residents of Iringa on Tuesday were found transporting charcoal and firewood along Iringa-Dodoma Road in Iringa Region. The charcoal and firewood were coming from Isimani in Iringa District to Iringa Urban Center (about 65 kilometeres). The commodities are the  common cooking energy to the most residents in towns because they can not afford to use electricty for cooking due higher tarriffs hence forest degradation. Charcoal burning and firewood collection are some of the factors contributing to climate change and Global Warming.

MNYIKA SUSPENDS KAPWANI

THE Acting General Secretary for Chama Cha Demokrasia na Maendeleo (CHADEMA) John Mnyika has given 14 days ultimatum to the former Chadema Chairman for Iringa Dr. Ben Kapwani indefinitely for being dissident to the party.

Mnyika said, the former chairman has been also stopped from being a chairman for the region from immediate effect on 14th September, 2010 to answer charges and explain why he did not return nomination forms to the National Electoral Commission (NEC) for Isimani Constituency in Iringa District, Iringa Region.

In that very constituency, William Lukuvi, who is also a Dar es Salaam Regional Commissioner has gone unopposed after the other candidates who contested for Isimani have failed to return their nomination forms to the returning officer for Iringa Distinct in the region.

According to the General Secretary, Dr. Kwapwani has been stopped from being the chairman for Iringa Region from immediate effect because he has two allegations to answer before the party can take disciplinary action against him.

He noted that the former region chairman for Chadema has gone contrary to the constitution of Chadema and he supposed to be punished for indiscpline.

Kapwani has had picked up the nomination forms from NEC recently to contest as Chadema candidate, but unfortunately he did not return the forms to NEC for no apparent reasons.

“We have decided to stopped our former Chadema Chairman for Iringa Region from holding that position of regional chairmanship because he contravened the party constitution for not returning nomination form as result we have lost Isimani Constituency for no apparent reason. We have written him letter to notify him about it on 14 September, 2010 with reference number C.HQ/ADM/M/IR/05,” Mnyika said though the telephone interview on Monday.

Other claims raised by the party general secretary was that  Dr. Kapwani was seen campaigning for other candidate for one NCCR-Mageuzi Mariam Mwakingwe through their joint venture  election campaigns which has the combination of parties like TLP, DP, UDP and Chausta opposition parties in Iringa urban, instead assisting Chadema candidate for Iringa urban Constituency, Rev. Peter Msigwa.

However, Dr. Kapwani denied receiving any letter from party acting general secretary notifying him about resignation and said that neither John Mnyika nor Dr. Willbrod Slaa can stopped being chairman but only Annual General Meeting of the party can stopped him.

There are some remours that Kapwani is intenting defect from Chadema to CCM tomorrow at campaign rally that will be addressed by the CCM Presidential candidate, Jakaya Kikwete at Samora Memorial Stadium.

But, he also has denied again to the claims today and he said that will remain aa a Chadema cadre until Jesus comes and he had no intention going to CCM come rain, come fire.

KAPWANI ASIMAMISHWA UENYEKITI

Mbali na agizo hilo, pia Bw. Kapwani amesimamishwa rasmi nafasi ya Uenyekiti wa Mkoa wa Chama hicho hadi hapo uongozi wa juu utakapojiridhisha kuhusiana na shutuma mbalimbali zinazomkabili kada huyo.


Kwa mujibu wa barua ya Mnyika ya Septemba 14 mwaka huu aliyomwandikia Kapwani, ikiwa na kumbukumbu namba C.HQ/ADM/M/IR/05 inaeleza kuwa miongoni mwa mambo anayotakiwa kutolea maelezo ni pamoja na kushindwa kurudisha fomu ya uteuzi ya kugombea ubunge katika Jimbo la Isimani.


Shutuma nyingine zinazotakiwa kutolewa maelezo ni kuonekana kwake machoni pa umma akimnadi mgombea wa chama kingine wakati Chadema imesimamisha mgombea wake wa ubunge Iringa mjini ambaye anakubalika na wananchi wengi.


Anadaiwa kumpigia debe hadharani mgombea ubunge wa NCCR-Mageuzi Mariam Mwakingwe ambaye pia anaungwa mkono na muungano wa vyama vya upinzani vya TLP,DP,UDP na Chausta.


“Masuala hayo ni kinyume cha maadili ya chama kifungu cha 10.1 (viii),(xii) na 10.2 (10),(xi) zenye kutoa maadili ya viongozi na sifa mahususi za viongozi kwa pamoja.


Hata hivyo,Kwapani aliliambia mwandishi kwa njia ya simu jana kuwa yeye hajapokea barua hiyo hadi sasa lakini akadai haukubaliani na agizo hilo kwakuwa mwenye uwezo wa kumsimamisha uenyekiti ni mkutano mkuu wa mkoa na si Katibu mkuu kama alivyofanya Mnyika.


“ Mimi sijapata hiyo barua hadi tunavyoongea lakini hata hivyo huyo Mnyika au Katibu mkuu wa Chadema Dk. Wilbrodi Slaa hawezi kunisimamisha Uenyekiti isipokuwa mkutano mkuu pekee….Lazima aelewe mimi siwajibiki kwake”,alisema Kapwani.


Kuhusu tetesi kwamba leo Kapwani alikuwa akimsubiri mgombea Urais kwa tiketi ya Chama cha Mapinduzi (CCM) Jakaya Kikwete ili ajiunge na Chama hicho katika uwanja wa Samora mjini hapa,Kapwani alisema si kweli kama jinsi ambavyo inadaiwa ila yeye bado ni mwana Chadema na ataendelea kukitumikia chama chake.

THE ELECTIONS ARE AROUND THE CORNER

Kombaini ya vyama saba vya upinzani Mjini Iringa vikifanya kampeni za uchaguzi kwa pamoja kama mbinu moja wapo ya kulitwa Jimbo la Iringa mjini, kama inavyoonekana gari kuwa na bendera ya vya mbalimabli kutundikwa ikielekea kwenye kampeni.

TANZANIA is going to general elections on October 31, 2010 and Elections are a process. It is important to bear in mind that what takes place on the polling day is a conclusion of struggles, campaigns and debates that have been going for quite some time.

Like a ‘Judgment Day’, the polling day is about decisions that have been long in the making. Even judging an election whether is free and fair or not, is not the matter of what happens on voting day, but what has been happening all along.

Obstacles to free and fair democratic elections

Among the most common obstacles are abject poverty, inequality, ignorance, electoral corruption, unethical polities, total despair, extremism, lack of courage, apathy, imposed political culture, discrimination, marginalization and political oppression.

1.       Electoral Corruption is a threat to free and fair elections because it leads to wrong choices of leaders and, eventually, to a government, central or local, that is corrupt.

2.       Poverty and Inequality- rich candidates might buy poor voters’ votes.

3.       Political Oppression –forcing people to vote for a candidate they would have otherwise not elected, as results are not free and fair.

4.       Apathy-non participation in election due to lack of provision of civic and voter education to people.

5.       Extremism- priorities are distorted and choices clouded.

6.       Discrimination and Marginalization-normally include people with handicaps, the physically challenged, and small indigenous groups such as hunter-gatherers.  

MAMBO YA LIVYOKUWA KATIKA UZINDUZI WA DARAJA LA MOJA

Wakati wa jua kali na uchovu wa kazi baada ya uzinduzi wa Daraja la umoja linaloziunganisha nchi mbili za Tanzania na Msumbiji, Mtangazaji Maarufu wa TBC Taifa (zamani RTD), Bw. Malima Ndelema akipooza uso kwa maji ya Mto Ruvuma katika eneo la Mtambaswala upande wa Msumbiji hivi karibuni.
